Bougainville says PNG foot dragging over referendum question

The autonomous Bougainville government, the ABG, wants to delay the next meeting of the Joint Supervisory Body with the Papua Guinea government, claiming Port Moresby is dragging the chain on drawing up critical constitutional regulations.
