Good evening, todays updates since our last report, florida has seen 24 new positive cases bringing the state total to 216. 196 our florida residents, 20 nonflorida residents, and there are 1042 test results outstanding. We will announce a number of things related to education for the remaining from this school year on, all remaining testing or School Readiness and k12 will be canceled for the school year. Requirements for graduation and final course grades will be evaluated as those assessments did not exist. Parents may keep their child in the same grade for the 2021 school year. K12 grades will not be calculated or 20192020 and schools may continue their current status next year to avoid disruption. The commissioner may reduce required k12 instructional hours to accommodate for closures as we have seen. All School Readiness, voluntary prek, k12, career and Technical Centers and State College programs will be fully funded as the werthough there were no disruption. Feesext 20 days, all the for any testtakers will be waived. The department in k12 are instructed to redirect 20192020 funds for various allocations to help low income students purchase digital devices and establish Internet Services so they can engage in remote instruction. In order to facilitate remote will redirect12 unspent funds to purchase digital devices. They are permitted to redirect unspent funds from the state schools and Mental Health allocations to virtual and Mental Health Counseling Services for students who need theional support due to upper a can of covid19. To support students with iep services who may have a disruption, School Districts will have flexibility to provide alternative services or delay services until later in the summer months in coordination with parents and iep. Rubioi spoke with senator about some of the Economic Relief they are working on in washington, and he and i agree there will be a need for immediate relief for a lot of people who will be dislocated by the economic effects of the covid19 virus. Started andhen this the cdc was looking for travel to china and connections with that, here is where we are at now. 65 , and youderly, have symptoms of covid19 regardless of where you traveled or who you interacted with, you are eligible to be tested. Regardless of age, if you have an underlying medical condition and you have symptoms of covid19, you are absolutely eligible to be tested. Travel or of any interaction, if you have been hospitalized with pneumonia or an unknown cause, you are eligible to be tested for covid19. We have done a lot to expand testing capabilities, we will do more. We will work on the broward things very soon. I have an announcement there. Were working some other places up in the state that need some assistance. Jared has a lot of the materials. We did send 100 test kits through both the Health Department and hospitals and private labs. Thats enough to do about 250,000 tests. You need the swabs and everything else. We have more of those coming pretty soon tonight. So were going to have capacity. But certainly, if youre in one of those groups, its not going to be a question of limited guidance. Youre absolutely eligible. We want you to have access to that. And we want you to be able to do it free of charge. On so its very important that that message gets out. We will be hopefully making an announcement about the opening of the broward drivethru testing that were working on in conjunction with the Florida National guard, and i think that could be a positive development. So with that, im happy to take some questions. Governor, there are a couple of deaths being reported through the media and officials. But your office has not reported confirm the possible two deaths at the assisted living facility . We did report the death. And there is another individual who also died but has not tested positive. This was an individual that had been hospitalized for some underlying issues. We will await that and then be able to put it out. Deathnot get any new figures earlier. If there are any new figures, that will be reflected in the update. Yes, maam . Just to clarify. You talked about waiving testing and things of that nature. Does that mean that students in k12 schools will be online for the rest of the Spring Semester . I dont know that it means that for sure, but i think were viewing it as, you know, lets say that this thing is arrested and things get better in april, maybe kids are back. I think its our position, richard and myself, that were not going to ramp up to do the testing. So that will be true whether its virtual or whether theyre back in school. Just to clarify, does that mean that there might be more announcements on more weeks of Virtual Learning after the two weeks that have so were going to make a decision on that this week. I know, richard, why dont you tell the one, there are a few counties what theyre doing. All weve said to the the k12 schools is were extending not going on to the campus until april 15th. You cant have kids come back and you need about two weeks so wed be into may for testing. Its not going to work. But what were saying to the schools is they industrial to give those instructional hours. Weve had four schools who have been on spring break. The other 63 are on spring break. So theyre going to come back on monday. Most of the k5 kids, theyre going to be using all kinds of innovative. On the six through 12 almost all of them have devices or have money to spend for devices. So all the 612 will be virtual. As the other