Directive and information that we previously did not have and we would be happy to share that with the all. Before i get into my remarks, i would like to thank all of the folks who have been so helpful and supportive in staying home for nevada and doing Everything Possible to flatten the curve and protect as many people as we can, we appreciate your diligence in doing that. I asked them to continue what you are doing, and thank you for what you have done thus far. Have 2000 i do not know if the slides are going up . Are they on the screen . Individuals that have tested positive while 18,248 have tested negative. To date, nevada received 3000 reagents and 4000 test swabs. These numbers have not changed since we reported, i believe on monday. We appreciate whatever components we get from the federal government. At this time the reagent is not nearly the volume needed for the desired amount of testing we want to do and we are doing what we can to build our own kits moving forward. Expand the urgency to testing is extremely important, i know testing is a way we can determine the true scale of this pandemic. Social distancing is the only way we can end the true severity. Luckily we have dedicated and smart folks working around the clock with Creative Solutions to expand testing and speaking with experts daily. We look forward to sharing those updates once those details are finalized. I want to get back to more updates on our situation. Have 231 newwe cases. Our total cases have steadily increased to a total of 2318 cases that i mentioned earlier. Part of this is our ability to test, with some of our other partners doing the testing, and testing kits being made for us. As we do more testing, you will see a continued uptick in the positive cases. That is as an increase as a result of increased testing. Data, the medical Advisory Team will advise me on future steps to ensure the flattening of the curve as effectively as possible. Before i continue, i want to talk about the numbers displayed on the Health Response website. Includes19 dashboard statewide data on Laboratory Testing cases in nevada which are updated every day. While there is an unfortunate part of the response, the number of people who have died is also included. Beenumber of deaths have updated when the information received by the state from the local jurisdictions. We have an issue that happened in nevada and other states across the country that it is reported on our dashboard when we get the data. , it is notath occurs being accurately reflected, that is why you see the spike or 11 or 13 on a particular day. It is one the Health Districts are reporting. We are working to correct that so you can get a more accurate depiction of when the deaths are occurring, and we can use that to be a more effective modeling tool. The model is only as good as the assumptions you make from it and the assumptions. In the future you see that reflected on the dashboard. The actual date of the individual passing as opposed to the date of it being reported. Sent a directive to all health care providers, facilities, corners, and Funeral Homes requiring a death caused or caused by or associated with covid19 must be immediately reported to the Health District and the state. Having this information allows more real surveillance of the response. Previously, the dates were based on the date they were received, not the date of death. This has been an issue in almost every state, and as we provide realtime reporting, we have identified it and are fixing it. It will require the full cooperation from all individuals and entities who reports to us. We need the local entities to report the figures as we are seeking them to post them so you get them the same way. The state will supply accurate and timely information and i know we can do this if we Work Together. As noted, we have lost 80 to this virus. If you check the website right now you will feel that the graft reported the total number as 77 because the date of the death reported is pending. Sadly, we are working to make it smoother. As i walked into the conference, another debt has reported so we will technically be at 81. There is a lot of chasing of data in the state is working in overdrive to make sure that the information we disseminate to you and you disseminate to the audience is timely. The total includes two Health Care Workers. They may the ultimate sacrifice, i do not know what else i could say. We lost another one yesterday, a nurse that worked at the hospital for seven years. Died as a result of treating patients, gave her life. If you do not stay home for yourself, stay home for the family of two Healthcare Workers that gave their lives. The only thing that will stop this virus is social distancing and responsible behavior. I am asking all of us to Work Together and keep these numbers as low as possible. Carerms of the acute demand statewide, hospitalizations has been stable at 62 of the staff occupied beds including covid19 and noncovid19 patients. At 71 upancy is statewide. According to the hospital association, most of the icu beds currently occupied are not occupied by covid19 patients. There are 329 confirmed home covid19 patients in nevada hospitals statewide at this time. Tilator will use ventilator use is now at 49 , there are 880 one statewide and 436 are in use not including the 50 ventilators from california. As i mentioned, there is an order submitted to fema for an additional 450 and we have been told to expect delivery 72 hours prior to our surge. The state continues to work monitor the usage across the state and potential surge data. Hospital to nevada association, Staffing Levels have been stable at green, but this continues to be still closely monitored. I have app update. As of today, we have distributed 253,640 gloves. Masks,or 715,000 314,000 surgical masks and 46,848 shields. 