Their restrictions on the use of long range missiles. He said such action would mean nato would be directly participating in the conflict. The meeting between Mr Biden and Sir Keir comes as news emerged of Russias Expulsion of six british diplomats from moscow, accusing them of spying and sabotage, claims the Uk Government says are completely baseless. The kremlin said london had engaged in Multiple Unfriendly Acts and that actions of the British Embassy In Moscow aimed to cause harm to russias people. But the Uk Government says it believes the suspension came after it brought in measures against the russian embassy earlier in the year. Well discuss the expulsion of those diplomats shortly and also how the west is interpreting those comments from President Putin, but first our political editor chris mason, whos travelling with the british Prime Minister has been talking about the meeting with President Biden about ukraine. They met at the White House injuly, shortly after the Prime Minister had taken office and won the uk general election. He was here for a nato summit. This time it is a specific visit entirely based around a meeting with the president in what is in plain sight right now Shuttle Diplomacy around ukraines allies arriving at a collective decision about this question of the missiles. So theres this Meeting Today. We saw david lammy, the Foreign Secretary, antony blinken, the us Secretary Of State, in kyiv just the other day, the Prime Ministers off to rome to meet the italian Prime Minister at the Tail End of the weekend that is just around the corner. And then the week after that, its the un general assembly, the annual gathering of World Leaders in new york. And theres a real sense of pace in all of these conversations, western countries trying to come to a collective decision that they are all comfortable with and can live with. We can cross live to washington to speak to our North America Correspondent Tom Bateman earlier this week, was of the us Secretary Of State in the uk describe the relationship between the two countries is not only special but what can you expect from this week with President Biden and Keir Starmer . Thesetwo going to be lockstep on the issue of ukraine . I lockstep on the issue of ukraine . Lockstep on the issue of ukraine . , ~ , ukraine . I dont think they uuite ukraine . I dont think they quite are ukraine . I dont think they quite are in ukraine . I dont think they quite are in that ukraine . I dont think they quite are in that is ukraine . I dont think theyi quite are in that is perhaps one of the reasons why this meeting happening now. We note that on top of the agenda is going to be the issue of Weapon Support for ukraine in the White House is confirmed that issue will clearly come up in the discussions between the two men and what you have is effectively the british and the french over these french developed Storm Shadow long range missiles and increasing signals from those two countries, nothing firm or official on the record by the suggestion that they are more willing to listen to President Zelensky s please to fire these weapons deeper into russia and be able to offset attacks coming the other Way And Unwillingness from the europeans to try to be open to that much more than The Americans have signalled so far. And i think that issue is going to be foremost during this discussion and The Americans, weve had no sense yet that The Americans are going to shift on this and the question is, do the europeans need The Americans permission to try to get their authority to try to get their authority to do this and fire deeper into russia. That is an open question among we do not have the answer to them under the white House Spokesman has been asked about. I dont think well get in the Announcement Today on this issue and certainly not from the american side. ,. , certainly not from the american side. i. Certainly not from the american side. ,. ,. , side. Any of this come from the White House side. Any of this come from the white House Briefing side. Any of this come from the white House Briefing which side. Any of this come from the white House Briefing which you | white House Briefing which you have alluded to in what more do you take from that . Confirmation of this issue will be discussed in the first of all, we have had some response from Putins Morning Last Night that he regarded any permission to fire these missiles and russia as effectively direct confrontation between nato and russia. And therefore saying that russia would act appropriately to that and the white House Spokesman said, such warnings are taken seriously as all such warnings are but reading between the lines, western allies say that they have pushed the boundaries every time these red lines of been announced by President Putin and i think the sense from the europeans, they think it is Sabre Rattling and having think President Biden is been more cautious, much more cautious on this issue of firing long range weapons that could reach the outskirts of moscow in places like that and certainly The Americans have been, theres