Breaking news. The man hunt for an armed suspect in maine. There are 22 people reported dead in multiple shootings. Tonight, on laura coates live. This is cnn Breaking News. There is truly stunning news tonight out of maine. 22 people are dead in multiple shootings in lewiston, maine, sources telling cnn that 50 to 60 people are reported injured in the incidents, though its unclear how many are injured due to gunfire. Central Maine Medical Center has confirmed that they are reacting to a mass casualty, mass shooter event. A suspect is still at large as we speak, and you are looking at a photo of him, armed with an Assault Style rifle. And do look closely to that photograph. Because the police, they want anyone they say may recognize him to please call 911, and they are warning everybody in that area to stay inside of your home with the doors locked. Police releasing this photo of a vehicle they believe to be the suspects car with a front bumper that is painted black. The Lewiston Police department identified the businesses were two active shooting incidents took place. There was a bar and a grill called schemengees schemengees, excuse me, and a Bowling Ally Alley called Sparetime Recreation, according to a post on facebook. There was video showed on cnn, and theyre large Police Presence, and people who, as you see, are sprinting away from the location. I want to get right to cnns Josh Campbell and chief Law Enforcement analyst john miller. Gentlemen, on nights like this, i can not believe that we are here again, and thinking about all these things. Let me first go do we have josh, this is a very situation. We are trying to get the information as quickly as we can. The public is that for four more information, particularly in this community, a very small one. And the shooter still at large, josh. We have a photo of his car. But with that information in the photograph, how are People Police tracking him down where that car might be . This is a massive manhunt that is underway, involving now multiple agencies. This occurred, as you mentioned, a small community. Then what happened was Police Called and what is called mutual aid. They bring in resources from other Neighboring Police departments and federal Law Enforcement officers are there, as well as the state police just providing every type of resource that they can in order to physically try to find this person, but also gather information Behind The Scenes regarding Surveillance Footage from the scenes of these two shootings, interviewing witnesses, trying to determine if anyone who the suspect was in an attempt to try to locate where he might be at this hour. Of course, making that somewhat more challenging for Law Enforcement, because this is happening under the cover of darkness and they are trying to identify and apprehend the shooter who has already killed 22 people, a mass murderer, that they are on the hunt for now, who is using a high powered Assault Style rifle, according to police. I want to focus there on that rifle, as we look at that photo. This was released by authorities from the Bowling Alley shooting. You can see a high powered Assault Style rifle with a large capacity, what is called a magazine. That is the contraption that hold the ammunition that goes into the gun. Why is that so important . Because, laura, as you and i have covered so many of these Mass Shootings, this is often the Weapon Of Choice for many of the nations deadliest mass shooters. Because you have that high powered velocity. You can also fire multiple rounds in quick succession. But also, you dont have to reload as many times as you would with, for example, a pistol. And so, Time And Again, in so many of these cases we have seen that type of weaponry. That is, of course, why authorities will be on high alert out there as they try to identify and approach and apprehend this person. He certainly vowed with a very high powered rifle, laura. Just hearing the words, Time And Again. Now in lewiston, maine. John, you have some new information, we are told, about where things stand right now. So, police have identified the suspect. We are told by multiple Law Enforcement sources name is robert card. He is about 40 years old. And he has a reason to look confident with his weapon. He is military reserves. He is a certified firearms and Tactics Instructor which, obviously, makes him more proficient than even the average trained shooter. He is known to be attached to an Army Reserve Unit up there in maine. And he is still at large. He has got a white subaru. That is the car we have seen in that photograph that, apparently, took him from one Shooting Location to another that is registered to him. And police are obviously saturating the area, looking for robert card tonight as A Person Of Interest in this case. The idea, and i heard you correctly this is somebody with Military Experience, a reservist, someone who is well trained in how to operate a weapon, in fact, teaches eight. This complicates it extremely for Law Enforcement. Because, josh, with that Military Experience and you yourself have been a reservist in your own right the idea that this is somebody from that community, it is stunning. And particularly someone who is not as just trained in the use of firearms but trains other soldiers and how to manipulate, and accurately fire a weapon. Its really makes a challenging situation more challenging. We know, based on john miller, who initially broke the number of victims here, sadly, that were killed, that gave us an insight, very quickly, that this was someone who was very precise with that high powered Assault Style rifle, to be able to be that accurate in that shooting. That is, obviously, very telling. I knew look at the video right there, they still shot that was released by authorities. You see someone in a tactical posture. That indicates that it appears as though he knows how to manipulate that weapon. Now indicating why that is the case. Hes a firearms instructor, according to that reporting. And lastly, if you look at this picture, you can see this individual, it looks like hes wearing corporal shorts. Not cargo shorts cargo pants, rather. We have seen Time And Again in these Mass