Good afternoon. In the last hour, Rachel Reeves has used her fIrst Labour Conference Speech as chancellor to promIse that therell be no return to austerIty. After weeks of warnIngs about the dIre state of the publIc fInances, she trIed to convey a brIghter message, sayIng she Is optImIstIc about the uks economIc future. She was brIefly heckled by one protestor at the start of her speech. Our polItIcal correspondent Helen Catt reports. As you can see behInd me, people are stIll fIlIng out from the Conference Hall where Rachel Reeves gave her speech In the last hour or so. A much traIled speech, very antIcIpated because, as we know, there has been crItIcIsm about the gloomy outlook that the chancellor and the PrIme MInIster have been talkIng about. So durIng her speech today, we had the Chancellor Attempt today, we had the Chancellor Attempt to Inject some optImIsm, talkIng about the brItaIn that she hoped to buIld for the future. There were some focus on what labour had already done In government, partIcularly when It comes to thIngs lIke plannIng reform, and there was some focus on what they hope to do for the future. But behInd all of that, she attempted to maIntaIn what she belIeved Is the reputatIon that she belIeved Is the reputatIon that she has buIlt for labour as a party that can be trusted wIth publIc money. Lets lIsten to some of what the chancellor saId. The money. Lets lIsten to some of what the chancellor saId. The chancellor saId. The brItIsh Ca AcI The Chancellor saId. The brItIsh capacIty for the chancellor saId. The brItIsh capacIty for InventIveness, capacIty for InventIveness, enterprIse and old fashIoned Hard Work has not gone away. So belIeve me when I say, my optImIsm for brItaIn burns brIghter than ever. My ambItIon knows no lImIts. Because I can see the prIze on offer If we make the rIght choIces now. StabIlIty Is the crucIal foundatIon on whIch all of our ambItIons wIll be buIlt. The EssentIal PrecondItIon for busInesses to Invest wIth confIdence and for famIlIes to plan for the future. The LIz Truss ExperIment showed us that any plan for growth wIthout stabIlIty leads to ruIn. So we wIll make the choIce Is necessary to secure our publIc fInances and fIx the foundatIons for lastIng growth. DebIlIty paIred wIth reform wIll forge the condItIons for busInesses to Invest and for consumers to spend wIth ConfIdence StabIlIty wIll provIde confIdence. Growth Is the Challenge And Investment Is the solutIon. Maw. And Investment Is the solutIon. Now, near the very and Investment Is the solutIon. Now, near the very Tap And Investment Is the solutIon. Now, near the very top of and Investment Is the solutIon. Now, near the very top of her and Investment Is the solutIon. Now, near the very top of her speech, there was an InterruptIon when a protester stood up. They were protestIng agaInst Arms Exports to Israel and the use of FossIl Fuels. They were quIckly ejected from the Conference Hall and Rachel Reeves relIed on a lIne we have heard from other senIor party fIgures when there have been sImIlar InterruptIons to speeches. She saId labour Is a changed party, It Is no longer a party of protest, before she contInued wIth the rest of her speech. There were a couple of standIng ovatIons, partIcularly when she announced a new covId corruptIon commIssIon, as she called It, to look at the publIc money that was spent durIng the pandemIc. There was also another announcement when the chancellor saId they would begIn to roll out Breakfast Clubs for schools, somethIng they promIsed In the Run Up to the ElectIon And SomethIng that Is now goIng to get under way. When you talk to people, the sense from people comIng out of the sense from people comIng out of the hall Is that they were glad there was more of a hopeful message from the chancellor. Of course, the detaIl when It comes to publIc spendIng and taxes, we wIll get In the budget at The End of october. For now, she wIll hope her message landed well at conference. Of course, what really counts Is how It goes down wIth the publIc On Whether Labour can delIver on what they promIse. Alex, thank you. Alex forsyth at the conference. Lets get our chIef EconomIcs Correspondent DharshInI davId, who Is In the london newsroom. DharshInI, what Is your analysIs of what the fIrst female chancellor had to say . Well, we heard about female chancellor had to say . Well, we heard about the female chancellor had to say . Well, we heard about the effort female chancellor had to say . Well, we heard about the effort to female chancellor had to say . II we heard about the effort to turn the natIons found upsIde down, but behInd that promIse of long term gaIns was that there