That i wake up to that i am most focused on as governor of the state of california. The number of people in icu and the number of people hospitalized in california. Those numbers represent our most urgent need in terms of keeping people alive and keeping people healthy and safe in california. It is incumbent that we prepare for a surge in the number of hospitalizations and icu patients. That 774 may be deceiving. Many of you think it sounds modest compared with what is happening in other parts of the country. That may be true but it is important to impress upon you that that number represents a quadrupling compared to where we were just six days ago. The number of people hospitalized in california, 1855 represents a tripling of where we were six days ago. It gives you a sense of the nature of the spread and the nature of the attack of this virus and the nature of our focus as it relates to preparing for this surge. I will remind you that we are preparing for a two thirds increase in our bed capacity in this state. We are preparing to meet that in terms of the physical needs within the system and also making sure we have the appropriate protective gear, ventilators, and personnel people. I will talk more about that in a moment. Today i want to go forward with some more specifics about our modeling, about what those numbers actually mean to you and the state of california. Dr. Gallo to provide analysis of our current modeling recognizing that our modeling is dynamic and it is unique to the state of california, not trending with other parts of the country. We will talk about the issues of schools. It is apparent, that is top of my agenda and i am pleased to be ned by the super attempted superintendent of Public Education and the president of the state school board. We will update you on guidance we have around facial coverings and we will happily answer all questions you may have. Doctor. Egin with the i asked him to come up and share two slides they give you an overview of the way we are conducting our planning exercises and how we are applying our prioritization as it relates to accessing resources and give you a sense of where we think we are going over the next number of weeks and into may and potentially june and july. Governor. Ou, let me begin by reminding everybody what we are up against. We have a brandnew virus to the globe. We have been watching it and tracking it for weeks and months now. We know that we do not have treatment. We dont have treatment or a vaccine. The most important thing we can do is stay home and save lives. We have been talking about have been talking about flattening the curve and today i will talk you through how california has been looking at that. I want to remind you that three weeks ago we began issuing guidance around limiting the number of people in Mass Gatherings, then a few days later, issuing guidance to protect our vulnerable force seniors, population those people who are homeless, those with underlying conditions. Later, limiting Mass Gatherings further as the indication that we were methodically and thoughtfully implementing physical distancing across the state. On march 19, issued a at home efforts across the state. I will mention what local partners did as well. It was based on models and considerations we have been thinking about since we learned about covid19. We welcomed americans home on repatriation flights. We took people in off of cruise ships and we prepared the state for what we are facing today. As the governor said, i will walk you through two slides that demonstrate what we were up against if we did nothing and what we hope to be doing in terms of flattening that curve and changing the history of california as it relates to covid19. On that first statewide stay effort, we talked about the potential of millions of californians being infected and the need for an extraordinary number of hospital beds. This flatline indicates Surge Capacity. If you added that to the same capacity in hospitals, we would be above this hundred thousand line. If you see unmitigated, we would need over 700,000 hospital beds. That is an extraordinary number that no perfect plan would ever deliver. We began talking about how do we flatten this curve. This is the curve we were worried about if we did not do what the governor directed us to do early which was consider all of the things to flatten it. Line thate same blue we would have done nothing and you see it rapidly increases off of the charts. This one here is where we project to be with our phase one surge plan. If you added to existing beds, we know this baseline starts at 75,000. This line represents 125,000 available beds across the state of california. When the governor speaks to two thirds increase, this is the line where we hope to be. Over you, this line time as well. We are working with our local partners to make sure that we not only have the spaces for these beds, but also that we have the staff and supplies to meet the need. This purple line is a model of what california experiences is weak if we implement this stayathome effort. Throughoutt california, counties are doing an amazing job. Individuals are doing an incredible job. I feel like i am joined by 40 million partners in this fight and we are grateful for everyones efforts. I want to remind you that in order to keep this line and stay to it, we need to deliver on these efforts on physical distancing. That means holding each other accountable, working within our communities to do all we can do to stay home and save lives. Even ino point out that this scenario which is not the best case scenario, this is if we do what we are doing today, we do cross this line, our effort is to move it as