Shootings, that issues will come, on to the teeth, with additional rounds of ammunition on the person, so that when they expend one magazine they can then quickly reload as they continue this morbid, murderous task of trying to indiscriminately killed people. That makes the situation, obviously, that much more challenging for police who are hunting for the suspect. For example, if he was able to make his way into a wooded area. The parts up there are very rural, and secretes himself, for example, they active shooter, which makes it much more dangerous for authorities who are out there at this hour, laura. A really important point. I want to remind the audience that it was not too long ago that we were looking in pennsylvania, for example, and there was an active man hunt, and the idea of the darkness, the foliage, with the area may have looked like. The more rural it was, the more opportunities for somebody to hide to evade capture. This is now going to be complicated all the more, jonathan miller, when you are talking about, its dark. Youve got a rural area with a lot of tree cover, we understand, at some point. And somebody who has the Military Training and also, obviously, a Law Enforcement officer who was trying to capture this person. Is there an even greater risk now . There definitely is. And what we do know is that, according to Law Enforcement in maine, they believe this individual has already killed more than 20 people, wounded dozens more, and hes a highly trained tactician and expert in the handling of firearms, who has Military Experience. That begs the question, when they find him, what will his intentions be . We know certain things. And Josh Campbell is very aware of this from his fbi experience. That, based on the bureau of studies, Offender Characteristics an active shooter situations, there are three notable outcomes. That the person is confronted by Law Enforcement and takes their own life. That the person is confronted by Law Enforcement and attempts to take their lives. Or that the person surrenders. And in this situation, given what has happened, this is going to be extraordinarily dangerous for Law Enforcement, even to make this approach. Unbelievable. Josh, john, stick around. We are going to lean on your expertise here. Because this is a very fast moving situation right now. Everyone, please stand by. We are going to bring in now an eyewitness to the events that unfolded outside the bolding Bowling Alley called Sparetime Recreation Bowling Alley. Nicole wyman overall arelle sheltering in place as there is a how are you, and how is your family, right now . Right now we are kind of exhausted from a lot of people reaching out. But we are just trying to help get it out there. And mainly the goal was to make sure that people knew what was happening. When i was shooting the video we were just trying to figure out you know, there is so many police car, so many ambulances, just, like, what is going on . Is there another bomb threat . This happens often here in their. Or a ghastly or something, we were just kind of being nosy. And i was with my phone, picking up record. And we started speculating, well, maybe something major happened. And it was not until it was really confirmed that there was an active shooter that we should clear the area, that there was an active shooter at large and that roughly 20 people were down and then we left right away, it was a friend and i, mean we were on our way home from my own daughter is a girl scout. And im just trying to think of what it would be like to have her in the car. You are driving home as all this was unfolding. You, as a mother, or trying to get your and i was trying to understand what the scene is, maybe not knowing what your daughter might be seeing or exposed to. Can you just walk us through what you were seeing in those moments as you are seeing a Police Presence and beyond . So, what you see on the tv resolution, you actually see it a lot better than i could see through my phone. Its on a smaller screen, i dont have the best eyes anyways. It was nighttime. I was zoomed in. So, we just saw a lot of raucous and staff stuff, we did see people getting packed down. We ended up realizing that it looked like they were putting people down as they were coming out just to make sure that they were not whoever what was causing, whatever was happening in the air, because, like i said, at the time, we did not really know for sure. And i what were the age of people that you are seeing coming out. We heard a report earlier children oh, my gosh you saw children coming out . Yeah, there was kids. Looking back that was probably the hardest part, to seeing families, families pouring out of there and knowing that that happened and they were probably trying to have a family night. How many people do you recall seeing . An estimate, i know, is difficult. About how many people did you see coming out . Did you think it was a dozen . A couple dozen . No, it was more definitely more than a dozen. Im so bad with Something Like this. But, in the video, you see a lot. The people and most of what you see in the video, when i pan to the left, all these people standing there and stuff, like, those were people that were inside. Did you see anyone who is injured coming out of the Bowling Alley . Did you see any visible signs that somebody had been harmed at that point . Im not as they were coming out. But after, we did see some people, as we were actually leaving the scene, we did see somebody that looked like they had blood all over them. We could not tell if that person was injured themselves. But definitely, the person in the middle of this person and another, they were helping her. They i am not sure. Kind of helping them. And they were bent over a little bit. And it looked like they were actually bleeding from their stomach or some words in the front area. Did you see any of the people coming out of the Bowling Alley carrying anyone . Not that i can recall. It is all kind of a blur. I wasnt really taking in a lot of the details. Did not think that this was going to be as big as it turned out to be. Not going off the way it has. We what did you tell your daughter who was with you . I just