1,379,000 pieces. Many partners have worked overtime to get as many ppe materials distributed in as quickly as possible and we will continue to do so. As of today, the state has distributed in excess of 1. 3 million ppe items including what the state had on hand and are stockpiled prior to the pandemic and shipments we have received from federal agencies. Toi mentioned, we hope include some of the private sector donations in these numbers soon. I want to thank all of those responsible for getting those protective gear to those who need it the most including the Nevada National guard who were helping with the logistics of transporting these items to our providers. Hospital Association Says that ppe is an overall yellow level of yellow. It says that while it is being distributed, we can send you continue efforts as the need increases. I cannot thank the private task force private Sector Task Force enough who has been responsible for procuring or items to distribute. All of our partners have been generous, and kindhearted to provide these materials for our frontline workers. Upt, i will go over two dates including a new directive expanding places and situations to which our previous directives should apply. Before i get to those i want to mention quickly, two items that happened yesterday. First, the interim finance committee met virtually an approved 6. 25 million in state funding to pay for battling the cost of covid19. This funding was approved by the board of examiners last week. This will help us leverage federal funds to purchase more ppe and other essential needs to battle covid19. The Committee Approved approved releasing 2 million in Settlement Funds to the united way to help nevadans with rents assistance. In the beginning i have been transparent about my goal, mitigate the spread to save lives and protect our Health Care System from being overwhelmed, which could lead to deadly results. As i mentioned, we have been getting briefed on multiple different models and projections and we pay close attention to what is happening in other states, particularly in hotspot zones like new york and louisiana. Spread, wedown the have a chance of avoiding a situation that would overwhelm our Health Care System. The key to this is strict social distancing, it is the only way. Our medical Advisory Team informed us that it is not just distance, but the amount of time an individual spends next to an infected person. Remember, someone can be infected without exhibiting symptoms. There are some other lessons we have learned from other states. Allowedome states have religious services to continue without restriction, which has been followed by a spike in numerous new infections. We cannot allow that to happen in nevada. We also know that essential businesses can do a better job of into mentoring social implementing social distancing safeguards. I understand that some activities have unnecessarily become high risk due to people circumventing the intent and acting as if they are not subtype double susceptible. This is serious, and i know that the vast majority of you understand that and are doing your part. You are looking out for your neighbors, families, and the Health Care Workers whose Health Depends on you. There is more that we can do, and it is our responsibility to do so. That is why today, i signed a directive to further limit social distancing in a variety of contacts. 013, first i am ordering sporting and recreational venues that encourage social congregation including golf courses, public basketball and Tennis Courts and publicly accessible swimming pools to close for the duration of the state of emergency. This does not prevent you from shooting hoops in your or in your own backyard or swimming in your own pool, this is strictly about publicly accessible venues. Second, this directive requires show rooms at essential businesses used to display goods for sale, including a not limited to cars and Household Appliances to close the public. You can still buy these items if the business delivers, but showrooms, encourage customers to Wander Around and touch products and that sort of Shopping Experience can lead to a higher likelihood of spreading the disease. It is just common sense. Third, the businesses that continue operations must provide adequate protections for their workers and adopt sanitation protocols that minimize the risk of spread. This is a commonsense measure to ensure businesses operating do so safely. Fourth, open house showings of real estate Pop Properties