Beautiful day outside. I think we have some great things to talk about. I will start by discussing the Federal Reserve. As you know it just happened minutes ago but it makes me very happy. I want to congratulate the Federal Reserve for starters they have lowered the fed rate from what it was, which was one to 1. 25. It has been lowered down to zero 0. 25. Zero to 0. 25. The Federal Reserve will be purchasing 500 billion dollars of treasuries and 200 billion of mortgagebacked securities. That number can increase but they will start with that. That is really good news. That is great for our country. That is something we are very happy. I am very happy. They did it in one step. They did not do it in four steps over a long time. I think that people and the markets will be thrilled. That brings us we are the strongest country in the world by far financially and every other way. That brings us in line with where other countries are. Actually have negative rates. We got it down to potentially zero. That is a big step. Im glad they did it. You will not hear anything bad about me unless it is about a month or two from now. I congratulate the Federal Reserve. I think it is terrific. I wasnt going to mention the Federal Reserve or anything else but this came out as we were walking out. I want to thank the people at google because as you know they substantiated what i said on friday. The head of google who is a great gentleman called us and apologized. I do not know where the press got their fake news. They put out a release. You guys can figure it out yourselves how that got out. I am sure you will apologize. It would be great if we could give the news correctly. It would be so wonderful. I just had a phone call with very impressive people. The biggest in the world of stores and groceries and all. I will give you the names. Dave clark, whole foods foods. Mark, ceo of Campbell Soup company. Randy edgar, chairman and ceo of high v. Mills,eo of general great company. , president and ceo of cisco. Costco, todd jones, ceo of publix supermarkets. David mclennan, chairman and ceo of kargil. Ofney mcmullen, ceo chairman kroger. Mcmillon, ceo of walmart. He has been fantastic. Doug was here on friday and he watched the market go up 2000 points on friday. It went up almost 2000 points. Doug, ceo of Dollar General corporation. President of albertan president of albertsons. We had a long conversation with them. They worked 24 hours around the clock keeping their stores stocked. People should not go out and buy wouldnt it be so good . What happened with the fed is wonderful news. What is happening with all of these Wonderful Companies is phenomenal news. Take it easy. Just relax. People are going in and buying more. During the conversation, doug of walmart said by more than they buy at christmas. Relax. We are doing great. It all will pass. To, they that we spoke have done a fantastic job. They will meet the needs of the public. Knowing round the clock if they have to. They are committed to the communities where they are serving and in which they serve so beautifully and have a for a long time. Youre buying a lot of additional things to sell. They asked me to say, could you buy a little less please . I never thought i would hear that from a retailer. They are working hand in hand with the federal government to make sure food and essentials are available. We have no shortages other than people are buying anywhere from three to five times what they would buy. It will be there for a long time. Up demand. Pent it is incredible. When this passes, you will see numbers, i predict i guess i am allowed to predict it just like wall street is allowed to predict. There is a pent up demand like a lot of people including me have not seen before. This has to get through. They know they are getting through the crisis and required they are committed to remaining open during this crisis, totally open. They have to stay open. They supply our country. Our supply chains in america are the most powerful in the world and they are working around the clock. The stores are stocking up at a level that is beyond christmas time. It is great. They have it totally in hand. There is no need for anybody in the country to hoard essential food supplies. They said to me, can you tell them, have a nice dinner, relax, theres plenty. You do not have to buy in quantities because it is hard to refill stores on a basis as rapid as they are filling them. We are fully using the full power of the federal government to defeat the coronavirus. We are doing really well. A lot of good things are going to happen. I want to thank all of the people standing behind me. These are phenomenal people. We have some of them right over here. The people behind me have been working around the clock and they are doing in an incredible job. We see what is going on in other countries. We are learning from watching other countries frankly. There is a very contagious virus. It is incredible. It is something we have tremendous control of. Very important, people of good health, young people, and groups of people are just not strongly affected. Elderly people that are not well in certain respects are a very dangerous group. We have to protect them very much. We have to watch over them and protect them because they are very vulnerable. That, if it is ok, im going to go make some calls. Ive i think it was a tremendous thing that happened just now. I do not know if that has ever happened on a sunday before. There are a lot of people on wall street that are very happy. I am very happy. I did not expect this. I like being surprised. Our Vice President will take over and i will see you probably tomorrow. Bars and restaurants closed. V. P. Pence thank you, mr. President and good afternoon. With