To return to butler, the city in pennsylvania where he survived an Assassination Attempt injuly. And Parkrun Marks 20 years of community spirit. The amateur Saturday Morning Run Event has grown from 13 runners in londons Bushy Park to millions around the world. Hello, im rajini vaidyanathan. More explosions have been reported during the night in the Hezbollah Dominated Suburbs of the lebanese capital, beirut. Theres also been an israeli strike on an Apartment Building in the northern lebanese city of tripoli. Israel also confirmed a strike on what it called a hezbollah Command Centre near a hospital. And hezbollah fighters are said to have clashed with israeli troops in lebanons Southern Border area. Hezbollah has said it has fired rockets at an Air Base near the city of haifa. We have yet to hear coming from israel on the latest attacks but sirens have been standing across Northern Israel this morning. More foreign nationals have been evacuated from beirut On Board Military Transport planes and civilian charter flights have evacuated more foreign nationals from beirut airport, even as israeli Air Strikes continue in the nearby southern suburbs. The south korean Air Force flew 97 nationals out of the country early on saturday. Australia which had 15,000 citizens in lebanon has been flying aircraft in from nearby cyprus, there are also plans for a seaborne evacuation. China said 200 citizens had been safely evacuated. For those who are internally displaced in lebanon, it is mostly charities that are providing help. 0ne if these charities is Caritas Lebanon, and i have been speaking with their head odf comminucation, mazen moussawer. Starting the 8th of october 2023, we were on the ground because a lot of families were already fleeing the southern regions, but since the 23rd of September Everything went catastrophic. So now we have more than 50,000 registered internally displaced families on the ground that left their houses because of the bombings or because their houses are totally disrupted. So yes, 1. 2 million and more internally displaced people, but the registered idps is around 300,000 now. Caritas lebanon is on the ground. We offer health, social and protection and livelihoods all through our youth volunteers. So caritas within the health department, we offer consultations, doctors consultations, we have our doctors on the ground that go visit the shelters and offer that, we offer the medicine, medications that are much needed right now. And people who left their homes with absolutely nothing on them but their clothes, they are requesting essentially the Health Support. So from doctors appointments, doctors consultations, medications, and of course, psychological and recreational support for the women and children that are in a very bad shape. We have our mobile clinics as well, so we have a medical mobile clinic to go to the regions that are remote for the people who could not actually leave their houses, orfor the people who cannot make. If i can just ask you this. So youve set out a really extensive level of support that youre trying to provide all those people who are displaced. But what would you say is your greatest need at the moment . We are talking as well about social relief with food, food boxes, hot meals and ready to eat stuff that people can. They cannot eat, actually, they have all this need as well. We are doing that in collaboration with all our partners, international and local. So the biggest challenges right now is facing the winter that is coming. People need mattresses, blankets, Winter Support and essentially the Health Support and the social support. We are talking about a lot of medication that are needed. We are talking about the basic needs for a decent living, if we can call that decent for any kind of living. And so its medical supplies, definitely food and hot meals etc. But as Well Something to get these people on the street in that in these shelters that are not ready and of course, all of this coming when lebanons already living through an economic crisis. So its already been a struggle for millions of people. Imagine that on top of Two Million refugees in the country, a totally collapsed infrastructure. The structure of the lebanese country as a whole is totally collapsed. And yes, the economical downfall of 2018 have left us with quite no resources at all. So Caritas Lebanon is using everything it has right now. We are spreading thin on all levels, but we are here. We are standing with the lebanese people as we always were and as we always will. So, yeah, we are there on all fronts. We have more than 1,000 volunteers young, the generation of lebanon that are students and living with their families, that are supporting, that are giving this help, this assistance to these people. We are staying across development as they unfold in the Middle East and if you want more Detail Or Analysis you can always turn to the Bbc News website, where we continue to run a live page which doesnt just have updates, they also have plenty of analysis from our correspondence. Lets get some of the days other news now. The United Nations says at least 70 people are now known to have been killed in a Gang Attack in haiti on thursday. The uns human Rights Office said armed men belonging to the notorious gran Grif Gang rampaged through the central town of pont sonde, using Automatic Rifles to shoot residents. Dozens of homes and vehicles were also set alight. 