Cat fights in council: Norfolk decides how best to deal with stray felines

The City Council voted to adopt a trap-neuter-return program to manage the city's population of stray cats. Previous language in the city code prevented the practice, and cats were often taken to Norfolk Animal Care Center and in many instances, euthanized.