been a Blanket Refusal to give ukrainians the permission in the white House Spokesman with confirmation that they are not going to be given the permission and there is no change in the american Position And Therell be no announcement on that today. Repeatedly what about britain if they make their announcement. He said that is p announcement. He said that is up to them but this was the american position is concerned, no change on that particular issue. , . ,. , no change on that particular issue. ,. ,. ,. , issue. Tom bateman, our north american issue. Tom bateman, our north american correspondence. Former Diplomat Philip Reeker was the us charg daffaires to the uk from 2021 to 2022. He says when it comes to their support for ukraine, the us and the uk are fairly aligned. I dont think there are any great differences. I think theres been an ongoing Coordination And Conversation between the united states and the united Kingdom Onjust about every issue globally, but certainly in terms of support for ukraine. I was in london, as you mentioned, uh, heading our mission there when vladimir putin attacked. Of course, he had denied right up until the day he did it that it was going to happen. But we, the united states and the uk together had released intelligence information. We were prepared, we knew what was coming, and weve been pretty much lockstep since then through different Prime Ministers, obviously, and now a whole different government in the uk. Great opportunity for Prime Minister Keir Starmer to have this sit down, this tete a tete with President Biden. Biden, of course, now with more time for these kinds of meetings since hes not running for re election, i understand theyll Meet Today in the oval office, just the two of them, and then proceed to the Blue Room of the White House, where theyll have an expanded meeting for at least two hours with their senior staff and, of course, the two ambassadors. And for so long in this conflict, weve heard warnings about the risk of further escalation, those warnings coming from the west. Whats changing . Well, ithink, you know, weve heard a lot of warnings from vladimir putin, of course, too, since he undertook this illegal, unprovoked attack against ukraine, its sovereignty, its territorial integrity, really an Attack Sort of against the west. And weve stood together to support ukraine in this, to make sure they have what they need, even though thats not always an easy thing to do. Um, i think this Meeting Today between the Prime Minister and the president will have an opportunity not only to review the latest strategy there remembering, of course, that the two foreign ministers, secretary of State Blinken and and Foreign Secretary david lammy, were just together in london and then in ukraine together. So theyve got the latest on this. And a reminder, too, that less than a week ago, in sort of an unprecedented public move, our two intelligence chiefs, Bill Burns of the cia and, of course, Richard Moore of mi6 met publicly and discussed at the ft forum. And in an Op Ed theyjointly wrote, um, you know how we are coordinating on this. So i think were really lockstep and this will be an opportunity to talk about a wide range of strategic issues, including the middle east, including the indo pacific, which are also key, just ten days out from the un general assembly. And a reminder, too, that President Biden will soon host in wilmington, delaware, the so called Asia Indo pacific quad, that is the leaders of india, japan and australia. Um, and im sure hell discuss that with the Prime Minister. Thank you very much for your time. I wonder first of all, can you give us your thoughts on whether there are any significant point of difference at this stage between the us and the uk on that question of allowing ukraine to use these long range for more on the reaction from European Leaders to President Putins remarks on the use of long range missiles by ukraine, heres our eastern Europe Correspondent Sarah Rainsford in neighbouring poland. Robust response from poland. A robust response from the british Prime Minister, Keir Starmer, as well. And i think interesting those responses because vladimir putin of course, i think thinks hes drawn another red line in the sand. He has made a statement about the potential, uh, permission being given to ukraine to use those british and potentially american long range missiles into russia. He has said that that would be bringing nato directly into participating in the war in ukraine. And as far as he said, that would mean there were consequences. Now, his spokesperson then went on to say that this was an unambiguous statement from vladimir putin. Dmitry peskov said that he believed that those to whom that message was addressed had got that message. But i think its interesting that, as you say, the robust response from britain, but also from here in poland. Dont forget, poland is right, of course, on the Front Line with ukraine, it neighbours ukraine. It potentially could be in the Front Line of any sort of response if there were one from russia. And yet the Prime