9 11, literally. This is by far the most horrific thing ive seen in my life. The whole thing came down. It looks like a bomb went off. Were pretty sure a bomb didnt go off. Heartbreaking for anyone still trapped inside. This stunning new hopeful. A young boy being rescued from the rubble. There are fears, understandable fears, more people could be trapped. Right now more than 80 Emergency Teams are working to find survivors if they can. This is what the 12story Ocean Front Condo Building looked like before this mornings collapse. And now a huge piece of that structure came down. Cnns Leyla Santiago is on the scene in surf side, florida, with the very latest. Do we have any idea, leyla, how many people were inside that building when it came down . Reporter that is a very big unanswered question at this point. I can tell you it is still active Search And Rescue where the debris is, the building, whats left of it, has been cleared, the portion that is still standing. Let me walk you through what we have going on right now. We are just north of miami beach, and the sun has come up so we are Getting Better visuals. Man, i have to tell you things have really changed in terms of who were seeing out here. When we arrived there were firefighters. We could see them checking the balconies even, flashlights inside because it was dark. Now you see all sorts of officials gathering. They kind of huddled up just a second ago. So clearly everyone is getting briefed, getting the latest. And they are right next to a miamidade fire rescue collapse unit. So we are expecting to get updates from police, i understand the mayor is going to give an update in the next 15, 20 minutes. But we can confirm that there was one death, ten people treated on scene, and that they continue to search using dogs under the debris. Now, let me tell you what ive learned, not from officials, but from those who were here, those who were inside when this Building Collapsed and those who were outside. I spoke to one man who said he thought it was like a bomb. Thats what it sounded like. Then i spoke to one woman who said the dust was so much that it traveled for blocks. Let me let you listen for yourself. I looked down the hallway and its a very long hallway, probably 100 yards, 75 yards. And there was nothing there. It was just a pile of dust and rubble and paint falling from the ceilings. I felt the whole building was just going to collapse, so once we were in the cherrypicker, a feeling of relief just came over me that was incredible, that i had survived this tragedy. The building, it was still shaking. There was, you know, it just seemed like it was very unsteady. And i just, you know, knowing how what it looked like outside my door, i thought that any minute we could be that same pile of rubble. Reporter so, let me tell you what we have learned about the building itself. This is a building that was built in the 80s. This area, by the way, is known as sort of an upscale Beach Community with a mixture of old and new buildings. This building, we are told by the mayor, did have some roofing work. What role that played, still unclear, if any. But we can also tell you that theres some concern for the building next to it. There is a small hotel right next to it that they have also taken families out of that building, believing that its compromised because of the building that collapsed next door. We do know that the red cross is here helping out with that. The big question, what will now be at the center of this all, how did this happen . What led to this building partially collapsing in the middle of the night . That will be the central question for the investigation moving forward. Leyla, thank you for all the reporting and being there and talking to people. It is amazing to hear from that man who escaped. I do want to ask you about the warning or concern from the mayor of surf side, charles becken. He said were afraid the building may be afraid of additional collapse. The question is how do they carry out a Search And Rescue when the building could collapse on the people trying to find anyone . Reporter its a very, very tricky situation. I can tell you there are more than 80 units here responding, trying to carefully figure out how to move forward. You know, again, when i arrived this was filled with ambulances, fire trucks, police units. And now theyve all sort of gathered there to try to figure out how they move forward. The mayor did confirm that they are now they had dogs out in the middle of the night. That was a tough thing for them, so they are trying to get back again with those dogs to find what they can find under all of that debris. But, poppy, youre absolutely right. This is not an easy go in and see what we can find. There are some very, very big logistical and safety challenges here. Leyla, stay close, but we also know you need to keep doing your reporting. So talk to folks and get back to us with more information if you can. In the meantime lets bring in dave downy, chair of the urban Search And Rescue community for the International Association of fire chiefs. Chief, it is so important to have you on because you know this stuff better than any of us. How do you do what leyla and i were just talking about, which is how do you continue a search and Rescue Operation when the rest of the building is at risk of collapse . Well, thats the biggest concern right now, is the secondary collapse. And there you have highly trained, highly experienced rescuers. Miamidade fire rescue is part of the National Search and rescue system under fema, and those members have tremendous amounts of experience. So