More than 60 hours since the collapse took place. Rescue teams are battling fires which greatly complicated the effort to find survivors. We are facing incredible difficulties with the fire. The fire has been going on for awhile. It is a very deep fire. It is extremely difficult to locate the source of the fire. There are new concerns about the condos sister building, nearly identical building located a block away from the collapse. Officials are saying that building should be evacuated until a structural investigation can be done. Has the same name, same developer, probably had the same materials. Probably had the same plans. And people are asking me is the building safe. I cant tell them it is safe. I cant tell them that. One of the Big Questions thats outstanding is how this could happen. Were getting details today about exactly what may have been happening in the pool deck of the building. Structural field survey was done in 2018 and warned of cracking in certain columns. An engineer writing Major Repairs were going to be needed, repairs which were just about to begin before the unthinkable happened. A full team is on the ground as the search for survivors continues. Lets head straight to rosa flores at the scene of the condo collapse. Give us an update, rosa. Whats the latest from officials on where the effort stands right now. Reporter well, the focus now really is on the smoldering fire you were talking about. Thats what fire Officials Say is the biggest concern. There have been multiple concerns since this incident happened thursday early morning. Those include high winds, those include rain which puts pressure and more weight on the structure. Right now, the biggest concern is this smoldering National Enquirer that according to the fire chief is so deep within the structure, they cant get to it. Theyre trying to get there. They built a trench, according to officials to get to the area, but they dont know what is smoldering. That complicates the situation, complicates the search. Throughout that process, while they were building this trench, fire Officials Say they were looking for signs of life. Theyre using dogs, sonar, cameras. Using cameras to go through Crevas Crevasses to look for signs of life. According to Fire Officials we spoke to, they have not heard sounds of life. They have not heard banging today. Yesterday during one of the press conferences, the fire chief mentioned there were some sounds that they could hear that changed today. But the search continues. The men and women continue to risk their lives to make sure everything is done to try to find the individuals, the 159 individuals unaccounted for. The mayor of Miamidade County saying hope is still here in surfside. Take a listen. Our top priority continues to be Search And Rescue. We continue to have hope, we are continuing to search. We are looking for people alive in the rubble. Thats our priority and our teams have not stopped. Hour after hour through the night they have been working. All this as we learn more about the history of the building, through a Structural Survey report that was issued in october of 2018. The words that are used in the report are scathing and difficult to even read as you are looking at the report. Words like systemic issues, major structural damage, issues with the rebar that was listed in the report. To give you a better idea and better sense, i want to read a few excerpts for you. Im going to quote from the report. Water proofing below the pool deck and Entrance Drive as well as all of the planter, Water Proofing is beyond its useful life and therefore must, going to repeat that, must all be completely removed and replaced. Goes on to say failure to replace Water Proofing in the near future will cause the extent of Concrete Deterioration to expand exponentially. This report explains one of the major issues is in the Entrance Drive. It says it was laid flat, boris, but that needs to be slanted to allow for water to drain. If the water cant drain, water floods there. That was one of the major issues listed in the report. It calls it a systemic issue for the Building Structure and the concern, you and i talked about this today, that other building, sister building, and mayor telling you that he cant tell residents it is safe. Boris . Were going to keep an eye on the ultimate decision whether to evacuate those folks or not. The mayor of Miamidade County saying that there will be accountability. If they determine there was negligence, if they figure out this could have been prevented, assuring the community there will be accountability. Rosa flores, thanks for the report. Before we get to accountability, we have to pivot and recognize the agony that so many families are dealing with. No information released by local officials. One has two friends and a sixyearold daughter she says is among the missing. She declined an interview because shes so emotional. She wanted to share this video that she took on her cell phone of the briefing between Governor Desantis and family and friends inside at the reunification center. The briefing happening about two hours ago. And it was as youre about to hear very much contentious. Im a mother. I dont know the best way to go about this, but it is impossible that in four days nobody emerged, dead or alive. Dont tell me about the two people. I