Looking for, has anyone really got a lot of support and as far out in front . And then, another mp said to me what they are then looking for is some kind of momentum. Because some of these candidates come from. Studio imjust these candidates come from. Studio im just going to stop you because we have seen the chair of the 1922 committee come into the room. Lets listen to what he has to Say. James cleverly, 21 votes. Robertjenrick, 21 votes. Priti patel, 1a Votes. Mel stride, 16 votes and Tom Tugendhat 17 votes. So is the result of the ballot, Priti Patel is eliminated from the contest. And there will be a further ballot on tuesday to reduce the list from five to four candidates. He will then be going to the conservative Party Conference. Thank you very much for your attendance. We look forward to the ballot next week. Studio there we have Bob Blackman the chair of the 1922 committee announcing the Priti Patel, the former Home Secretary is out. She got 1a Votes. We miss the very top due to a sound issue so we are not sure at the moment how many votes Kemi Badenoch got but Mel Stride, the Shadow Work and Pensions Secretary got 16. So as vicky was Saying, he was the one who was next after Priti Patel. Lets go back to our deputy political editor. It is goodbye to Priti Patel in this round. ,.. round. Im trying to do the maths to round. Im trying to do the maths to work round. Im trying to do the maths to work out round. Im trying to do the maths to work out what i round. Im trying to do the| maths to work out what the missing numbers worth a Kemi Badenoch but i cant do that in my head so i am waiting for someone to tell me how many votes she got. As you Say, Priti Patel. There was lots of speculation it could be Mel Stride or Priti Patel who could end up at the bottom. But its pretty close, isnt it . Youve got Priti Patel, Mel Stride, Tom Tugendhat, James Cleverly or pretty close together. I think the question is going to be does anyone else decide to drop out . I think, possibly not given those numbers because now you what you have is the real occasion. The people who voted for Priti Patel, 1a of them, well where their votes go . They might not all go the same direction and not everyone might stick to what they did this time round. In previous contest there has been, shall we Say a lot of shenanigans going on where people are trying to keep some people off the final two, for example, voting all sorts of different ways. So there is a lot of this contest still to run. It will be disappointing for Priti Patel, the former Home Secretary, of course. She did spend some of that time really defending her time in office. Particularly over immigration, over asylum seekers, trying to Say what she had achieved given that the Migration Numbers went up that the Migration Numbers went up so much on her watch. She is the one that drops out under the one that drops out under the system. Next wednesday will be the next round and then, the final four will go to the conservative Party Conference to make their Case. Conservative Party Conference to make their Case. Thank you very much to make their Case. Thank you very much. Someone to make their Case. Thank you very much. Someone has to make their Case. Thank you | very much. Someone has done to make their Case. Thank you very much. Someone has done the maths and Kemi Badenoch got 22 which means that robertjenrick came out top with 28. We will get more reaction to that with you. Thanks very much indeed for the moment. We are going to move to scotland and politics there because the first Ministerjohn Swinney has announced a programme for government at holyrood. He told msps at holyrood that the despite a challenging situation his government would deliver for the people of scotland. Each september, the Scottish Government lays out its objectives and the legislative programme for the parliamentary year. This follows an Announcement Yesterday by the Countrys Finance Secretary of 500 million worth of cuts to balance the budget. Let us speak to our scotland corresponding who is Outside Holyrood. We dont have her at the moment. We do have a little bit of Whatjohn Swinney had to Say. Lets have a listen. This programme for government sets out simply and clearly our intentions for the next 12 months. Its purpose is to ensure that government spends every day delivering for the people of scotland. The commitments in it are practical, not partisan. They are affordable, impactful and deliverable. Together, they reflect my optimism that even though we face an incredibly challenging set of circumstances at this moment, the Adherent Strength of scotland of people in our communities can create great possibilities for our country. That isjohn that is John Swinney that isJohn Swinney outlining part of his programme for government in holyrood. Let us go to our correspondent he was listening to that and is Outside Holyrood. He is looking ahead but despite the fact that there were those 500 million worth of cuts yesterday. He has a challenging financial situation. They are facing severe restrictions. He didnt shy away from that fact in this programme for government. His aspirations those governments in the next few months which detailed a few and a lot of hopes for the year ahead. John swinney said it was a privilege to present the programme for government and further showed the direction of the country. He admitted it was a challenging situation but he talked about his driving priority for his government which he said would be eradicating child poverty. He said that tackling that issue would be the moral compass for his government. He talked of the government trying to further the idea of what he called whole family support. Streamlining processes and pooling resources which are used to support families in poverty. He talked about more money going into affordable housing more investment in the economy and the infrastructure and efforts that will be made to bring down Waiting Lists in certain areas. For instance, he talked about more surgery. Centres. As far as i could tell he only mentioned