more than 2900 cases of coronavirus, i want to assure the American People that this administration, all of our partners at the state level and local Health Officials have no higher priority than the health and safety of the American Public. Wethe president s direction, approach, but as we discussed today, we will continue to build on a whole of america approach to confront the coronavirus across the country. The Health Experts continue to groom firm confirm, based on the latest information, for the American People as a whole the risk of serious illness remains low. But because the risk is heavily weighted to the most vulnerable, to people with immunodeficiencys and to i and peopleencies with serious Underlying Health conditions, our administrations, state administrations will continue to focus on the most vulnerable and we will continue to urge every american to be vigilant in practicing good hygiene, taking the advice of the cdc and local Health Experts to keep those most vulnerable safe. On behalf of the president and our entire team when i say how grateful we are for governors all across the country, a Seamless Partnership we have forged with them and state Health Officials, with our federal team. I spoke today to Governor Pritzker of illinois, and we are in continuous communication with governors. A phone call away. They know, they can contact us and address even the smallest need. Because is a former governor, i know firsthand that when it comes to Health Challenges in america, our states or on the local, in the lead our Health Organizations and we have a great partnership. We also want to express great appreciation to the American People. Surprisingly, it is inspiring to see the way tens of millions of americans are responding with compassion, with common sense, and we want to express particular gratitude to communities of faith that participated in todays national day of prayer. We have seen places of worship implement and policies to keep the most vulnerable safe, and also we are seeing communities of faith already stepping forward, to support and encourage those most vulnerable. Church back in a indiana that is actually no longer having services until april 10, but in the meantime they will be offering daycare to the children of healthcare workers in a central indiana. Churches all across the country are taking the opportunity to reach out and put feet on their faith, and it is truly inspiring. As the president mentioned, he spoke to leaders of the Grocery Store industry, where people buy food. We are reminded that america has the most efficient and effective supply chain in the world, and it is working just fine. Said, heesident received a commitment from those Grocery Store executives that stores will stay open, throughout the days that lie ahead. Hours may bethat reduced to allow for cleaning and to resupply, but American Families can be confident, your local Grocery Store will be open, it will be well supplied, and they specifically asked us to encourage americans to just by your weekly needs of groceries, because the Grocery Stores will remain open. Movingly, those same executives all reiterated their commitment to continue to support local food banks in the way that our brochures continue grocers continue to do around america. Tomorrow, the president and i will be briefing all of the nations governors, states and territories and the district of columbia, speaking about the progress we are making. We will be speaking to them specifically about our Widening Partnership and expanding testing to the American People. So allow me to speak to that issue, and then i will recognize the admiral, who will describe to us the excellent work the Public Health services doing. Dr. Burks will describe the importance of the new national Publicprivate Partnership for diagnostic testing that will open the door to thousands more tests in realtime for the American People in the days ahead. , first some fundamentals. As the American People know, testing is now available in all aretates, either state labs conducting tests themselves, or the cdc is processing tests. They are using the traditional manner of a manual test that allows for 40 to 60 tests per day. It is among the reasons why the president several weeks ago task to this group at the white house to reach out to commercial labs around the country and forage that Publicprivate Partnership that would bring the, the highspeed or more accuratelythroughput testing for coronavirus available in realtime. Based on the unprecedented speed of the fda, which last week approved highthroughput coronavirus testing through roche and thermo fisher, we will have access in the days ahead to over 2000 labs across the country that have equipment today to process coronavirus tests. Rapidly, at a much higher volume for the American People. In terms of delivering those services, more than 10 states, cdc labs, Public Health labs, and labs that states can now authorize in , more than 10 states have implemented drivethrough testing sites and we want to commend, new york, colorado, washington state, texas, and others that have implemented these onsite places where people can obtain test. We are also using the current cdc testing. But we are working closely with our governors to make sure the new testing regimen is available for remote sites as well. As i mentioned, as of monday we will have more than 2000 labs coming online. With aalso working number of Retail Partners to add to the work states are doing around the country, working to set up parking lot testing story testing stores. Theadmiral will update on progress over the last 20 hours. The admiral and our public forged arvice have partnership with fema and reached out to all 50 states to create a process