know about it. It is not enough. Imagine if your children were in there. Youre going to leave here, take a nice picture, i know youre doing everything you can, but it is not enough. You gave us a promise and you can fulfill it. You could hear the fear in the mothers voice about the fate of her daughter. One of those thats unaccounted for now. A few minutes after that, a briefing happened in about 30 minutes, over the course of 30 minutes. Just after that woman spoke, there was somebody from family and friends, the group that stood up, tried to calm people down, saying this is not us versus them situation, that it is the First Responders doing everything they can within their power, but it is a very precarious, painstakingly slow process. It is clear that this is a desperate situation for those waiting for answers and have nothing new to go on. Boris . Joe, you have a personal connection to the team on the ground. You were chief medical operations for a Task Force Working 12 hour shifts. Help us understand what it is like to be on one of the scenes. We can show pictures. For folks at home, there is texture missing from the pictures, theres pain in people doing this very difficult work. These are responders running into the site when people were running away from that. Their first intent is to do everything they can to help those that are still trapped within that structure. Theyre methodical going in the area bit by bit in areas they can seek access. Fires hampered that. We know water hampered that. They found areas theyre able to go to, lift up concrete, and put Search Cameras in there, try to get hearing and visuals back, use the canine to see if you can get more feedback from any victims. You teach this practice. I will get into the equipment and process, but i want to ask about the fire. Officials have acknowledged they dont know the source of the fire. Correct. What challenge does that represent for people that are in the midst of it . Always presents a challenge. Good thing, the smoke is lighter, it tends to drift to the top. Rescue crews have used a trench to gain access. It is always a concern, could have been one of the vehicles underneath in the parking garage, anything under that kitchen sink. Bed mattresses. All the carcinogenics. Reminds me of rescuers going into the pentagon because of active fires there as well. The experience that you have, 30 years, twin towers, haiti, katrina, you listed all of them as we were just off camera. Sure. Personally for you, what is it like to process a scene like that. Requires intense focus to put your life on the line, trying to save lives. Probably made that way to start with. Takes an incredible significant other. I have one of those for 42 years. That strength of those brothers and sisters within the department themselves and learning how to be able to discuss those things, bring those issues up as soon as they start to invade your mind. Even inside that pile, they start to invade your mind. Lets walk through some technology. Help me understand. This is a camera that is likely being deployed to be used now. How does this help them get to survival . So theyll open a hole about three inches diameter, be able to stick a camera inside there, which is also a listening device, it does visual and voice recognition. The big thing is that this is new technology. We were stuck with an articulating head on a camera. Someone came up with a 360 degree where you are able to use a wifi system, so multiple people can be looking at the image, something you might see might be something that Camera Operator isnt seeing at the present time. It is waterproof, sound proof. They can use a stick to put it under that rubble pile. Drop it on a rope, using a car biontecher. Theyll get to communicate with the victim. Once they communicate, they can medically assess the victim and do limited patient assessment. So for viewers at home, we have a shot of the camera. We can show you what it sort of looks like to be on the receiving end on an ipad or tablet that shows you that. I am curious, when you do find actually, take a step back. What is it like being in that area for that moment of silence, when someone thinks they heard something. It is an incredible sigh of relief that at least theres a patient there, the drive to get them out, may take 15 minutes, may take five hours, but know we have someone and someone alive, now we can maybe get accountability if theres anyone else around, heard anyone else in the last few hours or days. What is the process like when someone is found. You were telling me before we went on camera theres immense difference in likelihood of surviveability of an event if treated on the scene instead of taken out. Absolutely. All of the teams carry two physicians and several paramedics trained for entering that confined space and concrete. Members of the teams are there to do medicine, treat patients for any problems that were exist tent during that crush. Some of the different toxins created in the body once youre unable to move or entrapped. Surviveability increases up to 85 if a patient is aggressively treated, medically treated in the rubble prior to extrication. The golden hour becomes the golden day. And the rescuers and extractors know well stay and try to bring them to free and untrapped medical status. Thats our goal.
