Cat taped and weighted down into lake likely suffered 'severe pain and distress'


SPCA inspectorate team lead Jason Blair said intentional drowning of animals were occasionally reported to the charity and a formal investigation has been launched into the Tokoroa incident.
“This is a very concerning situation as it is likely the cat would have suffered severe pain and distress,” he said.
“Drowning of a mammal is an inhumane way to die and an offence under the Animal Welfare Act 1999. No person should inflict this onto an animal, regardless of their circumstances.