cannot imagine. How to make sense and to relay that to a child. We have open dialogue. We talked about it. She is definitely scared. She started crying. She was like this is a scary world we live in mom. My older kids were talking about getting backpacks. One of the bulletproof backpacks. In case theres a sort of threat at the school. Stuff like that gets real want something so big happens. Like okay, that can really be our school next. So we came home. She wanted to lock up right away. Walked up the windows. I do have a firearm so it made her feel better to know i was carrying it around. And had it all ready to go. She was scared somebody was going to come into our home. And i told her, youve got to remember the odds are slim for that. Try not to worry so much. But i will do whatever i can to make you feel better in the meantime. Whatever you can to do that, it is unbelievable. Are you getting alerts on your phone locally right now about any updates . About whether they found this person. What kind of know where are you doing right now . Not that they have found him. Theyve identified him who, he is. As far as i know, i think he is still at large. Weve just been getting, going through, telling us to shelter in place. To stay home and be safe. Kind of alerting us to the fact that it is still going on. Like its not safe out there right now. John, what are you learning of this person of interest . We are learning a little bit more about the man he pull are calling a percent interest in this shooting. The wounding of dozens more. Robert carr. About 40 years old. He is a former military person. Still associated with the army reserves. Attached to a base up in maine. Additional background on him is that we are told he recently lost his job at a recycling center. This is one of the things that could have been a stressor. That added to problems he might have already been experiencing. Law enforcement sources say he also was complaining to hear voices. That there was a threat to shoot up the Military Base where hed been attached. And that he spent two weeks at a Mental Institution in evaluated in me. And then he was medically cleared to go and released. More recently it appears he had lost his job. So we are seeing an individual who is experienced. Has tactical training. With firearms. Whos had some Mental Health issues and who apparently or allegedly snapped tonight. And put his experience and training to work in a terrible, terrible. I want to bring in Josh Campbell, back into the conversation as well. There has been a person identified. You just heard what Additional Information was going. A Potential Stressor is one of the words that he used, take a step back with me for a second as you are trying to understand the motive or the reasoning or how to track this person. Dak talked to me about the factors into the investigation. Why would a stress or so to speak be something that was important. It is a major question. So many of these Mass Shootings have uncovered, we end up hearing that there was a warning sign by people in the shooters orbit. Whether that was a stress, whether it was a potential Mental Health concern. Obviously it is worth pointing out the vast majority of people who face Mental Health challenges do not go on to become violent. Its important every single time to state this. Weve seen in incidents where you have people who did see something but might not have felt that they could do something about it if they wanted to come forward. There will be questions for the u. S. Military, especially this reserve unit, all three of us on the screen right now have worked at the u. S. Department of justice and are familiar with what is called the insider threat. Something that Government Agencies and militaries are constantly on the lookout. We tend to think of it as people who are maybe stealing classified information. That also includes people on the inside whom might pose harm to others. So again that is a question here, as somebody who was in this individual reserve unit. Were they the ones who initially precipitated this suspect undergoing Mental Health evaluation . Or was it Something Else . And what type of assessment was there. I say this again, Time And Again there are warning signs. We can focus on the motive which we obviously. Will the victims which we certainly will. But one thing i think as we have all of these incidents, well what are those morning signs. And people out there watching right now maybe wanting to look at in their loved ones in place of business. Major questions tonight for both the military and anyone else who might have known this individual if hes exhibited any signs. John and josh, please do continue to bring us everything you have. Joining me now is don dawsey. He lives one block from the Bowling Alley. Don, no one ever thinks it could happen where they are. It has happened now in your community. What are you feeling tonight . My first reaction was a lot of anger. Because we are much better than us. And when youve had these with people all over the country before. He just cant believe its going to happen. In your hometown. And yet here we are. Ive got helicopters flying over my house with searchlights. Its unreal. What are you hearing and seeing tonight. , only one block away from the bowling all. Did you hear gunshots tonight or anything . When i got home, we locked down and i loaded my rifle in our handgun. So i was busy doing that, i walked on the deck for a short time. I thought i had heard erratic path in the distance. But i think that mostly what ive been hearing honestly are sirens. Like i said the helicopters fly above. Weve got a view of main street. So i just saw police car after police car after police car flying by. Ambulance is going to the hospital. Have you got a sense of how many ambulances you saw leaving the Bowling Alley . I did not see them leave the Bowling Alley. They were coming from that direction. There were two. As far as police cars had to be a dozen or more. It was quite a bunch of Law Enforcement officers heading that way. This Bowling Alley, its a wednesday night normally in many communities that would be a Bowling League night or others who are engaged in bowling