that will enable all americans who need to be tested to go to a communitybased testing site outside of usual health care facilities. The focus on these tests, as dr. Will describe will be based on priority, and Health Care Workers and First Responders who are out there alongside people with the coronavirus we want to make sure that they have priority access. In those 65 and over will be prioritized over other tests. Describe theill progress we have made in a few moments, but we will continue to work very diligently, hourbyhour in the days ahead to expand access to this extraordinary and unprecedented national Publicprivate Partnership for diagnostic testing. , we areard to testing so pleased that congress joined. Ith our testing ae president direct did change in our medicare and Medicaid Programs to ensure coronavirus testing was included. Health insurers were brought in. They all agreed to waive copays. Good bipartisan work in the house of representatives, coronavirus testing is free and americans,or all including uninsured americans. And we urge the passage of that legislation by the senate this week. Let me say one final word about the testing issue. As the president often says, we are all in this together. Across theesting country, beginning with the the various state leadership tell us a most important, its important they are available for people most in need and for our Health Care Workers and First Responders that are helping them and supporting them. As dr. Birx will describe, the testing that is available should , for any reason you think you may have the coronavirus. We encourage people to consult their doctor. If you are symptomfree, we encourage you to work with us to make sure the testing is experiencing those symptoms. Its extremely important we have the continuing cooperation of every american and make it available during this time challenging come in the life of our nature. The that i am going to ask admiral of the Public Health commission to come forward and described the work that they are testing withnd this new Publicprivate Partnership testing. Admiral . Adm. Giroir thank you, mr. Vice president. As the Vice President said, over hours, we have developed and beginning to implement now a process in a program of testing that will neede americans to are in of coronavirus testing to be tested, effectively and efficiently, according to a few principles. Number one, we want to ensure those most vulnerable and impacted are able to be prioritized. Number two, we do not want to do testing that in any way systemns the acutecare where they could infect other people or subject themselves to infections. And we want to balance needs among diagnosis, but also treatment. Tot the balance balance the stress on the Strategic National stockpile in all our commodities so everyone gets all the materials they need. What do we do . Because, as the Vice President said, last week we had the testing, weough pit are going from manually slow to the management the regimen where we contest many hundreds of thousands of individuals per week and maybe even more. We will have 9. 1 million more of these high throughput tests available this week with numerous labs starting to turn the lights on beginning this week and over the week. Thats a game changer for us because the back of the shop testing capability is there. The front of the shop is what we have been really working on. Get a test, you have to swab individuals, get them into the system without paralyzing the Health Care System. ,ith the Emergency Declaration this was very, very important to us because it really enable be historic effective processes of working and protecting states through the normal fema mechanisms. So, representatives of fema from across the government and our Commission Core have been working on joining the unique and unprecedented Public Health mission with the historically Successful Mission of personal distribution centers, places for distribution, the pod system of fema. Our Public Health service has already deployed at thousand officers in support of the coronavirus mission. That includes to the diamond princess, to the quarantine stations, to the acutecare settings where we are caring for nursing home residents in seattle. We have a very experienced Group Brought these together. When we look at this design and how we are working with the states, we have contacted all 50 states. Every single region. Every single state. , some Vice President said of the states are rolling out their own communitybased testing. We believe we created a model based on the Public Health and the fema system that is optimized that can be used for drivethrough or walkthrough. Can screamse units 2000 individuals a day with all the appropriate personal gear and linkage to the Public Health system, including testing. We know we have the logistics to do that. We have the material to do that, and again, this is federally supported. Many states want dozens of Public Health officers to work in protective gear to test. They need supplies. They need logistical supports. Other states only need a fraction of that. Know thely need to template. Implementing those in the states, including those that are hardest hit right now. Again thatmphasize we are focusing on two very important groups and you will hear the said three or four different ways. And the groups that can be the impactful in or our outbreak number one, healthcare workers and First Responders. This is very important for two reasons. Number one, we have to take care of the Health Care Workers and responders, because when America Needs them they need to be available, and healthy, to that we allcare expected. The second group would be the we are classifying that, according to risk as those 65 years of age or older with respiratory illness in a fever of 99. 