for sale and showing of homes occupied by renters are prohibited. I want to be clear, you can still buy and sell a home. Real Estate Agents can still use technology to stage a home. You can make an appointment to see a house in person if it is not occupied in strict social distancing guidelines are met. Real tours can no longer hold an open house for multiple perspective buyers to visit. The assistance of the Realtors Association of nevada and helping to craft the solution. Barbers andsed stylists are prohibited from offering inhome Beauty Services other than to those in their household. In my previous directive, barbershops and hair salons were designated nonessential, and bringing those services to someones home and creating a heightened risk of exposure circumvents the rationale behind our initial state directive. Any time you open your home to someone not your household, increases the risk of spreading covid19. Do not do it unless it is essential. I have not had a haircut in six weeks, i have adjusted, the first lady is sticking by my side, we can do this. You can tell it has been six weeks. Ourook a hard look at essential Businesses Providing Services or selling goods to the public. Including Grocery Stores to ensure they were providing a safe environment to the public. I amrt of this directive, prohibiting Grocery Stores from offering selfservice food stations. Salad bars, or other bulk brought dry goods. Unpackaged bulk dry goods are like nuts, seeds, candy, and coffee that are sold by this group at some groceries by the scoop and some Grocery Stores. Customerswant touching the handles over and over, jeopardizing the safety of all who use the stores. Right after i am done, the Health Response center will issue new guidance maintaining proper social distancing standards, cleaning guidelines, and other protective measures for employees and customers. , after a lot of thoughtful discussion and guidance from the medical Advisory Team, legal team, and faith leaders, i have decided to place limitations on participation in in Person Worship Services. This was not easy. In trying in these trying times, i have clung to my faith to guide me. As i know many of you have. It is not lost that we are entering the most holy perioda of periods of most major religions. I know families want to be together to observe passover and easter. We allowow that if these services to continue as usual, we will see a spike in cases just like we have seen in other states, clusters will appear where people have congregated. You might have heard about a religious congregation and sachar near health near believeto that experts was a covid19 outbreak. The building had closed their store their doors on march 18, but small religious groups led to an out rake of at least 70 people. Is inutbreak example addition to many examples where religious gatherings and places of worship have led to covid19 outbreaks among the congregations. We are living in unique times, science tells us that putting large numbers of people together during a pandemic for any reason is region an invitation for disease. That is why, this new directive makes it clear that places of worship are prohibited from holding in Person Worship Services with 10 or more people, including drivein and popup services for the duration of the declaration of this emergency. Are encouragedrs to find alternatives to in person gatherings such as internet streaming is to avoid endangering their congregates. Asked. S not an easy as someone who attended Catholic Services my entire life, i appreciate the power of an inperson service. Hearing a sermon, speaking with a pastor or rabbi or other religious leader, surrounded by a community of spiritual followers, religious services are designed to pull people together, to congregate, to pray. They are held in sanctuaries and help us heal. I know how difficult this will be. I want to thank all of the faith leaders who i was able to talk to and your support and guidance helped me make this challenging decision, and i know you will keep the faith alive as we navigate these times. Now i want to discuss a few more updates. Earlier this week i talked about how to sign up for the battleborn medical core. I am so pleased to announce that 475 of our fellow nevadans have those areto serve, dentists, psychiatrists, students, emts, and paramedics. Will provideers needed assistance to our hardworking medical professionals and help us care for nevadans across the state. Look ate than ever, we the helpers to lead us. These are our helpers and i am pleased to see so many of them lining up to serve. I am so proud of these folks. I am so proud that they are nevadans. Ontou want to serve, log the website for more information. Org for further. Information. Im excited to announce our hero of the day. Is our first nevada hero of the day. Days, she hastwo been nominated by 11 people. In march she started the Community Rescue and barter and larder to provide close for forle in cloth clothes people in need. Manynected many did nevadans and reached out to people in need. Thank you for all you are doing. If you know of a fellow nevadans to nominate, please email gmail. Com with a Little