we have Structural Engineers that are going to be there assessing the structure, telling them where they can go, where they cant go, what they need to do to stabilize certain parts of the structure, in order to effect a search operation. We use the canines to help locate or zero in on the possibility of a location of a victim. So its a very methodical process. Miamidade, i think ill often see when you have issues like this around the country, its one of these Quick Reaction teams that will travel to other parts of the country to lend their expertise. These early hours, you know better than us, are crucial, are they not . If youre going to find survivors, you need to be in there looking innout, right . Absolutely. The Search And Rescue begins immediately. There is a structured process of removing the surface victims, those lightly trapped. And whats happening now is theyre looking for voids. Theyre doing void searches. The next part will be starting to delayer some of the rubble to, again, uncover some void spaces if they exist. This type of collapse, unfortunately, you dont see a lot of the void spaces. There is a very methodical process, but its going to take some time. Time is of the essence. This structure was built in the 80s. Even though it was built before Hurricane Andrew before codes went into effect, it is built to withstand hurricanes. What would take Something Like this down . You would think its built to withstand hurricanes. I think all of us are going to be interested to find what brought this down. In my almost 40 years in the fire service, i have never seen a collapse like this. This type of collapse not associated with any other forces that we know of. It just it bewhichilders me well. The Rescue Operations and recovery operations, those things need to take place, then the methodical review of how this Building Collapsed. Its your understanding, i believe, chief downey, this building was occupied to a large degree. Will authorities at this point have any sense as to how many people or even a rough number of people who are in the building when it came down or is it guesswork at this point . Well, there is a process and they are trying now to gather the information, how many victims were removed, those that were in the part of the building that stayed up, the majority of them had to be rescued over Fire Department ladders because the stairwells were compromised. And so trying to sort out, you know, how many victims came out, where did they go, they have a Unification Center established, and that process is underway to figure out who is there, who is missing. That will take, again, quite a bit of time to kind of sort it out because theres a lot of, you know, a lot of unanswered questions. Its very difficult to know exactly how many people were occupying that structure at the time. The mayor of surf side said just a few moments ago that the dogs that they sent out to try to find any survivors in the middle of the night did not have any hits. Those were his words. But does that mean i would assume theyll keep sending them out. Its very sad to hear they didnt have any hits the first time, but that doesnt preclude them potentially finding people, right . Oh, it absolutely doesnt preclude it. Theyre going to run multiple dogs multiple times. These dogs are highly trained. Theyre an Effective Member of Search And Rescue. And, you know, ive seen them do remarkable things. So, theyre going to continue to run the canines where its safe, and that will be, again, a process thats ongoing for a number of hours. Okay. Youre seeing live picture here live pictures here of a press conference. Local Police Chiefs and others. When it begins, well bring it to you live. As we wait, chief downey, to your point when you see collapses like this around the world, you sometimes get happy surprises days later, right . I mean, you can, you can find survivors many hours or days after the event in the best of circumstances. Yes. I mean, in the best of circumstances. The early hours are going to be the greatest chance for survival. The type of collapse is going to dictate how, you know, how viable victims could be depending on how big the void spaces are. This type of collapse doesnt lend itself too big open void spaces. Were looking at these images. This is a 13story building thats down to a pile of rubble thats maybe a story high. So that stand by, chief. Press conference is beginning. Lets have a listen. With the residents, with the families, with the community. What we know at this point is that the champlaign building, its more than 130 units and about half of those have collapsed. A massive Search And Rescue is underway and we know that were going to do everything we can possibly do to identify and rescue those who have been trapped in the rubble. Miamidade fire rescue is leading the efforts. They have been on the scene since the Early Morning and they are doing an amazing job. Thank you so much to our brave, brave fire rescue workers. They have years of experience in this type of operation, and they are doing everything they possibly can do. So we need to allow them to do their work. Very important. We need to allow them to do their work because every minute in this search can make a huge difference. So, miamidade fire rescue, at approximately 1 30 this morning, responded to a reported Building Collapse. To summarize, we had a 12story, 136unit Apartment Complex that had sustained a partial collapse. The Northeast Corridor of the apartment had collapsed approximately 55 apartment units. Our units began Search And Rescue efforts. They pulled 35 occupants that were