THE state-run weather agency on Tuesday advised the public to bring umbrellas as overcast skies and heavy rains are likely on Wednesday, All Saints' Day, or 'Undas.' Weather specialist Patrick del Mundo of the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said the northeast monsoon ('amihan') and shear line are affecting most parts of the country over the next few days. In particular, amihan will bring isolated light rains over Central and Northern Luzon that include Batanes, Cagayan and Isabela.