Information about why this person is your hero. Do your part to stay informed. I know that the day lose daluge of news can be hard to deal with. I am glad to provide information that nevadans to nevadans regularly. Please continue to get your news from trusted sources like the nevada Health Response. Follow us on facebook, twitter, and instagram and they will have the latest information for you. Questionsre i take from the media, i want to say that our trusted local media organizations are being hardhit by this pandemic. Arepages are smaller, there not as many pages, i know reporters have been let go and journalists have taken cuts, and sub publications have gone out of some publications have gone out of business. They have adapted well to continue to provide us the news. Many local anchors set up studios in their homes so that they could stay home for nevada. Please consider subscribing to your local newspaper or contributing to a nevada News Organization or outlet. Any small contribution is helpful. Transparency, and they are working hard to keep you informed. Please support them as they support us. Thank you for your time and i am happy to take questions. Sure. When it comes to the more es, if there are i spoke to people who one church have you have approval to do a drivein but it might be more than 10 people, as long as they are in the cars and the windows are up, are there ok . Gov. Sisolak no drivein services are allowed. None. [indiscernible] spentisolak i have countless hours. My primary purpose is to keep people alive and stop the spread of this disease. Usentific evidence has shown that when groups gather together the disease will spread. And is my major concern, that is why i have issued this directive. , there has been reporting that black residents are being killed disproportionate to their local population and preliminary data has come out with this. Clark county shows that black residential account for 94 of the covid19 cases, which is disproportionate to their 11 of the countys population. I wonder if this is something that the state is keeping an eye on. Or what action is being taken . Gov. Sisolak i have seen those reports come out and it is most prevalent in louisiana where unfortunately minority communities are affected the most when you get a medical situation. The health care provided in those communities are nowhere near that as our more affluent communities. It is something that we are not looking at. We have not tracked those statistics that i would like to get those as it relates to those onhospitalized, or are ventilators or have passed. If they could be tabulated, i would like to share it with you. It is a big concern for me. Get do you have an idea of how many places of worship continue to meet . Gov. Sisolak i do not know. I only have anecdotal stories. The where the state where the faith leaders supportive . Gov. Sisolak every single one. And i will not say that i spoke to every faith leader, that it was probably close to 20. They were very supportive. Their concern is about their congregants, and they understand that this is an extremely large sacrifice at this time of the year, that a lot of them are doing it online. I watch daily mass on youtube, and it is not the same, but that is what we have to do. You mentioned two deaths were Healthcare Workers. Are you concerned that we will lose more Healthcare Workers in the future and do hospitals have policies to protect our Health Care Workers . Gov. Sisolak i will leave it to the hospitals to decide what their policies are. Ppe has been an emphasis on and there has been a lot more coming in with the priority to protect our Health Care Workers. The battle born group is just absolutely incredible that we have over 400 people that are going to get on board and assist some of these Healthcare Workers. It is not just the one set of gotten sick and died. These folks are putting in an anonymous amount of hours. Of hours. Rmous amount this is not a marathon, not a sprint. We need to keep these folks healthy. I hear the stories were some of the hotels have opened up rooms to help Healthcare Workers stay there as opposed to going home. A lot of them have told me that they Healthcare Worker might be sleeping in the garage because they do not want to go near them , that the best touch they get is through a window. That is tough. But we will do everything we can to protect our frontline workers. Reports thatd some do you think enough is being done to stop renters from being evicted . Is there anything that the state might be looking at to help westmark help . Gov. Sisolak is enough being done . You can always do more. I have met with the attorney general on numerous occasions with my legal staff, kyle and george to discuss this. We are doing what we can to protect the renters so they are not evicted. We will continue to do so. If they have a problem, call the attorney generals office. Andbout the stimulus bill, Gaming Companies were not included in that. Do you have thoughts about small Gaming Companies . Gov. Sisolak it is important that if you get that they get some help. They are like other Small Businesses, it is a big employer of ours. We turn the lights on and