When congress set up the commission i cannot think of two bitter people to lead that. It is the most important issue facing us looking at the ratio of how much attention this issue gets of what government should be doing with its importance with one of the lowest ratios there is. And that is not good for the future of the country. We know that Artificial Intelligence is changing everything how we communicate and conduct commerce and protect ourselves. It will have a huge impact on National Security and if america can get a i write me will be the ones to maintain a National Security edge on our adversaries but the converse is also true we could lose that edge if we dont get it right where if we become complacent and others get ahead of us if we get it right we will be the ones that benefit most and the new jobs and even though this is mainly National Security type of audience, we all have to be thinking about not only new industries but the millions of workers, many on the lower end of the economic spectrum to have their life disrupted we wont have the large Government Support that we need and that i will talk about in a minute. Average americans need to be feel that they are being paid attention to as we move forward. That was a lesson of International Trade 30 years ago and we cannot repeat the same mistakes now. Also importantly to implement this technology we will set the norms and boundaries for the use of ai around the world so just think of what it means for russia or china most likely to lead the world in ai. As putin has said the nation that leads will be the ruler of the world and he made his intentions clear. China runs a massive surveillance state to control the flow of information to brutally punish dissent. We need not to have the motivation or their way or to match or exceed their commitmen commitment. A future where america leads the world that recognizes privacy rights and Democratic Values in the future where the military is smarter not just for lethal a dark cast to the future of ai. President kennedy said in his famous speech dedicated to the space race it has no conscience of its own that depends on man only a occupies the space of preeminence can we decide if it is peace or a terrifying theater of war that is almost an exact analogy 50 years later. So as we await your final report i have been thinking how congress can ensure america leads the way in ai and i will share some ideas with you. We need as much talent as possible to keep our Competitive Edge in ai. That is one reason we need some kind of comprehensive Immigration Reform. I will not say where but i was at leading cuttingedge group 220 scientists there that were born in america and our immigration laws restricting people who want to come here is hurting is dramatically in this area. We have to do something about that. With the Immigration Reform bill that john mccain and i passed overwhelmingly and then blocked in the house every foreigner who got a phd in stem at American University got a green card stapled to their diploma imagine how that would help us as we seek to take the lead. And along similar lines with the Stem Education to recruit a topnotch ready workforce at the moment with ten years of experience in the field. And then to expand this advantage. So we need to invest heavily in ai. And those other technologies whether content quantum computing or cybersecurity or robotics or biotechnology. In the old Days Companies could do research. We had bell labs not too far from where we lived they were monopolies to put billions of dollars into Research Even the head of bell could not even see a way where that could create profit for co we are not in that role anymore armor companies dont have that kind of ability. So what we need to do is to have a dramatically increased investment in ai basic research we are great of taking that basic research turning that into practical things that we will lag behind on that basic research. So here is the proposal, and its not firmed up that we would like to propose. We are not sure the structure but i will start off with the structure. We are thinking having the nsf with a subsidiary National ScienceTech Foundation working in concert with darpa which is the analog Defense Agency and it would be responsible for funding fundamental Research Related to ai and other cuttingedge areas like i mentioned like quantum computing. It would also have a board of directors but the key is over five years for the federal government to invest 100 billion into funding this research. And the group would fund it. Just like nsf does now and goes to companies or special Government Agencies in the Defense Department or not. That the kind of research that needs to be done with a long revenue stream to fund graduate scholarships and fellowships and post doctorate support in targeted Research Areas and the development of testbed type of facilities before you get to the pure research. This is just a discussion draft but has gotten a lot of support from the people i have shown it to. We will do better dollar for dollar but if they outspend us which they are doing now we will fall behind. So now this idea has support of some people very close to the president and Mitch Mcconnell but thus far they have been unable to get their support in anyone here who has relationships with those people or those dear them should be pushing this. It should be bipartisan not a partisan issue its about the future of america. It should not be a political issue. Probably even with greater importance to put a man on the moon. But if we dont do the Real Investments in our universities or companies or Government Agencies so that we maintain our cuttingedge lead in ai it will hurt us within several years.