schools come online because they have the spring break and the one week off, that ends in march, all schools will be doing similarly as duvall, sumter, collier and union are already doing it. And theyre up and ready to run on monday. You referenced universities taking the rest of the semester off. What about the 28 Community Colleges . Just so we clarify, theyre not technically off. Theyre going to do remote learning. But we want them to be doing that when students are in their homes, with their parents but we dont want to have thousands of undergraduate students hitting bars i guess they cant do the bars just congregating in a Fraternity House or something and doing that because were trying to create some social distance. Richard, you want to address how they are handling the colleges . Again, areeges, remaining closed. And they will continue the semesters remotely and get the full semester for learning. Will you expected the staff to show up on will you expectd a will you to campus . O report no. The professors are doing it by remote access. About the federal stimulus, anything that you would want in there to help out . What i want is immediate relief for people dislocated. You know, there is all these great ideas people talk about of like, initially the house wanted to do a program through the Social Security administration for sick leave. Im just thinking to myself. Have you ever dealt with the federal government . They get the sick leave in december. Thats not whats going to make the difference. Youre going to have people who are living paychecktopaycheck. Who were involved with industries that were doing very well and they were gainfully employed. They are all of a sudden not going to have a job. We hope thats a shortterm thing. But i tell you, if you can get money into the hands of folks and i do think that some of these small businesses, so senator rubio and i talked about, we did 150 million for 50 million for the bridge loan here. Theyre looking to do something even more significant, which will be very, very important. This is so much different than some of the other kind of crises weve seen. In 2008, you had a lot of people that made a lot of bad decisions and ended up getting money on the back end. Here, you have people who are doing a good job and a lot of these folks were doing well, and you have an external event that does something. So if you are a small business, what you dont want is for you to go under and have no chance to make it through this when you didnt do anything wrong. And in fact, a lot of these folks our Unemployment Rate was 2. 8 here. A people were doing a lot of great things. Relief as much relief as we can get to get them past this period, i do believe that theres going to be pentup demand. I think that people are already getting a little tired, you know, with all the changes weve seen in society. And hopefully, this doesnt go on for months and months. But i can just tell you when we get on the back side of this, i think people are going to really want to go back to work. I think immediate relief for the folks dislocated and for small smallp for those businesses who may have liquidity problems and have a real serious cash crunch, thats what we try to do for the corporate deferral and the taxes in our state and thats what were going to do with our bridge tax here. The federal government can bring more resources to bear, so i would encourage them to do it. Grants could take months to we all know its not the easiest to appropriate the money. Appropriating is another issue. Grants could take months to apply for. Thats why on this, they asked mnuchin, if you want to get cash in hand, does that mean a millionaire would get it . He said, of course not. The minute you try to do all this, it gets complicated. Get it to the people that need it. If by doing that, some people it, illt need it get encourage them to donate it. When did you learn about this when did you first learn about this death at the assisted Living Center in broward . I learned about it this morning because it happened overnight. I will let the Surgeon General i mean, they sent a Team Immediately yeah, thank you. We learned late about it late last evening and we immediately sent a Strike Force Team out there from the department of health. We had nursing representation and representation from the facility. Then later in the evening, we actually had a call with the center for Disease Control where they took information. Then had further followup this morning with c. D. C. I had a followup question on that. I know that local officials in Broward County were reporting three deaths, not the two. Can you expand on that . Is that related . I know its two at the one facility, but what about the third . We have one confirmed individual who passed from covid19 and the other individuals who had symptoms of that and passed away are being evaluated. Governor, on people who live paychecktopaycheck, i understand that floridas max unemployment per week is 275 its a little higher. What is it . 