trapped inside the building. In addition to those 35, ten were assessed and treated. Two were transported to various hospitals. Skpch Search And Rescue efforts are ongoing. We have searches inside based on intel resources inside. To echo the mayors words, we have established a reUnification Center. First and foremost, our thoughts and prayers are with the families and the victims. Also i just want to make sure that Emergency Personnel understand how important it is that we have their participation here. We appreciate it very much. Weve been in contact with senator scott, senator rubios office has been in touch with the governors office, governor desantis, the mayor, other towns in the area. Were very appreciative of what theyve offered and the assistance, anything we need. This is not going to be something that is going to be brief. Its going to be something thats going to be for the long term, and possibly, you know, at least a week. These people behind me, its very important that you recognize them because theres a lot of support here and this is who is helping to make this happen, that we can resolve this as quick as possible. Thank you. Fire and rescue, surf side due to the lightning that you just saw, were only going to allow for four questions and for the safety of everyone here, were going to move them out. You guys are going to be moved to the next block over. This is going to be vacated for safety reasons. So just four questions and then were going to continue on really quick. Fire . What can you tell us what kind of equipment you have uniquely positioned to help with this information . So, in regards to the equipment, we do have our heavy rescue, we have our heavy equipment such as our parra techs. We sure up as we continue to tunnel in to locate additional survivors. Out of 135 people, how many were in the damaged part versus the undamaged part . How many were pulled from the part that collapsed . So, part one, 35 were pulled out from the structure and part of the collapse but not from the rubble and two were pulled from the rubble. [ Inaudible Question ] ill defer that to Miamidade Police department. Would you elaborate [ inaudible ] i dont have that information, ill defer that. Currently search and Rescue Operations are continuing based on the intel that we have. [ Inaudible Question ] in regards to the number of people missing, we dont have the total missing. We havent established that. Again, we ask that you continue to contact the reunification number thats been given out until we go from there. Do you expect the death toll to go substantially higher . At this time were still conducting search and Rescue Operations. We really dont have that type of information. Folks, because of the lightning were going to have to get people out. We need to have you guys start packing up. Its going to be on the lot north of here. T its about a block over. Youll see miami police securing the area. That will be the staging area. All of this will be cleared off for safety reasons. So, weve been listening to an update from the Miamidade County mayor, Daniela Lavine cava as well as the fire police department. Poppy, what stood out to me, they said two people have now been pulled out of the rubble. We saw earlier that one boy being taken out. They said 35 people taken out from portions of the building that were not completely collapsed. Thats some good news there. But they are still looking, right . Theyre still looking to see if there are survivors who remain under that pancaked portion of the structure there. We still have chief dave downey with us. Chief downey, listening to what they were saying there, tell us what stood out to you and what your hopes are as they continue to look for survivors. Well, i think the best news was the fact that they have, you know, rescued another victim. We all saw the early reports of the young man that was coming out of the rubble. So they got to another victim. And theyre engaged in these void Search And Rescues, so its a very arduous process. Theyre having to stabilize the structures as they move in and tunnel in. Its going to take some time. Its a true team effort. Well use the canines to get an area of concern. Well have sound devices that can hear something as quiet as a Watch Ticking or person breathing. We can use visual cameras so we can poke a little hole in and find the void space. This is going to take a bit of time. But it was good news seeing they got another victim out of there. To reiterate for everyone, again, this number that you can call if you fear anyone you knew, one of your loved ones was in the building or you might have any information about someone who was. The reason i bring this up again, chief downey, unlike a hotel where they would probably know from Video Surveillance and checkins, et cetera, key ins to rooms who was there, arent they going to rely on information from people outside the building who might have been inside it . Absolutely. Its very important you broadcast that number, we get that number out. And that families that have any doubt, you know, to make the phone call. The sooner that we can get a reliable list of those that are missing, it will help the search and Rescue Operations. If somebody says somebodys missing in a certain apartment, we can focus the search and Rescue Operations in that part of the building. Right now theyre looking for needles in a haystack. You can imagine the size of the collapse area. So any help that the Family Members can provide or friends, call that number. Its going to be very important. The latest were learning from this Building Collapse in miami is that 