a lot of people went unemployed. A lot of local restaurants and bars that went that have gaming devices in them are affected likewise and i think they should question, eviction landlords or anyone going against your policies. Is this the type of enforcement you encourage other cities to follow as well . Gov. Sisolak i encourage all of our bodies to follow all directives. [indiscernible] it is good exercise. What has changed since then . Gov. Sisolak i had a multitude of pictures sent in to me that showed people were not practicing good social distancing, were not riding one in a car, were congregating on the greens, and i cannot have it spread that way. Some folks chose not to follow the rules and as a result, we are closing golf courses. Deemed anconstruction essential business . Host it is gov. Sisolak it is going to help us get through this economy and it is a lot of jobs. A quarter of a Million People have filed for unemployment and i do not want another hundred thousand or more filing for unemployment. You mentioned that you are prepared for budget cuts. [indiscernible] in the state [indiscernible] gov. Sisolak i dont know what we are going to end up with. We are going to look at everything. You folks in the media know this well, our revenues are not falling. They are not decreasing. They fell off a cliff. We went from 90 some odd percent occupancy 20 and when things wrap up, it will wrap up slowly. There will not be across the boards dashed acrosstheboard cuts. Acrosstheboard cuts. It will depend on a stimulus package and how quickly we are this. O recover from in your remarks about the lag in the report of one andhich can cause one day and 11 in the next which is not correct. Is there a way how you have heard districts are more cohesively reporting data about the outbreak so we dont have more cases in the state and the counties that are individually reported . Gov. Sisolak i appreciate the question and it is important that we give you as accurate as information as we can because you give it to our consumers. Orncourage you to subscribe donate to News Organizations because i need you to pass out this information. It is frustrating when the local jurisdictions or individual entities do it in a lump as opposed to the actual time of the positive tests or the time of the death, and that makes for inaccurate statistics, not just for you and your readers but for our modeling. When it goes like this and makes a big jump and goes back like this, it is not like that, that is just the way it was reported. We are working with general barrett and two Health Districts in carson city to work on more timely reporting of this data so we can get it to you and you can get it to your readers. We want to correct it going back. When you talk about the modeling, does the state have its own model or is it relying on another one like the ihme one . Doing ourak we are own modeling in terms of graphs that go up but it shows Daily Movement and if the Daily Movement is steady instead of spikes going up and down, it makes it easier to understand. [indiscernible] and places ofines worship . Gov. Sisolak it is not solely for places of worship, it is for all gatherings, and they are subject to civil and criminal penalties. Would you the social distancing issues prevail in parks or things like that, would parksnsider shutting down or further updating the directives . Gov. Sisolak i will consider everything if people are not following the rules. A vast percentage are following these rules, i will give you that, and i applaud them for that and thank them for that. They are saving a lot of lives. Unfortunately, when i go out, and i did not see it on the golf course but i saw plenty of pictures and i saw skateboard parks that had 30 and 40 kids skating up and down and jumping, and there was no social distancing, and the bocce court that had half a dozen people. This is not a game. This is serious. People are dying. And myay i see the total chief of staff walking down here, we got one more, it is nonstop. People are dying. We need to do everything we can, and when i get the stories of people want to get into see a Family Member in the hospital or two want to be at a birth, there is nothing i can do. These are heart wrenching decisions and sacrifices that people have to make, that they cannot go to their house of worship because we have a pandemic, because someone else wants to be irresponsible and not follow the rules. We will continue to tighten the faucet if people do not follow it. Obviously times are bad now, but as things get better, what are some of the measures you will use to try to reopen the economy . Gov. Sisolak positive testing is positive but is not my number one parameter because the more testing we do, the more positive tests we will get. That is a given. The things i look at on a daily basis are hospitalizations, intensive care unit hospitalizations, ventilator usage, and people who pass. Those are the ones that unfortunately and this is sad to say and reflect upon but when you see it, and i do a lot of reading, too many people are going from hospitals to icu to ventilators to passing. 