18 people have died in bosnia following floods and landslides. Most of the victims were from one town, which was cut off from the rest of the country for 2h hours. The regional government says many people are unaccounted for, as Search And Rescue efforts continue. Some houses have been almost completely buried. Elon musk s social Media Platform X says it has paid all the fines it incurred in brazil and has filed a fresh request to resume services in the country. But the Supreme Courtjustice who imposed the fines says the money had been sent to the wrong account. A once in a Generation Set of reforms to workers rights. That is the promise splashed across the front of this mornings times newspaper in the uk. It was a key pledge made during the election, and this week we are promised plenty more detail. Lets get more from bbc political correspondent harry farley. They promised this during the election, they said they would implement it, bringing the legislation in the first 100 days. That deadline is next weekend and we expect the legislation to be published on thursday. But it has been subject to very intense negotiation between unions on the one Hand And Business lobby groups on the other. In terms of the detail, they have said they will introduce rights from Day One for workers and things like parental pay, sick Pay And Protection from unfair dismissal. Ratherthan protection from unfair dismissal. Rather than the current situation in the uk where you have to be working somewhere for six months before you can get Maternity Pay, that would happen from Day One. According to what labour have promised. Ratherthan according to what labour have promised. Rather than waiting for two years before you can claim for unfair dismissal, that would also happen from Day One. But a lot of the negotiations and the Fine Print are still being worked through. For example, does a1 mean at the end of your Probation Period or does it mean alongside your Probation Period . How long should a patient periods be . All that Fine Tuning has been subject to very negotiation between the unions and business groups. Talk about the negotiations, what have been the sticking points . What have been the sticking oints .. points . For example, things like whether points . For example, things like whether day points . For example, things like whether Day One points . For example, things like whether Day One does. Points . For example, things like whether Day One does mean the very first Aid Work for a company, or does it start after your Probation Period for example . And how do you balance, i suppose, example . And how do you balance, isuppose, the interests of businesses, want to have perhaps more flexible rules around how they hire and reef for example, fayyad and reja, and should this promise for Maternity Pay be from the very first Day Sound Box at . My understanding is that most of these details have been in place, we are getting the on thursday. But because of this 100 days a self imposed deadline, a lot of it will be subject to consultation. nd Subject to consultation. And briefl , subject to consultation. And briefly, what subject to consultation. And briefly, what about subject to consultation. And briefly, what about the reaction from businesses . Business groups are concerned that some of the proposed measures, unions and the other hand want the government to go further. That has i suppose been the tension at the heart of this. Turning to the united states now. Its almost three months since Donald Trump survived an Assassination Attempt at a rally in pennsylvania. In that time, investigations by us senators and the Secret Service have tried to uncover the Security Failings which allowed 20 year old Thomas Crooks to shoot eight times at the former president. And on saturday, Donald Trump will return to that same location. Our Analysis Editor Ros Atkins has been examining key questions about what happened on that day injuly. Donald trump is going back to butler, to hold a rally in the same place he survived an attempted assassination on july the 13th. He was shot while onstage. The gunman, Thomas Crooks, was lying on a roof nearby and there are still questions about what went wrong that day. First, why was the building not secured, given it was 130m from the stage with a direct line of sight . The Secret Service did have a security perimeter, but the building was beyond it, in an area overseen by local police, and it wasnt secured. The Secret Service did not give clear Guidance Or Direction to our local Law Enforcement partners. The next question is, why was trump allowed onstage . At 5 10pm, crooks was identified as a Person Of Interest by local police. At 5,38, a local Police Sniper texted two colleagues saying i did see him with a rangefinder. Looking towards the stage. If you want to notify Secret Service snipers to look out. I lost sight of him. Some Secret Service personnel were notified, but at 602, trump walked on stage almost an hour after crooks was first seen. Here he is. At 6. 06, a member of The Public Filmed Crooks on the roof. And then at 6. 10, a Police Officer was boosted by a colleague to check the roof, but dropped down when faced with crooks and his rifle. Trump continued to talk. The Secret Service says poor communication with local police inhibited the collective awareness of all Secret Service personnel. Notjust that, the Secret Service didnt share the information it had received across its full team. Because of that, trump was stage and at 6. 