35 people have now been rescued largely from the portion of that building still standing. Though two people, thankfully, have been rescued from the rubble. Something of a hopeful sign. Other stories were following, the Justice Department has released six never before seen clips from the january 6 violent insurrection. The new videos show Capitol Rioters Harassing and attacking the police line from the officers point of view. Cnn Law Enforcement correspondent wendy wild has more on what these new videos show. Reporter the Justice Department releasing new videos, shedding more light on the violence and harassment officers faced during the january 6th capitol riots. This video shows metropolitan police approaching the capitol enduring taunts from rioters in the crowd. We are not the left. We are not the jobless left. Reporter Body Camera Video shows rioters then fighting the officers. 21yearold grady owens who prosecutors say hit officers with the skateboard has pleaded not guilty to six charges including assaulting officers with a dangerous weapon. One rioter with a make America Great again hat seen pushing and shoving officers. Another rioter screams at the officers. Video taken just minutes later shows officers on the steps of the capitol falling to the ground trying to hold the line and prevent the protrump crowd from breaching the capitol. Usa. Usa. Usa. Reporter this Surveillance Video shows just how overwhelmed the officers were in preventing the crowd from entering the capitol. The family of officer brian sicknick, an officer who died shortly after the capitol riot, horrified by the new footage. Its heart wrenching, its disturbing, and some of the footage is just downright sadistic. Its brutal for me to watch, especially to know that brian was there that day. And, you know, experiencing what the officers were experiencing as well as seeing this, and to know his last moments on earth were, you know, experiencing all of this. Its just horrible. Its heartbreaking. Reporter officer sicknicks mother cant understand why some lawmakers are trying to whitewash the events of that day, despite the overwhelming Video Evidence that continues to emerge. Theyre afraid of losing their jobs. I dont know what theyre afraid of. And i dont understand why theyre afraid of, you know, the former president. Theres some reason theyre afraid of him and they just keep doing what he says that they should do. And denying what you can see with your own eyes. Wendy wild, thank you very much. Lets speak more about this with retired Army Lieutenant who served in the 7th army. General, always good to have you on. As you know, there are sitting lawmakers, republican lawmakers, who continue to claim despite what we see with our eyes here and repeated videos of what happened that day thats correct this was a peaceful event, that it was like a tourist event. Im going to give you a moment here as someone who served in the military and commanded to respond to those lawmakers making that false claim. Its abhorrent, jim. As new films are released and we see more and more of the activity that went on, you know, i said yesterday that i believe this was intense combat. There were several things that caused me to believe that. First, i saw a film of the Capitol Police in the basement of the pentagon im sorry, the Capitol Building doing a mission brief getting ready to face what they knew was out there. The second piece was just the quantity of the crowd, and quantity, as you know, has a quality all its own. There were Tens Of Thousands of people there by my count. And weve seen those kinds of riots before. Thirdly, it was just the rage and the violence, you know. The film of the individual beating someone with a skateboard, throwing flags and Fire Extinguishers and all those kind of things. And yet there were some that say, well, they didnt have weapons. There were certainly some weapons there, but its how you define a weapon. Yeah. Seeing the physical distance between the rioters and the police, i know from combat, thats a psychological factor. When you get that close to the enemy, you know, there are all kinds of hormones that kick in. Especially when youre overwhelmed and surrounded. This was much more than just a protest. This was an insurrection. This was a riot. This was combat. If youve ever been on the other side of pepper spray, certainly qualifies as a weapon. I want to go over a moment on capitol hill yesterday. General mark milley, chairman of the joint chiefs of staff, answering questions from lawmakers about how the military is handling questions of race. Among them, Critical Race Theory i just want to play it and i want to get your reaction. Have a listen. I do think its important actually for those of us in uniform to be open minded and be widely read. And the United States military academy is a university. And it is important that we train and we understand i want to understand white rage, and im white. And i want to understand it. So what is it that caused thousands of people to assault this building and try to overturn the constitution of the United States of america . What caused that . So, those words relatively simple words, led to seeming outrage from some on the far farright. As a former commander yourself, is milley showing the qualities of a Commander Listening as hes describing it . Absolutely. I was very proud of General Milley. He has been called for things of what he did. As he transfers from one to the other, hes showing what a true Military Leader does. Hes faced with extremism in the ranks. Hes faced with an enemy that is based on white rage or that the fbi has