The Okoboji City Council's decision in September to put out a second call for bids for upgrades at the Speier Park playground seems to have paid off. The council unanimously accepted a total bid of about $165,000 on Tuesday — that figure is about $100,000 less than the lone bid the city received for the work earlier this year.
