The $35 million-plus Avani Living apartment and retail project is in its final stages after being proposed in 2016. “In March 2019, the Olmsted County Planning Department inspected the development for a Certificate of Occupancy to close out the building permit,” states a report to Rochester’s Planning and Zoning Commission. “During the inspection, it was determined that the development did not match the plans that were approved by (the Rochester) City Council.”
