Council asks Frank to mandate masks in OR Oakridger At its meeting on Monday night, the Oak Ridge City Council unanimously passed a resolution requesting that Anderson County Mayor Terry Frank require masks in the Anderson County part of Oak Ridge. “Ladies and gentlemen, it is time to act,” Mayor Warren Gooch said during the discussion before the vote. He said there had been a total of 40 COVID-19 deaths in Anderson County. Roane County Executive Ron Woody previously passed a resolution requiring masks in public places, although not requiring any specific enforcement measures. Part of Oak Ridge lies in Roane County, but the rest of it lies in Anderson County. Mayor Frank has not passed a mandate requiring masks for anywhere within her county.