independence wants. That is despite the fact that he leads a party which has independence for Scotland Party its mantra. That adds to the fact that he is the leader of a Minority Government so he has to get other parties on board to get other parties on board to get other parties on board to get bills through the parliament here in edinburgh. He did talk at one point about the more practical partisan. He said there are important impactful and deliverable. One of the issues he has an Opposition Leader now get a chance to make that statement in reply to his programme for government. We had a few comments from this leader Scottish Conservatives douglas comments from this leader Scottish Conservatives douglas ross. He was highly critical of ross. He was highly critical of John Swinney s comments. He John Swinney s comments. He said that it wasnt the fact said that it wasnt the fact that the snp has to balance its that the snp has to balance its budget in reference to this budget in reference to this half 1 billion worth of cuts half 1 billion worth of cuts his from this leader that were mentioned yesterday. That were mentioned yesterday. He said he has lost control of he said he has lost control of the budget. He said this was the budget. He said this was John Swinney s big moment to John Swinney s big moment to shine after almost 17 years in shine after almost 17 years in government and in effect, in government and in effect, in his opinionJohn Swinney had blown it. His opinion John Swinney had blown it.. ~. blown it. Speaking to is outside blown it. Speaking to is Outside Holyrood blown it. Speaking to is| Outside Holyrood there. Blown it. Speaking to is Outside Holyrood there. Thank you very much indeed. You can get more on that on the bbc website. I just want to come back to our Breaking News in the last few minutes that the tory leadership election race, dame Priti Patel has been eliminated from that race. There were six candidates are now there are five. In the voting, she got 1a Votes which meant that she was eliminated. Mel stride got 16 votes, Tom Tugendhat got 17, James Cleverly, the former Home Secretary, 21. The top two, kami Kemi Badenoch got 22. Top of the pile in this first round of the pile in this first round of voting was robertjenrick who got 28. He served as Housing Secretary under boris johnson. He came out with 28 votes that he is top of that list. There are now five left. What will happen now is there another man is another round of voting amongst those mps. That will get it down to four candidates. Once there are four candidates. Once there are four candidates they then go on to what some people decide that it might describe as a Beauty Parade at the tory Party Candidate where they get to put their Case out of the Party Conference and then eventually it will get down to two who will then be voted on by the wider tory membership. For the moment, dame Priti Patel is out of that race as i said, we get more on that on the bbc news website. What i want to do now is returned to our main story this afternoon. Let me take you back to West London because the publication of the final report on the Public Inquiry into Grenfell Tower Fire has been out there. You can see grenfell with that green heart which has had from the you very much. We had from the chair of the Inquiry Sir Martin Moor Bick earlier where he talked about the contents of that report and the, part of disaster. What a phrase that is. It gives you a sense of all of the events that happen in the lead up to grenfell in that awful fire in the lead up to grenfell in that awfulfire in which the lead up to grenfell in that awful fire in which 72 people lost their lives, that had things turned out differently, might have been an opportunity to prevent such a disaster happening. 72 deaths that Sir Martin said were entirely avoidable. Throughout the day we have been getting reaction to that report and talking to people closely connected to the story. Joining me now is the former Labour Mp who is also a former Labour Mp who is also a formerfirefighter former Labour Mp who is also a former firefighter of former Labour Mp who is also a formerfirefighter of 20 former Labour Mp who is also a former firefighter of 20 years. Jim, thank you very much for your time today. You helped to set up the all party parliamentary group on Fire Safety, didnt you . And since 2013, you have been lobbying the government on Fire Safety, specifically around high Rise Buildings. I think a lot of that was prompted by the fire at another Tower Block in london lack a in which six people died. London lack a in which six peeple died london lack a in which six eole died. people died. That is absolutely ri. Ht. People died. That is absolutely right the people died. That is absolutely right. The allparty right. The all party parliamentary group is one of the best supported in the house in both houses and lobbies very aggressively the lack of. They should have been a Game Changer when the inquest was published in 2013 it confirmed everything that we had been Saying that the regulations were inadequate that there was a problem with high Rise Buildings in particular but not just them. We found it very hard to get the Attention Government Action and sadly failed and tragically failed. Earlier i was talking about this very subject and he said that there were 21 attempts to draw attention to this. Why were you not being listened to or not listen to properly . That is a question or not listen to properly . That is a question for or not listen to properly . That is a question for many is a question for many ministers and government to answer because they basically blanked us. Among those who was tragically murdered was inside track with conservative government. We werent able to do that. Its very interesting, Sir Martin Moor Bick said today that there should be greater oversight of recommendations from inquests but also from select committee recommendations to the house and that is one of the things that government will have to look at in the review that Keir Starmer said the recommendations