6. Those who are older do not spike high fevers like children do. 100, 105. A high that there is risk of consequences. With theirgage Health Care Professional to make sure they have an outstanding outcome. That is where we are. You will see these sites rolling out progressively over the week. This is not makebelieve. This is not fantasy. We have a model. We have rolled it out to the states. Gear,l start shipping stuff, tomorrow. We will start deploying officers tomorrow and tuesday. We will begin seeing these sites whereddition to the ones in additionle to all of the capabilities that will be distributed in the central core laboratories. I know you will have many questions. I take care of sick people. I know what happens when we get sick people. The surgeon general, the anesthesiologist takes care of respiratory difficulties. What happens there. The front endk on with the Emergency Declaration. We have all the tools in all of government to come together and industry. Not just government and states. It has really been government, industry, to bring the swabs, the laboratory testing, the fronts with walgreens and walmarts. This is been something, in my mind which has been unprecedented. Vice pres. Pence thank you, admiral. Moving, nowe are that we are ahead of the Public Private partnership, now you have a Public Health team, as well as fema moving to the states. We will also be working closely with members of the media in individual jurisdictions. As well as google. There are online resources to literally access a questionnaire. Are indicated. And in the days ahead we look forward to the same website being able to direct people to community center. But let me introduce dr. Bert dr. Burks to talk about that and the right people seeking the testing in the days ahead. Dr. Birx thank you. Thank you, mr. Vice president. Let me start by recognizing the minute women of the military serving us every day. They are my brothers and sisters. I was privileged to serve alongside them. Particularly i want to recognize Commission Core behind me. We went to visit them yesterday so we would not disturb them because of their level of dedication. Working nonstop. Thank you for your work. Thank you for explaining it so quickly. Let me go back to the way that Laboratory Work is done in the United States. I think all of you know, when you go to your doctor and you need a lab test, it is done in your doctors office. When we started this emergency started with the flu platform. It was not started and the doctors office. It was started up in state and local labs. Over the last two weeks, we have been working with the group that serves you for decades. We are ensuring that they could have the full capacity to meet the needs of the American People. It was not going to be 50 to 100 to 1000 tests. It was going to be thousands of tests. The last two weeks will be spent on getting used getting you what youre used to. How do we serve the needs of the people in the community where they reside . We know we are talking about the old with vulnerable conditions, depression, people with vulnerable conditions, depression. We do not want them waiting in doctors offices. Communityy providing led services. The processnting and utilizing our Health Care Delivery system, which is different than south korea, and adapting to our system. To the hospitals and the laboratories, we know that there will be pentup demand. The people who work in labs like i do myself, make sure that you have all the test kits you need to run this laboratory. You know what you mean. Make sure you have that available for these tests. We know with the increased ability to have tests, additional samples will be going to the sinners. Think about it. Hiv viral loads, same thing. Know what you need, make sure you have that. That will be run and the most important thing, i know, for each and everyone of you is how am i going to get my results . That theking sure reporting is available to you, to your doctor, and to the state and local governments. Understand where there are positives, where there are negatives. Sure that they have what they need. About say one bit reporting. You will know when the tests roll out, we will have a spike in our curve. For those who watched china and china reporting, they changed their definition. We are going to see that. We are going to see it spike as more and more people have access. Want to remind people how important it is. , like we prioritize have asked you to prioritize the care of every person with a preexisting condition and immunosuppression. E have got to prioritize them we ask you to prioritize them in the line. Our First Responders and a Health Care Providers and everyone who has difficulty to offices can you lies the system while we bring all the traditional systems and have availability over the next few days and weeks. Thank you. Thank you for constantly reminding us of how important it is. All of america for americans. It is a privilege to be part of this team. I want to close by recognizing the Commission Core. [indiscernible] dr. Birx all right, dont follow their guidance. Vice pres. Pence dr. Fauci . Fauci i will be short. Listening to the description of im veryiroir, pleased. We are entering a new phase. You have heard me at many of these briefings talk about the crisis the world is seeing and the challenge we are states. N the united the travel restrictions have been a very, very positive way we have prevented more of the input that would make our job more difficult and we have mentioned the containment and the mitigations. You will be hearing more about instructionscise of how we can implement these mitigations for the community. But remember, i want to emphasize