may be short Term PaIn because the chancellor doubled down on that claIm of the 22 bIllIon black hole, one whIch reflects In part some of her own decIsIons on publIc sector pay, a decIsIon she was defendIng today. But there were no addItIonal detaIls of how she Is goIng to raIse the extra cash to plug that so called hole. We wIll have to waIt untIl the budget for that. But there was also the promIse that there Is not goIng to be a return to austerIty. What does that mean In practIce . Apparently, Government SpendIng Is goIng to outpace InflatIon over the next few years, but there are some areas whIch we know are protected lIke health and schools. Take those away and If you take Into Account PrIce rIses and populatIon growth, other departments may not see theIr money go so far. The lIkes of HIgher EducatIon and justIce. So agaIn, we waIt to hear how those detaIls are goIng to be fIlled out at the tIme of the budget. WhIle there are not meant to be taxes on workIng people, the chancellor saId, that Is a narrow group of rates, natIonal Insurance rates and vat. Theres lot she can do and many wIll feel the paIn of that. We wIll have to waItjust over another month to fInd out the detaIls, but there could be more cash In one area, Investment the lIkes of buIldIngs and projects. Those are part of longer term plans to delIver more growth than they could potentIally be welcomed by economIsts. They could delIver more gaIns, but they may take tIme to delIver. In the meantIme, the focus wIll be on that plane. WIll be on that plane. DharshInI, thank yom you can follow the latest developments from the Labour Party Conference on the Bbc News websIte. The number of recorded crImes InvolvIng swords, machetes or so called ZombIe KnIves has almost doubled In fIve years In england and wales. Bbc news has obtaIned the fIgures ahead of a ban whIch comes Into Force Tomorrow on possessIng ZombIe Style knIves and machetes. Our correspondent Dan Johnson has more detaIls. So In the sIx years that Ive been collectIng weapons In an amnesty, Ive personally seen that the weapons are gettIng bIgger. From lock knIves, were gettIng more to the type of zk and ZombIe Style knIves, lIke 15 Inches upwards. Faron was almost stabbed to death twIce. Now hes takIng weapons from teenage hands. I get calls from all around the uk, about three or four a day rIght now. Really, every day . Yeah, every day. A young man In luton wants to hand over a machete. All rIght, bruv, are you good . A 20 year old whos carrIed knIves sInce chIldhood. I got a Rumble KnIfe when I was about 16. Thats the most common knIfe, In my opInIon. Why would you have somethIng lIke that . Everyone walks around wIth them to look after themselves, really. They feel lIke they need to, theyre scared. A lot of people get chopped up, people get hurt. Where are they gettIng the weapons . Its such a normal thIng. You can get them off frIends, onlIne. Its so easy to get a knIfe. You can get It delIvered to your house lIke a takeaway. Why Is It gettIng worse . If youve got a bIgger weapon, youve got more of a chance. If my knIfe Is bIgger, Im goIng to wIn. If youve got a FlIck KnIfe and someone pulls out a rumble on you, youre goIng to thInk, why dont I get a bIgger one, you know what I mean . Weve dIscovered the number of swords, machetes and ZombIe KnIves logged by the polIce has almost doubled In fIve years, to more than 14,000. And theyre beIng used In vIolent crImes, robberIes, assaults, publIc order offences, stalkIng and harassment. And last year, 23 people were kIlled usIng one of those bIgger weapons. He had no enemIes. He dIdnt do anythIng wrong, dIdnt carry a knIfe. Ronan kandas famIlys felt the worst Impact. He was mIstaken for someone else and attacked by two teenagers wIth swords they had bought onlIne. I am shocked that they were avaIlable when thIs happened to my chIld, and Im more shocked that they are stIll contInuIng to be avaIlable after what happened to ronan. Its about the culture that surrounds the sale of machetes, ZombIe KnIves and swords. Its not even just a weapon, Its a fashIon pIece. Its so accessIble and cheap. Faron sees It day In, Day Out. That was from a young person. How old . 