said is our biggest Terrorist Threat right now. So what hes doing is studying them. You know, Military Leaders often use the phrase of sun sue. Know yourself, know the enemy, know the terrain. Hes trying to get to know the enemy. He said this. What caused this white rage . How do you define it and how do you eliminated from within the Military Ranks . And also if faced with it, how do you counter it . He implied, you know, rightfully so, the same thing i did right now, the Capitol Police and potentially Military Personnel were in harms way in combat at our Capitol Building. So, yeah, im fully supportive of General Milley and what he said yesterday because thats what smart Military Leaders do. They find out what is causing the enemy to do the things that theyre doing. Other conservatives, including right wing media, theyre attacking the military as somehow soft for discussing issues of race. As you know, people of color are disproportionately represented in the military. The people that folks like milley and yourself commanded. Whats your reaction to that milley is being soft . Its ludicrous, ridiculous. You try and become enlightened of your environment. Thats the quality of a leader. The slams and the pejorative comments about being woke are just ridiculous. Having, you know, been in the military that really requires individuals to study their surrounding, study their enemies, study how cultures come together and work, its not wokeism, its an attempt to analyze and digest and then deal with problems that are facing our country as we protect and defend the constitution. So i think those on the right or anyone, right or left, who is saying anything about the military being woke, first of all, theyre usually not part of the military. Theyve never served. And secondly, they really truly dont understand the requirements of a commander and a leader in todays professional force. To that point, matt gaetz, republican congressman, he said with generals like this, its no wonder weve fought more wars than weve won. Gaetz has not served in the military. Hes under investigation for potential federal crimes. Just briefly as a commander who did serve, your reaction to gaetzs criticism. I try to pay zero attention to representative gaetz ever since he put on a gas mask on the floor of the house. You dont have to be a veteran to comment on military actions. But in this case hes way out of his league. And General Milley and secretary austin both answered the question in the right way, in my view, and Congressman Gaetz is just trying to back pedal now and maintain the support of a base that doesnt know what theyre talking about on these issues. Just hours from now senators on both sides of the aisle will head to the white house for a high stakes meeting with President Biden after announcing a major breakthrough overnight on a potential infrastructure agreement, one of the biggest priorities, jim, of this president s agenda. Cnns lauryn fox, we ask you this question every day. Is this for real . Reporter certainly this was a major breakthrough last night. The turn of events throughout the day were pretty spectacular. On tuesday these Negotiations Drug on for several hours. We were told there hadnt been much progress. Then last night there was this sort of lastminute breakthrough. These last 24 hours were really critical because senators are about to go on recess and a lot of lawmakers go into that bipartisan meeting were clear with us. This moment mattered and if they depth get a deal they might run out of time to do so at all. So significant last night that they came to some kind of agreement on how to finance this infrastructure package. Now, the details of this still are not entirely clear. Thats because they still need to talk to the president himself. Also, keep an eye today on Republican Leadership and how they talk about this negotiation because we still dont have assurances that there would be enough republicans, that number, of course, 10 if every democrat supported the bipartisan proposal. There is a question whether republicans will come on board. This was a negotiation of a small number of senators, ten in the room with white house officials. They still need bidens sign off, they need republican sign off and they need progressives sign off to show this is for real. But significant breakthrough last night as they came through some kind of consensus as to how to actually finance this new project of infrastructure. Jim and poppy . Huge deal. A republicanled committee in the Michigan State senate is now flat out rejecting the big lie. Officials there released a 55page report yesterday when debunks false claims by former President Trump and his allies inside and outside of the state. They found zero evidence of a widespread or systematic fraud in the 2020 election. That is right. Zero evidence. This is a republicanled committee. The report refutes lies about dead people voting, unsolicited ballots, Roting Tabulators Being compromised and more. Many of the things you still hear from the former president. Joining me now to discuss jocelyn benson. It is good to have you back on. As you know, the big lie persists. Recent public poll by monmouth found one in three americans believe President Biden only won the 2020 election due to voter fraud. Seeing a report like this out of the republicanled committee that said that is not true. There is no evidence of it. Does this move the dial in your state, does it take the wind out of the sails of the folks still pushing the big lie . Well that remains to be seen. Also this week people are still calling for an arizona type review or