Colin Allars Biography Colin was appointed Chief Executive of the Youth Justice Board in July 2016 and retired on 18 May 2021. He was previously Director of Probation within the National Offender Management Services (NOMS) with responsibility for establishing the National Probation Service (NPS) for England and for 21 Community Rehabilitation Companies (CRCs) whilst in public ownership. In February 2015, ownership of the CRCs transferred and new arrangements for the delivery of probation services, known as the Transforming Rehabilitation Programme came fully into effect and at that point Colin’s responsibilities focussed on leading the development of NPS. He was a member of NOMS Executive Management Board and a Board Member of the Confederation of European Probation.