far to the right as possible so that we can ensure that we have the capacity in our Healthcare Delivery system, not just in hospital beds but i beds and ventilators. The governor is right. Ventilators. Nd our efforts to procure as much as we can in terms of ventilators is key to our ability to not just move this to the right with our own personal efforts, but potentially lift this line as well. Graphpoints on the demonstrate what we are experiencing today. These should not give people hope. Doing what we are would hope and expected. Because these models are variable, they change every day and there are a number of different models out there. Many of you have seen them in other settings. We need to watch these closely to make sure that we continue to track the model. These are the actuals, this is a model. We are all at risk of having actuals exceed the model and we can cross this surge line sooner. We need to do everything to ensure that we keep this law line as far as we can and continue to support communities in that effort. We will continue to be able to highlight where we are on this model and share that with you. It gives us feedback on what we are doing and implementing stayathome efforts and help you understand when we bring up new considerations on different elements of our stay effort in order to make stayathome effort in order to make sure that we keep this line as far as we can. With that, i will turn it back to you, governor. It just reinforces the focus of our efforts. The prioritization of our discussion and interaction is the issue of hospitalizations and icu beds. 42 . Are running almost you extrapolate that out based on the graph that was provided, we will exceed the phase one Surge Capacity of 50,000 in the middle part of may. If we get up to 66,000, we are thatng at 27,000 icu beds we will need to procure in the state. The good news is we have time and that is why it is incumbent on all of us to utilize this time thoughtfully and judiciously. Continue to practice safe physical distancing. Stay home, connect with others, make sure we are doing the neighbor to Neighbor Program which we discussed yesterday, making sure we are checking in on our seniors. No greater impact on changing the curve and buying us more time to prepare for the surge and for that peak than physical distancing. Reference. I think aced on the model it should be clear that the right thing to do for our children and the parents and households in the community in which they reside is to make sure that we are preparing today to set our School System up where we are increasing class time but increasing it at home and fulfilling obligations through Distance Learning and other mechanisms to make sure that we are educating our kids, not doing so physically on school sites. I am very pleased that we have the superintendent of Public Education here on the phone. In a moment, i will turn it over to him. With the expectation of the school, schools will not reopen. We also recognize our responsibility to make sure that we are not only educating our kids, but we are feeding our kids. I want to make two quick announcements along those lines. We were pleased to get a waiver from the federal government that will allow us to substantially increase access to Food Distribution throughout our Public Education system in the state. We are making progress, but it is being inhibited by the lack of access. We finally got the waiver and now we will substantially provide points of access for meals throughout our system. I was very pleased today with the work of Tony Thurmond and others. We were able to advance a managementlabor agreement. This was a stubborn issue that manifested differently in School Districts throughout california. This is the largest School System in the u. S. Management to get a comprehensive agreement on protocols and procedures and processes to work through any differences that we may have in preparation and expectation to meet this moment and do the work that is necessary to advance our Distance Learning and to make sure that people are appropriately getting the resources and access to critical curriculum related to homeschooling. In order to do that, we needed some private sector support. Today i am pleased to announce google stepped up in a big way. They announced today a partnership where they are providing 100,000 points of access to improve wifi and broadband capacity. Internet,ccess to the but quality access to the internet. They are providing minimum three months free access to broadbandty access to throughout the state of california. Those 100,000 points will help us substantially address the Digital Divide issues, the equity issues, the rural issues that are highlighted in these difficult times. In addition, google has announced thousands of chromebooks they are making available. Some might say that is wonderful, i have access to the internet but i do not have anything to connect it to. They are providing those in addition to capacity at 100 plus thousand sites throughout california. We still have more coverage we are going to need in some of the more remote parts of the state. This is an substantial enhancement that came at the right time with the labormanagement agreement, the federal waiver, and the expectation that schools will close. I want to end by making one personal point and that is it is imperative, this has been a very stressful time. For all of the parents out there, millions of you that now may be very anxious about the expectation that school will not reopen, you are waiting to hear clarity which i hope we are providing today. Let me express deep respect and empathy, in particular from others. Let me say this openly. I try to do