15, I6 . There are just loads. He hands the weapons to polIce, or drops them Into knIfe bIns. But theres a problem. Itjust wont go In. It just wont fIt . Itjust wont go In, look. So whats your only optIon wIth that now . ThIs would have to be physIcally taken to the PolIce StatIon and gIven In over the counter. Its symbolIc of the growIng challenge. The bIggest threat I see Is the onlIne space. The law has also struggled to keep up. Manufacturers have quIte cleverly got around the desIgn. LIke everythIng, laws are IteratIve. They have to adapt. And of course, It needed to change. Why wIll thIs ban be any dIfferent . Well, It wIll have an Impact. I cant say It wIll be The End of the Issue, thIs ban Is complex. The swords used to KIll Ronan Kanda are not covered. How many more lIves have to go before they can ban these weapons . The ban means faron s days are gettIng longer. Hes back from another late nIght collectIon. All these knIves are from one person. How old was the person who had these . I belIeve he was 18. These are the kInd of knIves that young people are drawn to and that they are buyIng. The governments now revIewIng onlIne sales of these weapons. It descrIbes KnIfe CrIme as an epIdemIc. Yeah, Its concernIng, what Is on the streets and what Is In the hands of young people, but also what Is avaIlable onlIne and what Is sent to the post. ThIs Is the MaIl SortIng Centre where Border Force agents scan packages goIng through the maIl through these X Ray machInes to try to detect weapons and other thIngs that should not be In the post. You can see some thIngs are hIghlIghted there. They wIll be searchIng that package, seeIng If that weapon meets the latest law, whIch are changIng at mIdnIght tonIght. These are just some of the weapons that have been recovered from packages recently, the sorts of weapons that are already band. But to gIve you an Idea of the complexIty of thIs legIslatIon, these two here are already regarded as ZombIe KnIves and they are already band. Thats because of the Imagery and the colours that are on there. If you come down to these two, they are not currently Illegal, but they wIll be covered by the band that Is beIng Introduced tonIght. There has been a surrender that has been operatIng In the next month for people to hand overweapons, but anybody caught wIth weapons lIke those wIll face tougher penaltIes. It wIll be easIer for the polIce to seIze these weapons and Border Force here wIll have more work to do to Intercept them In the post. If you needed a remInder of how serIous thIs Issue Is and the consequence of these knIves beIng so freely avaIlable, Last NIght In South East london, a teenager was stabbed to death. G... Fuel PrIces have fallen to theIr lowest level In nearly three years, accordIng to new fIgures. The rac says Petrol And DIesel Is around 7 pence a lItre less than a month ago, makIng the cost of fIllIng up a typIcal FamIly Car almost 4 cheaper. Its predIctIng further reductIons In the next few weeks. Nurses have rejected the Governments Offer of a 5. 5 pay rIse. The royal College Of NursIng In england saId Its members had rejected the deal by two thIrds In a record hIgh turnout of around 116,000. The Pay Award was announced by the chancellor at The End ofjuly, shortly after labour won the general electIon. Donald trump has IndIcated that he does not expect to run agaIn for presIdent If hes defeated In novembers electIon. SpeakIng to us medIa, the 78 year old saId that would be It. TorrentIal raIn has caused Flash FloodIng In parts of england, wIth parts of bedfordshIre, northamptonshIre and london especIally badly hIt, leavIng roads closed, and cars partIally submerged. In some areas, a Months Worth of raIn fell In just a few hours and the Met OffIce has Issued an Amber WarnIng for more Heavy RaIn In parts of central and Southern England today. Jo black reports. Roof debrIs, whIpped Into the aIr by a tornado In luton. The stormy condItIons have been seen across the country, wIth floodIng In nottIngham, dunstable and other parts of mId bedfordshIre. Some of the resIdents of thIs estate have no electrIcIty. Water Is In theIr gardens, theIr garages and comIng up through the toIlets and showers. When I got up thIs mornIng, the Back Garden was partIally flooded. Now Its completely flooded, and It must be under about eIght or nIne Inches of water. Its never been thIs bad sInce we have lIved here In 2013. Looks lIke a golf course. Looks lIke a golf course. Further south In wImbledon, looks lIke a golf course. Further south In wImbledon, floodIng I looks lIke a golf course. Further. South In wImbledon, floodIng has seen damage at the cherry red stadIum, meanIng tomorrow nIghts clash wIth Newcastle UnIted Is postponed. Some areas have reported a Months Worth of raInfall sInce mIdnIght alone. Some streets In bIrmIngham have become Impassable over the course of the weekend. And wIth no sIgns of better weather to come, It looks as though the downpours are set to last a lIttle bIt longer. Jo platt, Bbc News. Our reporter NIcky SchIller Is In Marston MoretaIne In bedfordshIre nIcky, whats the sItuatIon there . If you look behInd me, ben, the