75 percent of people on ventilators are passing away. It is severe. Is there a number you are looking at [indiscernible] a downward decline . Gov. Sisolak it is the trend of the graph. That is why it is so important to have the graph done correctly. If a person, when they are put in an intensive care unit, the correct date is assigned to that and they are not all lumped in 21. To one. Ll lumped in are we good . Thank you, everybody for watching. I would like to wish everybody a happy holiday whether it is passover or easter, and thank you for understanding the situation we are in. These are not easy decisions that i come to lightly. All sayand maybe we can in extra prayer to put an end to this spread. For those who have given their lives and continue to battle this virus on a daily basis, thank you. Chris van hollen also spoke on the floor and tried to call on another Small Business bill but the leader objected. We will continue to follow the negotiations and bring you updates as they become available. Watch live on our companion network, cspan2. On cspan, we are featuring the winners of our studentcam documentary competition. Middle and High School Students created videos answering the question, what issues do you want the 2020 candidates to most address . To second prize award goes seventh graders from south southmiddle school in miami, florida. Their winning entry is totaled titled our road a wise investment. The key to the future of the interstate is to increase the investment in that system, and the u. S. Congress will have an opportunity to address that issue. Fun ught to have more federal funding for infrastructure, for roads and bridges and more importantly in south florida, it has got to include the kind of resilience investment that we need to because of sea level rise. 19 56, president dwight d. Highwayer signed the act which paved the way for the interstate system to be built. After world war ii, this country began developing a case of acute congestion. Congress responded with the federal aid highway act of 1956, providing this staggering sum of 51 billion spent on highway 19 the most through talked about part is the into invite interstate highway system. Mineral it was passed, there were many other federal aid acts. It was not until 26 years later that a bill, the service 1972portation act of 19 provided funding for these roads. As this bill becomes law, america ends a decline in the vast transportation system. Because of the prompt and bipartisan action of congress, we can ensure for our children a special part of their heritage, a network of highways and mass transit that has enabled our commerce to thrive, our country to grow, and people to run freely over every corner of our land. In 1987, five years after passing the Service Transportation act, Congress Passed the act of 1987. Budget busting highway transit bill passed by Congress Last week and i have no choice but to veto it. I am not only willing but anxious to sign a responsible bill to continue highway and appropriation. The bill was overridden by the house and senate and became law. It provided funding to maintain and repair our roads. Congress passed the moving forward in the 21st century act which gave 5 billion to fixing highways. In 2015, Congress Passed the act. Act, that was the most Funding Congress could come up with at the time. ,hey are looking at a new bell the infrastructure bill, at the infrastructure act that would raise investment by 25 . Underinvestment has been the Biggest Issue in terms of the aspect of why they have been struggling. Speaking in general terms, we spend about 100 billion a year in transportation programs. That should be doubled to 200 billion a year which seems like a big number, but when you consider how important these systems are to the health of the economy and public safety, it is the smartest decision to make. Viewpointsd at the on infrastructure of the 2020 candidates. Pete buttigieg believes a matter of major federal intervention is needed to fix our roads. Anyone who drives around the state of vermont, or drives ournd america, understands infrastructure is collapsing. In vermont, we have dozens and dozens of bridges that are in need of repair. We have many hundreds of miles of roads that need repair. The issue of infrastructure is not the sexiest issue in the world but it is enormously important. A couple of years ago, i came up with the belief that we should spend 1 trillion to update our infrastructure. I think people are caught up with the need of investing heavily in our infrastructure, and now a trillion dollars is an accepted number. The 2020ieve candidates need to make infrastructure a essential issue. They thinked if infrastructure should be a key issue in the 2020 president ial election. Election, whether it is president , senate, or house of representatives, it should be a key issue. The president ial candidates ought to focus on infrastructure and ought to be sensitive not to be so narrowly committed to roads and bridges, and to broaden the infrastructure bill. Our president does president ial candidates ought to president ial candidates ought to focus on the future and ought not to think about just what the current voters want what the future voters need.