audit of the process and so the actions that will be taken in furtherance of this report is still remain to be seen. Because remember there are several bills, in fact 39 bills of legislation working through the State Legislature right now in response to misinformation, trying to codify the big lie in different ways and respond to the massive Voter Turnout by doing away with policies that led to such high leevels of votr engagement last year. Now it is time to act based on findings and undo the process of Passing Pernicious Voter Suppression legislation that furthers information they have now debunked. As you note, this report is it does urge some of the measures, make Absentee Voting harder, limit the availability of drop boxes, is the effect the same even though the report debunks the feeling behind it, right . This idea of the big lie. Well i think it is important to note there is a three prong strategy now in furtherance of those who want to undo democracy. One is passing the pernicious legislation that is ultimately making it harder for people to vote and the other is changing the authority of Election Administrators to protect and guard the results of the election to ensure the peoples will rules the day. So both of those things are still out there. And as you mentioned, a lot of people are still also believing the misinformation. What is good about this report is that it does come from Republican Leaders in the state senate and what i hope is that other republicans in the legislature and around the country will follow this lead and look at the facts, look at the data and affirm that the results of the election are accurate and move forward so we could Work Together and protect democracy. Some are. We spoke to a republican official in the state of kentucky yesterday who made the same point. You saw that . Georgia. But they are often targeted by people in their own party. I do want to ask you this, given your position, should there be legal consequences for those that continue to lie about this, make baseless public statements, attacking the legitimacy of the election. Should there be more than public shaming but legal consequences for that . Yes. And one of the reasons were now seven, eight months after the closure of the polls in november and still having this conversation is because there has been no at abiccountability and that needs to be, because as the report said, the type of fraud that is permeating our democracy needs to be addressed. Ive called for legislature that would ban acts that try to deceive people about their Voting Rights and so i think that conversation needs to be h, particularly in light of what weve all experienced and continue to experience around this election misinformation. Lets turn to the covid pandemic. Covid19 Vaccine Booster Shots are not necessary at this point but that could change as the cdc advisory Committee Said if there is a rise in breakthrough cases, boosters may be needed. Lets talk about this in the latest developments with dr. Leana wen, dr. Wen, it is good to have you. Look, there is that news, that i just laid out, and then there is the really important cdc Safety Advisory Group meeting yesterday. That did find a likely association between a very rare heart condition, inflammation of the heart muscle and the mrna vaccines between teenagers and age 30. And so that is the pfizer and Moderna Vaccine but it is very rare. I lay this out because they went on to say, but, the risk from covid and complications with Covid Outaway the risk of myocarditis. What is the take to vaccine your kid. The big take home is that the risk of this very rare and by the way wild effect of myocarditis is much lower than the very real and significant effect of getting covid19 disease. So the cdc did a very thorough analysis and found there were 323 cases of myocarditis into this group of individuals under the age of 30. The vast majority of this group had very mild symptoms and recovered fully. That needs to be compared with fact that now 33 of all of the new infections are in adolescents and young adults and since april, more than 300 people in the age group of 12 to 29 have died because of covid19. Not to mention the many thousands that are living with persistent effects like brain fog, fatigue, muscle pain and so forth. And by the way, you could get myocarditis from getting coronavirus as well. So i think the take home and weve seen the American Heart Association and American Academy of pediatrics said people over 12 should get the coronavirus vaccine. You wrote a oped in the Washington Post and i take issue with people that said they dont need to vaccine their kids because cases are falling. And then you wrote this line that struck me, you said covid is now the leading causes of death among children. That stopped me in my tracks because i didnt think that was the case. Can you give us context . Are you taking about teenagers, young children, what kind of numbers are we talking about here . Look, to be clear, it is not the leading cause of death in children. And i want to be clear that the likelihood of kids dieing from coronavirus is very low. I think what is happened is that we keep on comparing the likelihood of severe disease for children versus adults and that is not the right comparison. We should be looking at the likelihood of longterm effects on our children even if that risk is low, i think many of us as parents would say we could do anything to reduce the risk of something that is low, however very severe if we could eliminate that risk altogether with a safe and effective vaccine, i think a lot of us would do that.