my part as a parent, but my wife does an heroic amount of work. The pressure that we have placed on caregivers and parents, particularly women and moms is extraordinary. Moms are already carrying disproportionate amount of weight in terms of managing the household. Moms are also working and many of them are teachers themselves that are having to provide Distance Learning, having to cope with all of the stress and anxiety looking out for all of the kids they love dearly and making sure they are taking care of their own kids and childcare needs. There is a gender reality connected to this. I want to go deeply to express an appreciation to all of the moms, all of those teachers, all of those caregivers. I know how stressful this is, trust me. I know what we are asking of you over the course of the next few months. I know you are looking forward to graduations. You were looking forward to seeing how well you did with the sat and those grades and the competitive environment for our seniors and all of those things we are working in real time and that is why i will turn it over to the superintendent to talk about partnerships with the State University system and our Community College system to address requirements and issues andciated with the sats graduation. We know those anxieties run deep and they are justifiable. A deep empathy for the collaboration you provide, it will never be forgotten. I want you to know how deeply proud i am of everybody that is going to step in to avoid with the schools being closed in class is continuing so that we can educate our kids despite this challenging moment. With that, if i could ask Tony Thurmond who is kind enough to join us by phone to amplify some of this and i want to thank the superintendent for his wonderful leadership and helping navigate a system that is the most challenging, the Education System in terms of jurisdictional diversity of any in the u. S. Tony . Tony thank you, governor. I want to echo what the governor said about what they have provided about how unprecedented these times are. Given the challenge, how important it is for us to put social maximum distancing so we can flatten the curve. For those reasons, it is important that our schools continue to do what they are doing. Schools are using Distance Learning. What i mean is the teacher and student are in different places so that students can continue to get education in a way that is safe. We have been in communication with superintendents around the state urging all of our superintendents and schools to proceed as if we can only educate our kids through Distance Learning for the remainder of the school year. None of us knows when it will be safe enough for students to return to campus. We have to do the work that we heard talked about today for social distancing and a flatten the curve. Out of an abundance of caution, we believe it is most important that all of our schools maximize their efforts around Distance Learning to help all of our students. We know that this is difficult. We know this is a challenge that as it relates to the education of our kids, we have to rise to that challenge. Our campuses are closed to our kids, but school is not out for the year. We are asking everyone to accelerate their efforts to make sure that our students did a great education. As the governor indicated, we are working with a number of philanthropic leaders to make sure we can provide devices and access to wifi for students who do not have them. We are providing professional learning and training for teachers and educators. How do we do Distance Learning . Tomorrow at 3 00 for anyone who is interested there will be a webinar with a number of experts and teachers who are also experts on how we can deliver special education through Distance Learning. We have surveyed every School District in the state to ask what your Technology Needs are, the California Department of training. We are working with Higher Education, many have already announced that they will accept ass not passed format so that our seniors, it will no longer be held against them. The sat will not be used as criteria for admission as was announced today by qc. We are working with the Education Community to make sure that while we cannot provide a graduation ceremony, we can ensure that they graduate and postthey move forward to secondary educational opportunities. I want to thank the governor and his team for their leadership. I encourage everyone to continue social distancing. The california apartment of education will continue to provide support to any district that needs it as it relates to distancelearning. This is a tough challenge. It is a challenge that we must meet. We can do more together. We are stronger together and together we will support the Educational Needs of our students. If there are questions, we are happy to hear them online. Thank you, governor. I want to ask you and maybe you can give us an overview of the work you are doing to reinforce what the superintendent just said. Schools are closed, but classes are in. Just because the campus is closed does not mean we cannot accelerate learning in california. Perhaps you can amplify on the distancelearning effort. Maybe more about childcare needs within the system and a little bit on Food Distribution. Sure. We have been working collaboratively with the Governors Office and to help districts launch system learning distancelearning. Every district is launching a distancelearning plan if they have not done so earlier. Many were on break in march and were expected to return. Districts have been getting out there purchasing and getting contributions of hotspots and devices to do Digital Learning wherever possible. Lackeds