what was just said. This is going to be a gradual ratcheting up that i believe will happen quickly. Talking about things and put behind us the multiple questions about testing and move on to see how we can make this multifaceted report approach really work for us. Days ahead for us. Its how we respond to that challenge that will determine what the ultimate endpoint is going to be . We have a very critical point now. If you look at the curves i have described multiple times, this window we are in will be very important to stay ahead of this curve. Thank you. Vice pres. Pence questions . Have seen a number of communities across the country that are starting to close restaurants or implement curfews. Do you envision this happening nationwide . You dont want people out to walmart or Grocery Stores . People flyingard back because they were so concerned. These people, for they stuck waiting in line for hours and hours . We will havence updated guidelines tomorrow for you. They are being made now with the cbc in our Top Health Care experts. What i would recommend to the American People is to review those federal guidelines and know that we will respect and defer decisions made by governors, state Health Departments about what is best for that community. My health care team, some of the best people in the world tell me its very important you follow the data. You make decisions based on the circumstances taking place in that community. But we will have more broadbased recommendations tomorrow. I will ask the secretary to come up and speak about the screening issue. The president made a decision to suspend all travel from europe that is underway now. And as of midnight monday night, we will be suspending all travel from the u. K. And irelands as well. , but out may come home of an abundance of caution we are engaging in health care screenings at 15 different airports around the country, working diligently in that regard for regard, putting the safety of the American Public first and asking americans to self quarantine if they have been in those countries. The secretary and i spoke this morning. Governor pritzker and secretary durban this morning about challenges at the airport. I will let the secretary speak about how we are challenged dealing with those challenges going forward. Mr. Secretary . Thee began processing travelers from the schengen area. To give you an idea, in one day, we processed half of the total number of individuals we have processed since february 2. Thats an enormous challenge we have placed on our officers and they are stepping up. To be clear, the lines that we have seen at a number of airports, including chicago, are unacceptable. The acting minister also believes that they are unacceptable. We did make the necessary adjustments at 12 of the airports. The adjustments were not made quick enough. We have course corrected. We are certainly glad to see certain airports and airlines step up, partner with us and address this unprecedented situation. As i walked in here today, so fondling of our bundling airports through chicago, we have a wait time of 30 minutes. I understand the frustration some passengers who are returning to the u. S. Might have with some of these procedures. We are continuing our strict protocols of looking at individuals as they come into the country, make sure they are hermetically seen screened, make sure we are capturing the information for state and local Health Officials. We did that specifically at the president s request. Of you talked about shutting known domestic air travel at all . Lf weary wo continue to look at all options. All options will be on the table. Vice pres. Pence good job. Fauci, this morning, you said that the federal government should do what ever it takes to increase social distancing. He did not rule out the possibility of a national lockdown. If americans do not take those steps on the ground, is that something the government is prepared to do . We just heard him say american should relax. Why are we not hearing more from him about what americans can do as they are seeing this huge impact on their daily lives, whether it is airports are restaurants . Vice pres. Pence everything the White House Coronavirus task force does is that the direct and of the president of the United States. All efforts are fully in cooperation with state governments and local Health Officials. The decisive leadership the president has brought this early on, it is important to remember the president , on january 31 suspended all travel. Who i dr. Fauci will call up to address your other question in a moment i said to dr. , as we look at europe being the epicenter of the coronavirus, i asked if we had not suspended all travel from china what our circumstance would be any said, we would be where europe is today. The president also took the actions with regard to europe and recently expanded those. The American People can be confined confident that President Trump will continue to act without hesitation on the advice of our health care theessionals with regard to safety of the American People as well. With regard to the statement you made, i will ask dr. Fauci to address that as well. Dr. Fauci i sit on the show we will consider anything. You will see updated guidelines that will address some, if not all, of the questions and concerns. Under daily basis we look at this. We will do literally everything we can to safeguard the health and wellbeing of the American People and that means everything and anything we will consider. When you say anything in every thing, like what . No bars, restaurants . Dr dr. Fauci it could be. Whats coming tomorrow . Dr. Fauci i dont want to do that. It. Nt want to get ahead of day. L be here every i will answer the questions. I promise