Minister here, donald tusk, has been pretty unequivocal. He said we shouldnt worry too much about what vladimir putin is saying. Dont be put off by it, he said. Dont pay too much attention, he said. He suggested it meant that russia was feeling somewhat threatened, somewhat weak. And in fact, he said, russia is trying to discourage us from helping ukraine. Ukraine has a legitimate right of self defence. And he said vladimir putins words should rather do the opposite. They should encourage ukraines allies to stand by it. So i think, as i say, those words, given extra weight by the fact that theyre coming from such a big and important country as Poland Right here on the border with ukraine. Around the world and across the uk. This is bbc news. To nigeria next, where the governor of Borno State has told the bbc that up to Two Million people have been affected by major flooding in the region. The Borno Region is in the North East of the country on the border with cameroon, which has seen thousands of homes destroyed by flooding. In chad, at least Three Hundred people have died as a result of weeks of unusually heavy rainfall. These are the latest Drone Pictures from the floods which followed the collapse of a dam earlier this week during heavy rainfall. Thousands of people are desperately short of Food And Shelter. The Nigerian Military has used boats and trucks to rescue displaced people. Properties, houses, schools are being flooded. What neck do you have any estimates of how many people are still trapped in need of rescuing . No, idon t are still trapped in need of rescuing . No, i dont have any information about that and what has been happening is basically, rescue operations. The military and authorities are trying to go into areas and rescue people and provide shelter for them. Rescue people and provide shelter for them. And youre Talkin Shelter for them. And youre talking to shelter for them. And youre talking to us shelter for them. And youre talking to us from shelter for them. And youre talking to us from one shelter for them. And youre talking to us from one of shelter for them. And yourej talking to us from one of the camps one of the displacement camps one of the displacement camps but people are desperately in need of Food And Shelter. What is the situation like that camp where you are . Women and children in desperate need of Food And Shelter and at the same time, experiencing, the same time, experiencing, the water is everywhere. find the same time, experiencing, the water is everywhere. And we can see from the water is everywhere. And we can see from your the water is everywhere. And we can see from your footage, can see from your footage, roads are basically turned into rivers and as someone who comes from this place and has grown up from this place and has grown up here, what is been the most shocking thing for you . This up here, what is been the most shocking thing for you . Shocking thing for you . This is the worst shocking thing for you . This is the worst flood shocking thing for you . This is the worst flood that shocking thing for you . This is the worst flood that is shocking thing for you . This is the worst flood that is hit shocking thing for you . This is the worst flood that is hit us i the worst flood that is hit us in the past five years and honestly, it was frightening to see a mother looking for her children and not knowing where to find than in hospitals have been flooded with water in ukraine, 2 people have been killed and 6 injured in the Northern Region of sumy. The attack comes as weve been hearing of the Kremlin Warning that the use of western supplied long range missiles by ukraine, against targets inside russian territory, would escalate the conflict to a new level. Lets speak to our ukraine correspondent, James Waterhouse in the capital of kyiv. Hello to you at another strike by russia and a pretty regular occurrences we have heard from your reporting and give us a sense of debate is the sort of action continues inside ukraine to those discussions taking place are about to take place in washington later today between the us president and the uk Prime Minister. fix, between the us president and the uk Prime Minister. The uk Prime Minister. A real air of frustration the uk Prime Minister. A real air of frustration at the uk Prime Minister. A real air of frustration at the air of frustration at the moment. President zelensky has been almost a political broken record and how he asks and continually asks western allies for more help and now the feeling here in kyiv is theres been a bit of dithering when it comes to the restrictions placed on the western missiles it received into this point, ukraine is able to strike inside if its inside the border and if its involved in facilitating its full Scale Invasion but what ukraine argued is that he continually fights behind its back with one hand behind his back because russia has been able to launch bombs on ukrainian cities from Deep Inside Russia and hopes and expectations and there were reports that there was a lifting of restrictions in washington