The chief here has issued an apology. Heres part of the statement he put out, saying, as the chief of police, i want to apologize this incident had such an effect on this young man and his family. Im asking the community to consider all of the facts of the situation before making a judgment. The relationship with our community has been and will continue to be a top priority for the Lansing Police department. Meanwhile, the Bernard Family Have retains an attorney. The attorney claims the boy was wearing a gray shirt, not a white shirt and that the police should have also seen there was a noticeable Age Difference between the boy, 12 years old, and their suspect. They are considering legal action now against the city. Thank you so much. Hello, again, everyone. Im Fredericka Witfield in washington, d. C. Thank you so much for joining me. We begin this hour with Breaking News. Just moments ago i folk with a former Georgia Republican Lieutenant Governor jeff duncan, who told me he will testify on tuesday before a grand jury. Fulton County District attorney fani willis has subpoenaed duncan to testify about efforts by former President Trump and his allies to overturn the 2020 president ial election in georgia. He said he received his notification, which gives him 48 hours in which to appear. Sara murray is joining us on the phone. What can you tell us about the significance of mr. Duncan receiving that notification and confirming that he will indeed be there on tuesday . Well, fred, weve sort of been waiting for the moment when fani willis would actually go before a grand jury, present her case and seek what we expect to be charges against more than a dozen individuals. The fact that jeff duncan was summoned to testify on tuesday is an indication that willis is going to be using the grand jury ma that meets on monday and tuesday to present her case. Sources say this is the grand jury presentation that could take up to two days. Its possible she could begin presenting this case on monday and move to additional witnesses like jeff duncan on tuesday. This is the clearest indication of the timing of when this is all going to happen and she is going to go forward before this grand jury and is going to seek charges. We expect her to seek charges against former President Trump, but shes also been looking in this investigation at a number of his allies. Shes been looking at the fake electors who convened in georgia and cast their ballots for donald trump even though joe biden won the state. Shes been looking at the Harassment Campaign against local Election Officials there and this Voting Systems breeach in cogeorgia. Again, at least we know for the former georgia Lieutenant Governor he received his notification and will testify tuesday. Well see how the rest of the week unfolds. Well have more coming up. Meantime, for many residents and business owners, it will be a first look after the deadliest Natural Disaster in hawaiis history. At least 80 people have died and many more are missing after wildfires raged across the island this week. Police have now reopened the main road into hardhit lahaina after abruptly shutting it down yesterday. The line of cars waiting stretched for nearly a mile overnight. People were sleeping in their cars waiting to see what, if anything, is left of their homes and businesses. More than a dozen federal agencies have now been sent to assist with the recovery efforts, including fema and the national guard. The devastation there expected to cost at least 5. 5 billion to rebuild, all of this developing as were seeing more videos of harrowing escapes. Watch and listen. We got to walk somewhere over there by the beach. [ bleep ]. Keep going, keep going. No, no, no, no, not like this not like this [indiscernible] wow, that is hard to listen to. That family, however, they did eventually make it to an Evacuation Shelter after taking refuge near the water. Lets go now to cnns mike valerio on maui. Mike, you made your way past that road that was closed overnight. What are you seeing and hearing from people . Were the closest you can get to the perimeter of the disaster zone. We actually have some Breaking News. The roadway was reopened into the perimeter. It seems as though people are being turned around and that it is being shut down once again, adding heartbreak to all of these people in the cars and trucks you see who have been sleeping overnight, waiting to get back into lahaina for over 15 hours right now on the highway. It seems is as though after about a hundred cars were let in since the last time we spoke with you, now an aboutface. Theres a road sign that says road closed, adding to the anxiety of people who slept here for hours waiting to get in, waiting to see what is left of their homes, their businesses, their restaurants. And now, just look at this. One after another after being checked and briefed on the situation, look at this, people are being turned around. Weve been speaking to people since before the sun came up. Lets see if one of these people will speak with us. You know, a couple people stopped before we came on the air and they just werent sure what was going on. So this is certainly an unfortunate development. This is terrible. Were going to play you a sound bite. This is a man we spoke to about two hours ago. He was waiting inli line. Just after sunrise, he was able to get into the perimeter. Listen to what he told us about the last 13 to 14 hours of his day. This is what people have been going through. Listen. I got out lhere by 11 00. I was done by 3 00 picking up all the supplies i got. I got to here and ive been here since 3 00 in the afternoon. None of us has moved. My coworker is up there two trucks. I got three other coworkers back there. Theyve been here the whole time. Reporter thats what happens happening at the granular level. Cnn reporting as of this morning new estimates from fema and the Pacific Disaster Center say 5. 52 billion is what it will take to rebuild lahaina, 2,207 structures damaged or destroyed, 4,500 people will potentially need shelter because they have no more homes, nowhere else to go, six shelters here on the island are filled. Were going to try to grab an interview. We will let you get back to the rest of the news. Were going to see what these people are going to do if they cannot get into the perimeter to see what happened to their homes and potentially to their loved ones they havent heard from since tuesday evening. Were seeing people doing uturns behind you. Theyre being told one thing. And while youre talking, we saw a stream of cars coming from further down the road. Were going to let you do that reporting. Thank you so much. We know people are incredibly disappointed after waiting for so many hours to get in. I want to bring in lauren gartner, the owner of cheeseburger and paradise, a restaurant in lahaina. How are you doing . That was horrifying report that i was just looking at. These are very tough times for everybody. Good morning. Yeah. Very much so. I mean, youre coming to us from california. Your business