11, crooks opened fire. Theres another question, too. Why didnt Secret Service snipers shoot earlier . Behind the stage, two Sniper Teams were in position. You can see them here. One of them would shoot crooks dead when he attacked. This is the view crooks had. Hed been on the roof for at least 18 minutes for the snipers. Even before the rally, concerns were raised about their lines of sight. This animation shows that trees probably blocked one of the Teams View of the roof. Whether any of the snipers could see crooks the whole time he was on the roof, we dont know. But lack of line of sight may explain why they didnt act sooner. What is clear is that Security Mistakes allowed the attack to happen. And while many questions remain about why those mistakes occurred and about the gunman s motive, there is an overall conclusion this was a failure on the part of the united states Secret Service. Ahead of the us president ial election, the department of Homeland Security has repeated its warnings of the threat that online video and Audio Fakes could pose in the Run Up to the vote. The bbc s disinformation and social Media Correspondent Marianna spring has been investigating how one faked clip divided a baltimore community. This peaceful baltimore suburb with sizeablejewish and black community is found itself at the centre of a storm when an Audio Clip of its high Schools Headmaster seemingly making racist and anti semitic comments went viral on social media. These ungrateful Black Kids that Cant Test their way out of a paper bag. 0r these teachers who dont get it. How hard is it to get these students to meet their Grade Level expectations . Baltimore is part of the most Safest Unsafest places in the world. Alfie was offended by the clip and decided to re share it. I was like, wow. In the back of your mind, you are growing up and thinking, this is probably the way that people really actually think about us. I couldnt corroborate, was it actually a good story that i could repost and when i saw the local news and people in the community starting to post it, and i started thinking, maybe this is real. And then there was a bombshell. It turned out the Audio Clip of the principal had been faked using ai. On january 17 2024, the baltimore County Police Department became aware of a Voice Recording being circulated on social media. We have now conclusive evidence that the recording was not authentic. The suspect identified by the police was a former member of staff at the school. Lets talk through the clues that it is faked. The story posed a challenge for local journalists. They managed to verify the audio was faked. Is there any indication of how they managed to get that to sound so much like the principal . How he made it . It is very easy to get these tools. It doesnt take much money. And it doesnt take much sound. You can use like one minute or two of a real Persons Voice to then get that voice to say what you want it to say. The problem was that lots of people within the community already believe the clip to be real. The principal was put on leave, pending investigation and became the target of threats and abuse online, all for something he never said. Alfie says he will think twice before sharing a clip like this again. I have been burned by the fire once, i will not touch the stove again. I definitely wont listen to everything supposedly going on. Deep fakes can be the most convincing when they target a committee. When they target a community. But what happens when their focus is a president or a politician rather than a principal . Marianna spring, Bbc News, baltimore. You can listen to episode three of Bbc Radio 4s why do you hate me usa on bbc sounds now. Uk banks must refund fraud victims within five days, under new rules which come in next week. Currently, High Street banks and Payment Firms voluntarily reimburse customers. Critics say theyre concerned the maximum compensation has been reduced from 415,000 to 85,000. Dan whitworth, reporter for Bbc Radio 4s Money Box, has more on the changes. Essentially, the changes on monday are mandatory and they involve four or five main things. One involve four orfive main things. One thing is an 85,000 reimbursement limit, thats the mandatory amount banks will have to refund victims of fraud. They can refer more about lots of scepticism around whether they will do that. Victims have to claim within 30 months, so again, another constraint on victims. 0ften Fraud happens in victims might not know for several months or even years. Also, the refund you talk about, the reimbursement is going to be split for the first time, 5050. The split for the first time, 50 50. The percent will be paid by the victims back and 50 will be paid by the fraudster s bank and the whole idea of this is that going forward, because at the moment there is a voluntary scheme, around two thirds of victims are refunded. Going forward the regulator in charge of this expects 99 of victims to get refunded and the whole thinking about all of this is not necessarily directly reimbursed victims, it is whole banks liable for those losses in the first place, to incentivise them, to up their game in terms of Fraud Protection so we dont have items and we dont have fraud happening the first place. Thats interesting. Tell us what the scale of this problem is right now. You have done a lot of reporting around fraud in the uk, it is also of course a global problem. How widespread is it now . Summed numbers for widespread is it now . Summed numbers for the widespread is it now . Summed numbers for the uk, widespread is it now . Summed numbers for the uk, last widespread is it now . Summed numbers for the uk, last year, | numbers for the uk, last year, 459 million stolen from 232,000 victims, just last year on this type of Push Payment Fraud when victims are tricked by very sophisticated scams, by ruthlessly efficient criminals, and as you say, this is a global problem, this is a worldwide problem and its interesting, i think it is fair to say that the regulator, the payment systems regulator, is describing the mandatory changes that come into effect on monday as a world first, is a game changer, so i do think other countries around the world where fraud is a problem, where fraud indeed originates from in many cases, will be looking at the changes very closely to see if they could introduce something similar. And you can follow this reporting on Bbc Radio 4s Money Box programme. A month on from the final report from the Grenfell Tower inquiry, the London Fire chief