and with discussions of Keir Starmer and President Biden we offerfrom of Keir Starmer and President Biden we offer from the White House that there will be no such announcement which will feed into the existing frustrations for the delay is everfor frustrations for the delay is ever for western help in the lifting of restrictions, it might be a Silver Bullet and might be a Silver Bullet and might help ukraine better protected skies but at the moment, were talking about ukrainian forces struggling to keep hold of russian territories it seized last month and its only going backwards in eastern ukraine. Its also a problem with immobilisation programme which isnt meeting its needs on the battlefield. The problems of ukraine are mounting and today, we have significant political frustrations. Frustrations. Tell us more about what frustrations. Tell us more about what president frustrations. Tell us more about what President Zelensky thinks what sort of difference he thinks the use of those long range missiles, those authorised, would actually make to the war . I5 authorised, would actually make to the war . To the war . Is quite extensive strate to the war . Is quite extensive strategy by to the war . Is quite extensive strategy by ukraine to the war . Is quite extensive strategy by ukraine when to the war . Is quite extensive strategy by ukraine when it i strategy by ukraine when it comes to hitting targets inside russia. It manufactures a lot of unmanned drones which have hit and struck inside russia as far as moscow he seen Damage Skyscrapers and the damage is mostly been superficial to this point and they have had Oil Refineries to the nervousness of some western allies of what they could do to fuel prices but theyve also hit russian cities closer to the border and it still pales in comparison to what russia inflicts the other Way But Ukraine has really grown in confidence and almost seized its own initiative when it comes to launching attacks like this but of course, missiles are different, because a lot more damage and they are a lot more damage and they are a lot more precise in what ukraine is desperate to do is target military air bases, effectively readies russian Aircraft Or Station and where theyre able to take off and ill give you an example. So many times in a week here in ukraine, Air Raid sirens are triggered when russian Fighter Jet simply takes off inside russia because it is not known whether its going to be loaded with missiles are applied bombs and where they will land in what ukraine wants to do is, in some way, stem the tide but it seems any kind of further lifting of restrictions is on ice for now. The pop Starjustin Timberlake has arrived in court to to finalize his Plea Deal after his arrest for Drunk Driving earlier this year. The footballer, Cristiano Ronaldo is thought to be the first person ever to reach more than A Billion followers across all of his social media platforms. Last month, the portuguese footballerjoined youtube and his channel rocketed to Fifty Million subscribers within one week. Stunning pictures of taking stunning pictures of animals in the wild requires skill, patience and great timing. Doing it all underwater. Well, thats even harder. But a lot of people are up for the challenge, as we can see from these entries for this Years Ocean Photographer of the year awards. More than 15,000 photos were submitted, including this striking image taken in the bahamas showing a Scuba Diver dwarfed by a shipwreck. This photo came third in the competition. It was taken early morning along Vietnams Coastline showing a local Fishing Family catching anchovies during peak season. Meanwhile this beauty which came in second place shows a northern gannet, one of the largest seabirds in british waters, diving into the water to catch its prey in the shetland islands. And this spectacular image won the top prize. It captures a brydes whale, off the Pacific Coast of northwest mexico, with its mouth wide open just about to take a bite out of a heart shaped bait ball. Well that final image was taken by Rafael Fernandez Caballero now officially Ocean Photographer of the year. He told me more about how he had managed to capture the photo. We are doing the last part of the year. During that season it has a huge migration of sardines. So basically what we are trying to get there are the predators around the bait balls, around the balls of sardines eating and protecting from that. And the biggest you can find is a huge whale. Its so difficult. But luckily we got it. So oui dream come true. Tell us more about this type of whale. Because as we mentioned in the introduction, it is endangered isnt it . Yeah, yeah, they are not so many. Its not easy to see and to see it eating from that. Its an even more complicated situation. So i think its once in a lifetime. And we were lucky to to see it even several times this year. But it was something that i might not even see in my, in my life. So very lucky. So how long did you spend around this particular time in the waters off the Pacific Coast, trying to get these fantastic images . So from the sunrise till the end of the day, every day for the, the season, that might be around two months. And i have been doing this for a few years. So as i say, it was something that i was hearing that some people was getting, but i was not expecting to to get it. And you need to be out there and spend a lot of time and effort to to get that moment and meet ready also to to photograph it. So two months out of each year for several years. Thats really interesting, just to get that kind of detail and get an idea of the kind of work that goes into getting an image like this. So when you looked at this shot afterwards, did you think to yourself, this is a really special shot for sure. We knew that the moment was super special because everything was perfect. The bowl of sardines was not in the shallow water. It was four or 5m deep. The light was great. And so when we got back to land, i checked the pictures and my friends told me that the picture was really powerful. I was with some photographers and we might say that yeah, yeah, we kind of knew it. So it was entered into the competition. And when the judges selected your image as the winner, what did they say about it . They love it. They said that it was quite impressive for me. I think that the moment speaks on its own its the biggest show that you can experience in life. The biggest animal on earth, eating in front of you one metre away from you. I think that its more impressive the moment itself rather than the picture, because its something that that you cannot explain with words. That image we were just discussing looks almost like the painting and what a stunning image. That is one of the Ocean Photographer of the year. Let us stay with some more wonderful images now because you want to show you some images of the Northern Lights which have been seen across parts of the uk Last Night. Clear skies made for Ideal Viewing Conditions despite the colder weather and normally in the northern hemisphere, the colourful displays take place near the Arctic Circle when solar activity is strong, it can expand a greater area which is why displays can be occasionally seen as far south as the uk. Do you stay with us on bbc news. Do stay with us on bbc news. Hello again. Over the past few days and nights, itsjust been getting that little bit colder each time. Now the coldest night of this week was Last Night where we had a pinch of frost quite widely, temperatures as low as minus three celsius unusually cold for this early in autumn. But, with the clearer skies Last Night, well, you got a view of the Northern Lights in many places. Rhe activity is not going to be so strong tonight, plus therell be more clouds, so its going to be more difficult to see tonight. And that cloud will bring some rain over the weekend, but it will be milder air thats heading our way. Now, were replacing that pool of cold air that weve had over the past few days, with South Westerly Winds coming in from the atlantic, lifting the temperatures but bringing cloud and some outbreaks of rain and some stronger winds overnight to Northern Ireland and then pushing eastwards across scotland. Some of The Cloud will arrive in the North And West of england and wales clearer skies in the South East. Temperatures could be as low as 4 or 5 in some rural areas, but its certainly not as cold as it was Last Night. And, by morning, temperatures in scotland and Northern Ireland could be in double figures. Maybe a little early rain, but we should see a little sunshine breaking through The Cloud for a while ahead of the next band of rain that arrives into the North West during the afternoon. England and wales is looking dry, some clouds, some sunshine. Its not as windy here. And for all of us, temperatures are going to be higher on saturday 17 or 18, scotland and Northern Ireland, for Eastern Parts of england, 19 maybe even 20 celsius. Here weve got High Pressure dominating, keeping it dry. But there is that Weather Front bringing the rain into the North West that will slip slowly southwards into england and wales on sunday. This is where weve got The Cloud and patchy rain to begin with. That should move away from northern england. It may get a Bit Wetter in wales, some pockets of rain into the midlands and south west, but further north the showers in Northern Scotland will move away. Well get more sunshine and its not going to be as windy. Similar sort of temperatures though on sunday, peaking at 20 in the South East of england. Here it should stay dry until the end of the day, and High Pressure is going to be dominant into next week, pushing away all those Weather Fronts, the Rain Areas and the stronger winds to the North West of the uk. So, not too windy away from Southern England where well have a stronger easterly wind, some Mist And Fog patches, not particularly cold at night, and it will be feeling a little bit warmer in the sunshine during the day. This is bbc news, the headlines. Sir Keir Starmer is in washington to Meetjoe Biden the pair will discuss whether to allow ukraine to fire missiles at targets Deep Inside Russia.