is there in lahaina, correct . You are empathizing with the people who have been in line for hours sleeping in their cars overnight because they want to see whats left of their homes, their businesses only to find out now while the road was open for a moment, its not any loe longer. Can you imagine what theyre feeling . I can. Weve been looking at is situation since we had several employees up on the highway starting on tuesday night. Whats so important here is to balance why the county and the state doesnt want them to go in there and why theres so much chaos. Theres toxic substances, fires and dangers there lurking for anybody Walking Around in the horror. They dont have anywhere to go. Its important for america to understand that lahaina is completely isolated by one road. You cant go from santa monica to l. A. To orange county. You cant go anywhere. Youre stuck. Youre on one road even if you turn around youre not going anywhere. Everyone is in such chaos about what to do. They have a huge amount of people who have no place to live. Everything they own, their money, their credit cards, everything is gone. Theyre relying on getting in line. Its a horrifying situation. Its horrible. If you were there, you escaped narrowly the fire, youve lost everything, you want to see whats left. There are people who you dont know what has happened to them. All lines of communication are gone for people. Have you heard anything about the sequence of events for so many people, what theyre enduring, what they are being told . If there are 4500 people who now dont have a place to live, how do they get a message about where they can take shelter . This is very difficult, because of the cell phone situation. M 90 of our employees have checked in. We only can get them on a cell phone for seconds. Its very difficult to get through. There are only a couple of places on the island that people can go. When we say that maybe youre on The Other Side, thats 45 minutes away in a normal day at 60 miles an hour. Depending on whether they have cars, remember, if family is trying to help you or youre trying to get to your family on The Other Side of the island, you cant get there. They have what you need and they can give you shelter, but they cant get to you because there is one road in and out of lahaina. In kihei, business is going on as usual. If you dont understand maui, you cant imagine how we can have tourism on one side, and then you have this devastation on the other. Theyre 45 minutes away from each other. I only just saw pictures of people jumping into the water in front of our brewery. So i was horrified, i couldnt talk for ten minutes. The sound of those people asking for help remember, this thing came down as a firestorm in seconds. Nothing like this has ever happened before. It was in seconds. These people had no way to get out. No way to get out and without warning, because that speaks to the nature of what happened. Its just horrifying to even imagine what people are going through now. While there may be some planes that land on maui empty, even if they leave, the island of maui and head to oahu, again they have no id, no personal effects, theyve separated fr family, no way to communicate. Its the worst of the worst situation. Lauren gardner, thank you so much for conveying just a scintilla of what people are going through. Its unimaginable and so sad. Thank you so much. Were glad that you said 95 of your employees have been accounted for. Yes. Were very grateful. But were mindful of what everyone is going through. Thank you. I appreciate your time. Thank you so much. For more information on how you can help hawaii wildfire victims, go to cnn. Com impact or text hawaii to 707070 to donate. I spoke with former Georgia Republican Lieutenant Governor jeff duncan, who told me he will testify on tuesday before a grand jury. Fulton county, georgia, District Attorney fani willis has subpoenaed duncan to testify about efforts by former President Trump and his allies to overturn the 2020 president ial election in georgia. I did just receive notification to appear on Tuesday Morning at the Fulton County grand jury. I certainly will be there to do my part in recounting the facts. I have no expectations as to the questions. Ill certainly answer whatever questions are put in front of me. I certainly dont want to go deeper than to jeopardy or compromise the investigation. This is a story that is important for republicans to hear and americans to hear. Lets hear the whole truth and nothing but the truth about Donald Trumps actions and the surrounding cast of characters around him. Cnns sara murray joining us on the phone. Marshall cohen is also with us. What more can you tell us about the significance of this development that he received the notification to testify and he will do so willingly . Jeff duncan breaking this news on your show is giving us the most significant and clearest indication that District Attorney fani willis is going to be seeking indictments when she goes before a grand jury. That grand jury is likely to be the one that meets on mondays and tuesdays. Hes been called to testify on tuesday, but weve been told by sources this is a presentation before the grand jury that could take up to two days. Its possible this is something the District Attorney could begin on monday. Again, shes not just scrutinizing the conduct of donald trump and his efforts to try to overturn the 2020 election. Shes looking at a number of Donald Trumps allies and supporters who tried to help him in that aim throughout the state. Weve been told she could seek charges against more than a dozen individuals. People like jeff duncan are potentially key to this grand jury presentation, because they help craft the narrative around what donald trump and his many allies were doing around the 2020 election and sort of the various parts of the efforts to try to overturn the election results. That he would be called to testify, does that open up any kind of indication of others who may also be receiving the same kind of notification, since he was one of about 70 last year who testified before the grand jury . Thats right. Shes not going to be calling all the 75 witnesses to testify before the special purpose grand jury when she gives this summary of her case before the regular grand jury that can issue indictments. But shes going to potentially call a couple of people who can drive home some key points for her. We know there are a handful of people who previously received subpoenas and were essentially put on notice, the District Attorneys office saying well give you a 48hour headsup if we need you to appear. It is possible that she is using multiple witnesses beyond jeff duncan to make this case before a grand jury. Of course, she has her own investigators in her office who are able to go before a grand jury, summarize evidence, read evidence into the record or potentially play evidence into the record. You know they have copies of Audio Recordings of donald trump on calls, including the infamous call between donald trump and