at this time. Can you give us a sense about the Bowling Alley. Who do you normally see coming and going from this place . Is it something even mid weeks busy or is it slower. What can you tell us . Ive never been there on a wednesday night. But i have bold before and they do have teams. I listen earlier in an interview and tonight was i mean unbelievable. Just unbelievable as somebody would go into a place like that and start shooting. At families. Really it is unconscionable to think that this has happened in any Community Across the country. A block from your home. We are told to shelter in place to, what are you being told . We have, ive had my phone on and county Sheriffs Department has sent out bulletins to stay inside and stay safe, so weve been getting news on facebook ive got friends who work in the hospital. In the Emergency Department for cmc. He came downstairs and told us that there was an active shooter in the area. And that is when we lock down. At approximately 6 56 this evening shooting incidents occurred here with multiple casualties in the city of lewistown. Police are currently searching for robert r. Card. 1983 voting. He is considered armed and dangerous. A person of interest. That is what we all live labeled us. If people see him, they should not approach or make contact with him in any way. The shelter in place order that stands in lewiston remains. A vehicle. If you go ventures and this incident was located in lisbon. We are now asking residents in lisbon to shelter in place. So please share that information with communities as well. If anybody sees mastercard, or has any information do these shootings in lewiston. Please contact 911. If they see anything suspicious, please feel free to call local 40s. We have literally hundreds of Police Officers working around the state of maine. To investigate this. When i say Reunification Center or location, what that means is if something is a question or concern, if they cant find a loved one, they believe that a friend or Family Member might be involved. That they could respond to that location. Liaisons onsite. As it becomes available to us. As you can imagine, and as you know there are multiple scenes in the city to include multiple hospitals. Multiple followups, witnesses we are speaking with. The General Public has been very cooperative and forthcoming. I would expect if we have information, happy to come back and share with you. I know from the city of lewistowns standpoint, we will close city hall after the briefing and move everybody out. Again we appreciate your partnership and patients. Id offer to take questions. What i do im happy to share the. With you, because it is important piece of healing, of information for us to be aware of. But i do not have a phone number. At least 15 . I will not give you any specific numbers. And there has been a lot of numbers all over the map all evening. And i dont think its helpful. It does not help Family Members. Certainly doesnt help the community. So if you are accurate information, prepared to give that you want to have. But i dont have that right now. Does the suspect have been a no criminal history, easy on the radar state or local pace. Mr. Carr, who we are speaking of right now is A Person Of Interest and A Person Of Interest only. Im not listing him as a suspect at this time. We are not prepared to go into his background or anything else. One more question . One shooter, correct . We are looking for this person of interest right now. That is what we will enlist and speak about this particular moment. When we have Additional Information, a puppet show that. Coming out of a Press Conference. A Law Enforcement person talking of what we had seen tonight. We know there have been a Mass Shooting. It has happened in lewiston mean. What we learned from that Press Conference tonight. There is A Person Of Interest who has been identified. Robert card. He is armed and dangerous. They are labeling him as A Person Of Interest. They are not saying a suspect. But they are telling public not to approach or contact this person. Was located in enlistment about some miles away from loosen. Theyve located the particular vehicle. There is a Reunification Location in place today but a school. Mainly rain bring town. For those with questions about their loved ones. They are searching for. They are asking the Publics Health helping giving information forthcoming until now. But they are not addressing how many people may ultimately be included in the casualty number. Not comfortable saying number at this time. It is a very fluid situation. Jamie now is Cnn Senior International analyst and former Homeland Security official juliette kim. Also here is senior long forsman analyst and former fbi Deputy Director Andrew Mccabe. Sadly, the three of us are here yet again talking about this unbelievable tragedy. And it is so fluid. Julian we begin with you. Do you have information from john middle . Hes reporting that the person of interest robert card. s military reserves. A certified firearms and Tactics Instructor. Does that explain something to you about the number of victims we are hearing about . I want to talk about the number of most instances of Law Enforcement would probably have said at least a certain number. Especially since we are reporting certain numbers. All the agencies are. Totally quiet on that issue. I do not want to make much of it. Its unique it might suggest that of the many injured we have that the number is going to get higher. Because of the many injured we have. The suspect or person of interest, not called a suspect yet. Training suggests that with the right to come, this kind of damage, this kind of killing can be done. It also suggests that he knows how to plan mass killings. In other words, he is moving from place to place, further away from what you might call a city, from a location. And now in darkness, he is in the outer side of lewistown and is now also reported to have been seen somewhere about ten miles away. This is somebody who knows how to play things like this. So this kind of training is important. I want to add one more thing so families in maine, i hear from a lot of moms in my job. Its under