275. Is that something that should be looked at in light of the crisis were about to have . I think were going to look at everything. I mean, i think that we obviously have a role at the as the state to play. But i think that the federal government has got the really the might to be able to to bring a real quick relief to bear. I think most of the people up there now i think are thinking in that way. I think you heard the president today, you know, he had talked about the payroll cut. He said i like that but i also understand, you know, this is something that will be over several months. Its something that makes a lot of sense. I do think you will start to see convergence on that. I think it will be very helpful and then we have to look at what were able to do to help as well. Sorry about that. I would like a followup to her question. I think she said there were three deaths at two different facilities. Im not sure that was clearly explained. Yes, so were talking about one facility where one individual who passed away was known to have covid19. And we dont have any other confirmed covid19 cases. But were looking at it for the individuals at that facility. Thank you. Were looking at two facilities no, one facility looking at other individuals who may have been at that facility that passed away, to see if they have covid. There are 218 individuals in that facility. I just have a followup. The governor said earlier that certain populations are i think this may be for the governor or or the secretary. But you said it earlier that certain populations can get the shot. But i thought i heard the secretary say yesterday that the shot is not being given to the elderly i think what the secretary has said, we need to make this clear because i had been saying to people and saying it but theres still some that are reliant on kind of outdated guidance. Thats one of the reasons i wanted to come and say very clearly, all those individuals i enumerated qualify. While we have limited resources and a guy like me who is younger and doesnt have any symptoms, i shouldnt walk up and get a test. Its not a good use of resources. When you have some of these folks with symptoms you dont need to go into travel history, or do anything like that, they should be given access to tests. We just want to make that clear to folks. Obviously, we worked hard to bring more testing. Jared has brought a lot of materials let me tell you, that stuff is being hotly sought after across the country. And so he did a good job for florida to have ordered that very early. And thats been distributed a lot of it. And some of these other things, swabs and all that, weve got more of that coming in. So that will be the materials will be there. The labs what happens to these labs so we had three state labs that would do the testing. So remember, originally, anybody that was swabbed, you had to send it all the way to atlanta and the c. D. C. That was taking five days before anyone could get a result. Doing the state lab allows it to be usually about 48 hours. What happens with the state labs is you can run a test in what . Probably four or five hours. The problem is, if you do that, then you cant test anything else. If i had one sample run it through, i could do it in four or five. But then i wouldnt be able to use that machine. So what they do is they fill up the capacity and then they run it through. So it takes longer than just four or five hours. But its more efficient to do it that way then if you did it one at a time. They have the capacity, you know, to do several hundred a day. The other labs, jared has gotten test kits to them. Some of the other stuff that they need, the positivenegative is going to be delivered too. Some of them have it. Not all. But theyre in the process of making sure that their labs able to do this. So theres a little process that goes. So i think scott, what do you think like next week a lot of the other labs will be able to do it . That expands capacity. I think you know, three months ago, i didnt know anything about the but this is not just you go and do it. It involves a lot of different things. It requires a lot of lab work. Were going to hopefully be able to do this. And then lab corps and quest, we have a contract with them. So we can send this stuff overnight. They test it. They are usually turning it around within 48 hours and theyll actually notify the person directly with their results. And so were a lot different than we were two weeks ago with the testing. And i think hopefully next week and beyond, ill be able to say, you know, were doing even more. One more. A question about the drivethru testing lab in Broward County. In light of your recent comments about the groups that are enumerated, whats the states response if people that are not in those categories show up to be tested . We will firmly announce it very soon. The priority is one group is going to be the healthcare workers because they need to they, if theyve been exposed, if theyre positive, do they have symptoms . Do they have covid19 or not . We want to make sure that they have the ability to do it. And we want to make sure that those folks who are 65 and plus and are exhibiting symptoms that they have an easy way to go in and get tested. So those two for sure are going to be priority, and then its just a matter of working with the hospital, seeing the kind of man power. I mean, youve seen this be tried across the country, and a lot of times it hasnt worked. What we dont want is to have people waiting in line for four hours in their cars thinking that theyre going to do it. There will be clear criteria. And you will hopefully be given a window of when to come so you wont be waiting in your car all day. As that gets up and running and that model is something that people are comfortable with, then we can look at people of then we can look at going beyond that. But there are other opportunities to be tested. Thats what were going to do to get it going in a good way. The National Guard put a lot of folks the
