December 18, 2017. I hereby appoint the honorable john j. Duncan jr. To act as speaker pro tempore on this day. Signed, paul d. Ryan, speaker of the house of representatives. The speaker pro tempore pursuant to the order of the 2017, the nuary 3, chair now wreck will now recognize members from lists by the majority and minority leaders for morning hour debate. The chair will alternate recognition between the parties. All time shall be equally allocated between the parties and in no event shall debate continue beyond 1 50 p. M. Each member other than the majority and minority leaders and minority whip shall be limited to five minutes. The chair now recognizes the gentleman from kansas, doctor marshall, for five minutes. Mr. Marshall mr. Speaker, i rise today to celebrate what believe to be the most significant legislation of the 21st century. Of course im referring to the tax cuts and job bill. Mr. Speaker, as i travel my state of kansas, as i travel across the country, people invariably will share with me what they feel their priorities should be for this federal government. Number one, theyll almost everyone will say within five or 10 minutes they think National Security, both international and National Security are very, very important. Next people typically talk to me how important they feel education is. And thirdly, people will next talk about how important they feel infrastructure is. Roads, bridges, railroads, high speed internet, those types of things. Mr. Speaker, no matter what your priorities are as an american, none of those will happen unless we have a strong healthier economy. And thats what i believe this tax cut and jobs bill does. It helps to continue this Strong Economy that we have created. Mr. Speaker, were so fortunate this year. Were about to celebrate our Third Quarter in a row of g. D. P. Growth over 3 . It seems like just january i was coming here as a rookie congressman and all the experts, all the press said this country will never see 3 g. D. P. Growth again. And were about to have our Third Quarter in a row of it. It amazes me the things people continue to tell me what we cannot and can do. I look a second to look at that. Why do we have a Strong Economy . Why is g. D. P. Growth going well . Its simple. Number one we rolled back government regulations, we slowed that down. And so many people i talked to have been sitting on the sidelines for the last eight years waiting for some certainty. And this new president has given them the certainty to invest in this economy. Now its time to pass this tax reform bill and make this economy even stronger. From day one, from the first day we got here, we talked about common visions and goals for what tax reform would look like. Number one, we wanted to make sure that we gave relief to hardworking americans. That they would be able to keep of their hard money they have earned through their labors. Number two, we wanted a simpler process. Number three, we wanted to of t have earned through grow a healthier economy that would create more jobs and pay higher wages. Mr. Speaker, im so proud to be here this week and say that we have delivered for the american people. Lets take a look at this bill. Number one, it gives relief to hardworking americans. In kansas, the average hardworking couple with two children with the house bill is going to keep 1,400 more of their money. But as we continue this process, we tried to make each rendition of this bill better and better. And now the average kansas family will be able to keep up to 2,000 more of their hardearned money. But more than that, theres another five million americans who are going to get a 2,000 bonus this next year because those are the people that paid for the Obamacare Health insurance penalty that they refused to take because the insurance was not worth anything. Many americans many hardworking americans will keep up to 4,000 more of their money. Next, simpler, 90 of americans will be able to do their taxes on the back of a postcard. Is that not simpler . Of course it is. I dont think anybody can argue those first two points. Then thirdly, our third goal was how do we grow this economy . How do we grow jobs . How do we increase wages for people . Thats what we have done. We have lowered taxes on small businesses, which will be the job creator, the main job creator of this economy. By lowering those taxes they are going town vest more in their people, their labors, and capital items. Going to lead to growing this economy. So this is a very easy bill to support, mr. Speaker. Im not a ph. D. In economy, but i come from the school of hard hard works. Having ran several companies myself, i think that this job matern we have going on will keep growing pattern we have going hard works. Having ran several companies myself, i on will keep growing. 16year high in consumer confidence, 16year low in unemployment. Thats mostly do to our rolling back regulations. As we go forward with this tax reform, were going to grow more jobs and have more opportunities for americans. Mr. President , this is the start of a new year. Greatest tax reform, most portant legislation of the 21st century. Im so proud to be a part of this process. With that, mr. Speaker, i yield back.