lockdown. These are obviously precautionary. They do not know where he is. Two towns are now under lockdown, and one has to assume its going to happen at least overnight. And the mention of a Family Unification is also a family notification place. That is where people need to go. They will learn, they know that they cant find someone, this is where they will learn the worst news over the last. That theyve lost somebody today. So we can never forget that. These are the processes by which people learn the news. The Family Unification and notification places. I had a chance to speak with the president of Bates College this evening, Carrie Jenkins he and i spoke and he said that they are busy focused on the safety and security of their students and campus. Of course it is on lockdown as you described just now. Thinking about this as a college town, about 1800 students to account for. I want to hone in on this point. That Press Conference, he was very clear that he was identifying this person as A Person Of Interest. And it did not want to call this person a suspect. Did not want to go in to whether there was anything known about a criminal background. Or how this person may or may not have been known to Law Enforcement. Why do you think that there was that decision made . Its hard to say at this point. We have the three of us, weve sat and watched these Press Conferences very close. I cannot count how many times. Its an unbelievably sad part of our lives here in this country. But i have to say i would not make that Press Conference among the more informative once. I think theyre being incredibly not even putting a General Number on the number of fatalities, we have a lot of numbers reported this evening already. Some coming from very good sources. One from the city manager, i am not sure why they werent willing to say as of this moment, this is what we think it is, it could change. He did, say to that point, that ioncerned about the possibility of the number having to be held the particular number in place but why do you think that in terms of the investigation or the ongoing fluidity of this . It is irresponsible to provide that number or irresponsible to have not done so . I dont think it is irresponsible to provide, especially at a time when in this situation you are relying on the public to help you identify this person. You are relying on the public to help you try to identify and locate the vehicle. Theyve been forward leaning in pushing photographs for that purpose, which is a great thing, so combined with that is a little puzzling as to why they are being so reticent about the details. However, with regards to calling him A Person Of Interest rather than a suspect, its a bit of a difference without a distinction. But nevertheless might reflect the fact that they do not have an absolute confirmed identity. They might have an eyewitness who identifies him from the photograph, his name might come back to the Vehicle Registration in one way or another. My guess is that they are confident that is him. But for whatever reason in a abundance of caution they do not want to come out to say that this is our guy until they have confirmed it to some absolutely an impeachable degree. Juliet, take a step back with us. Your expertise in trying to think about and address the worstcase scenarios. The idea of trying to wrap ones mind around how a search like this could begin. Could go into place. And could be successful. What are the main things in terms of coordination. Who are the Law Enforcement officers . Is it one, community is in multiple cities coming together . With the fbi be involved with Something Like this . Yes, all of the above. Basically theyve set up Incident Command. Itll start with local jurisdiction. We just saw them. I agree it was not the most illuminating Press Conference because you do want. First of all, communities in lockdown. They know whats going on. The community will be able to help identify the gunman. So start with the Incident Command system. The good thing about them theyre well tested and expandable. You will go to local and other jurisdictions, back to the state of maine which has a very active state police system. Now weve already know this is my neighborhood so to speak. Amongst the New England States there are driving resources. Thats on a long enforcement side. On the Hospital Side we have some number. Its a horrible number whatever we have lots of people injured. Two main hospitals in the area are going to be overwhelmed. Relatively soon, if not already. So i have been monitoring. This is what we, do medical helicopters are coming in. Theyre either playing bringing doctors or patients out to massachusetts, new hampshire, this area. So that is the pieces. You will have the federal overlay because we do not know motive at this stage. I know this community, it is not just fates college. People think of maine being sort of predominantly white state. It has a large immigrant communities. Here there is a large community. You want to look at the nexus of motivation. Thatll begin as well. So all the above. I would like to put another overly. If it is true, in fact this person of interest as john miller is reporting as a Military Background and is active duty so to speak. That hes still aligned with the military in some way through the reserves system. You will have a whole system in place. Figuring out who he is background. And the Information Jon has been able to get is going to be relevant. So these systems are tested unfortunately, a lot in the United States we know how they work in the most important thing now is the pool of people who are injured. How many can be saved by active medical to get these patients where they need to be right now to save the lives. Real, quick thinking, if this person is not found there is obviously an ongoing security threat. Other communities could be vulnerable to what has already happened and could be now vulnerable to what his plan if there is one could be. But what julie just listed all of these different entities, riding on top of that if he is in fact a sexual suspect, A Person Of Interest, who has priority . Who has command if you have all of these different people.
