But to have the speaker come back when we had not even implement it this yet and looking at what she wants, i know she was frustrated. Money onpend some places that were not dealing with coronavirus in the last month. I am for infrastructure in the future, but one thing i want to make sure for taxpayers is that word targeted, that works i have looked through these projects and seen the waste that was used. I do not think this is the time or place for that. The First Recovery we should focus on is implementing the 2 trillion we just passed and make sure it is done correctly. Needed, letsis make sure it is targeted to what we need instead of pushing political philosophy and using a crisis to make that happen. She saidention what today about an Oversight Committee and this crisis. We created two new oversight. Ntities in the last bill i think her focus is wrong. The focus right now should be on the health of the American Public and keeping people employed. Thats what the bills do. Lets focus on implementing it and what you heard from all ranking members today on the phone call and what we are working towards. The select committee she talked about today cant even be effective until Congress Votes on it. What with the budget be based upon all of the other five entities that have oversight . We supplied mind to states, we increased 2 in our second bill. 2 trillion is a lot of money coming through. We are trying to keep people employed and paying insurance, adding 600 a week and extending it another 13 weeks. We have to go back and look instead of just thinking about what it would take. Lets get some data and understanding as for what people actually need. Lets get this to trillion out there and get people employed. Im going to have kevin brady follow up on this. About cities with sales tax getting hit, businesses shut down and others. People want to know what the data is and where they currently are. Do you want to touch on this . First, you are exactly right. Lets see how it works. Lets get facts before we act. What the heck does early voting, windmills, and tax breaks to millionaires have anything to do with this coronavirus . The answer is it doesnt. Alone inm not believing that depending on how our battle on the virus goes, we could see the government go to a strong thirdquarter rebound. Similar statements have been made about it as well. Thats why i think this bill is so crucial. So much of that cash flow directly into the businesses to keep the workers on board in this crisis. Thats the reaction we are getting back home here as well. They want to rebound, they want to keep their workers and provide those crucial tools. Speaker mccarthy mchenry, there are three things i would highlight here. One, the system of relief in the package. That is set upty to support Municipal Bonds in order to keep that functioning and for Municipal Bonds to continue. Additionale will be regulatory relief so that municipalities can get their debt service through a variety. F different means you did say there was 150 billion in funding. You go through the State Government to go down into the other cities. You found that california does have a Rainy Day Fund that we could look to work with in the future. Leaststate is getting at 1. 2 5 billion in direct million in direct cash and thats on top of increasing all of the other assistance and help we are providing. Operator, next question. Thanks for having the call. A couple questions. The president seems open to a phase four, talk about infrastructure and hazard pay. Out . Oes that play with the 6 million unemployment number today, does that change her position on a phase four . 600 you support extending plus in Unemployment Insurance . Can you talk about those dynamics bit . The number that concerns me greatly is the 6 million. I wonder if some of that could be a lesser number if they had not held up that bill. We could already be talking about having a stress call on how these trillions of dollars are going out, how its helping Small Businesses key people employed and hire people back in. Unfortunately, politics was played and we are where we are today. But the president says aboutface for he does not say about today. He wants it targeted and timely and he wants the data behind it. One thing we see is that the care act was right. We want to keep people employed, so the first thing we are going to do is provide for a small business. If we look at the retention about, its all talking this two month time frames to get the economy back. It theloans for multiplying on the Financial Committee and then you look at the critical parts of that money to hospitals. Week ofirst unemployment, people dont have to wait. Another 600 on top of what they are doing. Thats what i think it is so critical with these numbers we get the money out now. We could always come back after this is implemented. Remember what we are talking about. America the history of we seen this much employed at such a rapid pace. We do mccarthy, im curious how you feel about the idea of opening up a special enrollment for people dealing with coronavirus who do not have insurance. President trump yesterday indicated the administration is looking at it. I would wait and see what the president does. Its one thing im very concerned with. We made sure in the second bill that we paid for all of this testing. I dont know if you want to take any of this. Sure. I would say i know some of the administration is looking at it. We have to take into consideration the effect that would have on existing plans. We would not want to trigger increased premium costs for those who are on it. There are questions about the high deductibilitys or coplays and some of those plans. It would be a whole new look at how the Exchange Works in the middle of trying to manage a lot of other things. We want to make sure people get access to clear to care and coverage. Rateve increased the fmap for coverage in all kind of additional coverage to the hospitals to make to take care of people coming in. Have a lot of new cases coming in to take care of this population group. And to help people on this payroll, one of the goals of what my colleagues said is to keep people employed, even if they are not working getting paid by their employer and extend that to be able to use that loan, which can be forgiven in large measure, to pay for continuation of the Health Insurance and those sorts of things. We tried to create several safety nets here as well as a bridge on the side of the steep economic chasm below us. Can i make two points on that as well . This is kevin brady with the ways and means committee. First, we recognize the Affordable Care act is very expensive to families. Big outofpocket costs. Narrow Networks Often cannot go to the hospitals you are used to. Our belief is the best health care most people get is at work. Thats why so much of this bill is focused on keeping workers attached to their local business. Thats where they get the best benefits and care. Second, President Trump has taken action which was opposed by democrats. Now, there are shortterm plans for people with this situation for people who were and were designed often for small as this is to help before returning to a full plan of work.