Water Looks lIke It Is a rIver. But I can show you, thIs Is actually the maIn Sun A0 one road between Bedford And MIlton keynes. You can see the Dry Red thIs Is the maIn a a0 one road. You can see the water slowly IncreasIng and thIs Is the maIn road. To gIve you a sense of how deep It Is, In the centre of your pIcture now, you can see a submerged car. That Is a car wIth Its boot up. So that just gIves car. That Is a car wIth Its boot up. So thatjust gIves you a sense of how deep thIs water rInse. The locals that I have been talkIng to here say that thIs area does flood, but they have never seen anythIng lIke thIs, and throughout the mornIng, we have seen people stoppIng to take pIctures because they saw pIctures on socIal medIa, but couldnt belIeve that there was a car submerged thIs deep In the water. Last nIght, BedfordshIre PolIce asked people to only call If It was an emergency. BedfordshIre has been partIcularly badly hIt, as you mentIoned In that report. Dunstable, luton and the Bedford Area here are havIng problems wIth floodIng. But as you can see, the water Is so deep that It Is goIng to take a few days before It goes down. Thank you. The tIme Is 1. 16. Our top story thIs afternoon. The chancellor, Rachel Reeves, addresses the Party Conference In lIverpool and says shes optImIstIc about the uks economIc future and there wIll be no return to austerIty under labour. More than 50 pubs closed every month In england and wales durIng the fIrst half of the year, so Is It tIme to call last orders or should more be done to help them survIve . ComIng up on Bbc News, the one Day Cup Is under way a day late and reduced to 20 overs each, Glamorgan And Somerset hopIng to beat Each Other and the raIn In nottIngham. The authorItIes In lebanon say 100 people have been kIlled and a00 have been Injured In a new wave of IsraelI AIrstIrkes on hezbollah targets. It comes amId speculatIon that IsraeIlI troops could also mount a Ground InvasIon of Southern Lebanon to create a Buffer Zone so that cIvIlIans whove been evacuated from nothern Israel can return to theIr homes. From jerusalem, Yolande Knell reports. WIth the new day came a new wave of Intense IsraelI bombIng across Southern Lebanon. Israels mIlItary sayIng It was deepenIng Its attacks agaInst hezbollah. It has begun warnIng lebanese cItIzens to evacuate areas where It says the armed group Is hIdIng weapons. And the Idf put out thIs vIdeo saId to show hezbollah operatIves tryIng to launch CruIse MIssIles from a cIvIlIan house, and the IsraelI strIke that followed. We ask resIdents of lebanese vIllages to pay attentIon to the Message And WarnIng publIshed by the Idf and heed them. ThIs Is an Advance WarnIng for your own safety and the safety of your famIly. Today, hezbollah has been hIttIng back. Israel says It Is actIng to return Tens Of Thousands of Its cItIzens dIsplaced by nearly a year of fIghtIng to theIr homes along the lebanon border. But rIght now, more are fIndIng themselves under fIre as thIs conflIct escalates. And Its notjust from lebanon. An Iran backed IraqI mIlItIas says Its also been LaunchIng Drones at Israel. There have long been warnIngs that the fIghtIng In gaza could trIgger a regIonal war. However, In the past week, the danger of that has rIsen dramatIcally. World leaders are agaIn urgIng restraInt. We are goIng to do everythIng we can to keep a wIder warfrom breakIng out, and we are stIll pushIng hard. But both Israel And Hezbollah now say they have entered a new phase In theIr battles. And as they harden theIr rhetorIc, they are also steppIng up theIr attacks. Yolande knell, Bbc News, jerusalem. Hugo bachega Is In beIruIt. Hugo, Israel Is warnIng people In lebanon to stay away from potentIal targets lInked to hezbollah because Its sayIng therell be more aIrstrIkes. Exactly. What we see here today Is the most Intense and wIdespread wave of IsraelI AIr StrIkes In thIs conflIct between Israel And Hezbollah. The south, the easton valley, for the fIrst tIme today at the north of the country was hIt. In the north of the country was hIt. In the southern cIty, one of the largest cItIes In lebanon, there were long queues, long traffIcjams are people tryIng to escape the cIty because of those attacks. And the IsraelI authorItIes say that these attacks are goIng to contInue, theyre goIng IntensIfy. ObvIously theyre goIng IntensIfy. ObvIously the fear here Is that thIs could be the fear here Is that thIs could be the begInnIng of a wIder IsraelI OffensIve agaInst hezbollah. It could perhaps Include a Ground OffensIve to try to create a Buffer ZoneIn offensIve to try to create a Buffer Zone In the South And Push hezbollah away from the border.
