By Aran Dhillon, Local Democracy Reporter Chadwick House at Birchwood Park TOWN Hall chiefs say no decision has been made on whether to bring ‘tax-avoiding’ Birchwood Park onshore. Labour-run Warrington Borough Council controversially bought the site offshore, which allowed it to benefit from lower taxes, for £211 million in September 2017. It was purchased as an offshore asset. It is understood if it had been onshore at the time of the deal that it would have had to pay around £10.5 million in stamp duty. Birchwood Park brings in revenue for the authority through rent. In 2019, before being elected as Warrington South MP, Tory Andy Carter said it is ‘quite a concerning state of affairs’ when the borough council has ‘taken steps to avoid paying tax’.