you. What is your plan to build of tens ofal beds thousands of americans dont die . How many ventilators are you looking at some people dont suffocate . Vice pres. Pence i know that there is longterm planning at hhs for the circumstances. Reviewed the numbers about stockpiles, everything from masks to ventilators, the gowns. Mr. Secretary, you might speak about capacity issues. Its a very good question on your part. Right now, our focus is, the white house corona is, toirus task force have widespread testing across the country using this new partnership with our commercial labs the president has forged and work with the states to make those tests available. We will also continue to work every single day to promote best practices for mitigation, working closely with supporting state governments for the decisions they are making on mitigation to prevent the spread. Improving the capacity of our Health Care System is in the forefront. Secretary address it. Thank you very much. Being at the podium, i want to speak to the leaders behind me. These are the leaders of the United States health care Commission Core i am incredibly proud of, whether it is going into eastern congo or western africa to fight ebola, or kirkland. Or helping to facilitate communitybased testing, these are americas Public Health heroes. I doubt there has ever been a had then the leader has privilege of standing on the stage behind the Vice President and the president of the United States. I want to commend that. In terms of our capacity is in our Health Care System, any pandemic like this runs the risk of exceeding our health care tystem to pacitti and we mus acknowledge that. That is precisely why the president and Vice President of austria strategy Vice President s strategy is to delay the curve. Instead of a spike of the curve, to delay and flatten that curve with the hope you can keep the belization of resources to within the Health Care System capacity. In addition to that, the entire point of our pandemic planning has been to put extra flex into our Health Care System. That is why we have hospital preparedness grants. That is why we have our ,trategic National Stockpile ventilators, Field Hospital units that have capacity for hundreds of individuals. In terms of supply, this is an unprecedented challenge. Well we will deploy the supplies. At we have tremendous supplies. We want to acquire more. We havet disclose many ventilators. Thousands and thousands. We have received more. One of the things that will be if we havent communities where we have enough put peopleere we can who are positive with covid19 and have them be exclusively reserved for people who are positive for covid19, this reduces our need to protect patients from other patients. It can give us greater capacity as we put medical shelters up, as we consolidate, as we do not need negative air flow, etc. That is our strategy. Mr. Vice president , you talked about making information more accessible online. This may be for the broader team. Can you talk specifically about how many of these tests have been sent out . And how many you still have to send out . Say wees. Pence let me are working with google, but we are working with many other Tech Companies and we are truly grateful for the Tech Companies for disseminating this practices and guidance online. Those resources are available. Google, not only from but facebook, amazon, and the lic spirit in this spiritedness is a testament to the dedicate americans who work there. At some place early in the week, we will have a website that goes up. It will be for people to go and first fill out a questionnaire so they can identify the category that dr. Birx has described would indicate the need to have a test. Once they go through that is,tionnaire, our objective as more and more of these sites, governments in cooperation with our team, our Public Health service team, and cooperationking in with local businesses and retailers that people will know not only how to find it, but the objective will be for them to literally have a time they can go and report for the test. In our design, we emphasize this person centric experience. It gives people clear guidance about where to go, when to go. To get information, even if youre not indicated for testing, information you need to protect yourself. Aboutalk literally finding telephonic services. We talked about the testing. This is rolled out to million tests. 9 you saw some of the ceos in the rose garden last week. They were fully able, ready to run. They were fully able and ready to run this very high throughput testing. The 2000 laboratories that are around the country that have a different platform, one that is amenable to so many other labs are progressing. They will start on tuesday. Exactot give you the timeline. Was five. I think it that is a very high throughput. Light upl progressively over the week. When that happens it will be a centralized opportunity. Also be a distributed ofortunity and that number 1. 9 million goes after magically in the weeks forward. Im nothing to say the lab testing issue is over. Higher priority now is now that we have the testing available, how do we get the people to be tested in the , prioritized way. That is what we have been focused on. The points of distribution model that are tried and true, supplying the states with the equipment, knowhow, and commissioned core officers needed to man the use or staff these moving forward. You will see this moving rapidly through we are going to leave the last five minutes or so from the White House Briefing yesterday. On can find the rest cspan. Org coronavirus. We take you live to the u. S. House come about to gavel back in. It is part of our commitment to bringing you live coverage of the house.
