In its ruling, the Tainan District Court said it had seen no evidence of wrongdoing on the part of the city's public works department, which had issued the licenses for construction of the Weiguan Jinlong residential building. The 16-story complex, which was located in Tainan's Yongkang District, collapsed during a magnitude 6.4 earthquake that struck southern Taiwan on Feb. 6, 2016, killing 117 people and injuring 504.
