Cleveland County invests in new EMS base Cleveland County is investing $125,000 in a new EMS base in the Casar area. The base, which will be located at the intersection of N.C. 10 and School House Road near Casar Elementary School, will serve residents in the Casar, Delight and Toluca areas. Those areas were previously served by first responders from Polkville or Belwood EMS bases depending on exact location help was needed. Commissioner Kevin Gordon said the new base will help reduce EMS response times in those areas. The national standard for paramedics to arrive at a call for help is around eight minutes. That mark can be hard to reach in certain areas if help is coming from outside of the immediate area.