from the report over the next six months that they would be taking on board. Finally briefly, jim fitzpatrick, to quote from someone, it was a Game Changer towards the attitude of safety and high rise blocks, do you think that grenfell will be that change . I think that grenfell will be that change . Think that grenfell will be that change . Think that grenfell will be thatchanae . .. that change . I dont doubt that grenfell will that change . I dont doubt that grenfell will be that change . I dont doubt that grenfell will be all that change . I dont doubt that grenfell will be all Fire Grenfell will be all Fire Legislation has pretty much evolved on the back of a travesty and grenfell, obviously, will make a huge change on the way the government acts on the way that the Construction Industry acts on the way the buildings are monitored and the way the Fire Service approaches situations. It will make a difference that people want to see immediate change. It wont be immediate but it will be significant and it will change safety in the uk forever.. ~ forever. Jim fitzpatrick, former firefighter forever. Jim fitzpatrick, former firefighter and i forever. Jim fitzpatrick, former firefighter and former labour minister. Thank you very much for your time. Joining me now is someone who lived in a flat in Grenfell Tower at the time of the fire. I appreciate your time and you are speaking to us from a location nearby. As i explain to our viewers from earlier today, with all of our guests who are directly affected, we have asked in advance of what you are willing are not willing to talk about. I know that you are willing to talk about the night of the fire and i appreciate that. You were listening to that stay in Place Policy but it was actually the actions of your father, i believe whose instinct was to get you all out despite that instruction to Stay Put. Despite that instruction to Stay Put despite that instruction to sta ut.. , Stay Put. Yes, thats right. On the night Stay Put. Yes, thats right. On the night of Stay Put. Yes, thats right. On the night of the Stay Put. Yes, thats right. On the night of the fire, Stay Put. Yes, thats right. On the night of the fire, it Stay Put. Yes, thats right. On the night of the fire, it was i the night of the fire, it was about one oclock in the morning and my dad came into the apartment and basically told me and my sister, pack your stuff we need to go downstairs, there is a fire in the building. It was only once we were downstairs and outside the building that we saw the fire developed from a small fire developed from a small fire in an Apartment Block and become the fire that it became. And the speed was incredible. Yes. It all happened quite quickly. Yes. It all happened quite cuickl. yes. It all happened quite ruickl. , quickly. Sorry, iwasnt sure that you quickly. Sorry, iwasnt sure that you were quickly. Sorry, iwasnt sure that you were hearing quickly. Sorry, iwasnt sure that you were hearing me. | quickly. Sorry, i wasnt sure i that you were hearing me. The speed at which the fire developed was quite incredible. Yeah, it was quite. It all happened really quickly. My dad stayed upstairs on the 3a knocking on the doors to some of our neighbours. Me my sister came down and we met with my mum who is letting on some of the firefighters and again, it just, within 15 minutes it was down from the fourth floor all the way up to the 23rd so it was something that even to this day, it still is mind how something like this could happen in 21st century britain. I am sure you have paid very close attention to the details of the inquiry today. Whats your reaction to what the chair of the inquiry had to Say. . I havent read the whole thing it is been a difficult 2a hours to read that many pages is not an easy task but i have tried to read as much as i can. From what ive read so far, i think it is quite a detailed report and i think it follows the evidence quite well. And the recommendations seem to be some of the things that we have been calling for for the last seven and a half years. So, i kind of guess a lot of us survivors and local residents feel like there is an indication where everything that we have been calling for is hopefully coming. Now it is on to government to actually implement the recommendations and i was hearing a speech earlier that there needs to be some kind of mechanism by which some kind of mechanism by which some of these recommendations do actually get implemented and the quicker the better because at the end of the day, what we want to make sure as survivors is that this never happens again and we have had in the last week to fires. This again and we have had in the last week to fires. Last week to fires. As a survivor. Last week to fires. As a survivor, what last week to fires. As a survivor, what do i last week to fires. As a survivor, what do you i last week to fires. As a i survivor, what do you think that mechanism should be . Have you had any thoughts about that . ~.. ~. that . Well, for what we know it ust that . Well, for what we know it just needs that . Well, for what we know it just needs to that . Well, for what we know it just needs to be that . Well, for what we know it just needs to be something i just needs to be something independent. Something that keeps the government accountable and something that they can make sure, has this been implemented . Powers is been implemented . Powers is been implemented . Powers is been implemented . Something that we the public can take a look at and see what the actual detail of any of these recommendations are and, i guess, Sir Martin Moor Bick did mention something about being able to scrutinise by select committees. Being able to scrutinise the government ministers, secretaries of state on the actual detail. Again, its not my purview to tell government what they should or shouldnt be doing. At the end of day, they need to take on Sir Martin Moor Bick S Recommendations and see what the best way to implement it is. That is proven, as long as there is an independent. As long as there is this indep
