Relationship with the commissioner of the new York Police Department following reports the city council was considering cuts to its budget. Right. It is a very Beautiful Day today. It is a Beautiful Day for this mayor de blasio all right. It is a very Beautiful Day today. It is a Beautiful Day for this city. This is a powerful day. Day 100 of the coronavirus crisis, and it is the day that we start to liberate ourselves from this disease. The day we move forward. Begins in new york city. All new yorkers should be proud that you got us to this day. This was a lot of hard work. Everyone who stayed home, everybody who socially distanced and put on face coverings, you got us to this day, a date to celebrate hundreds of thousands of new yorkers. Just the beginning of the restart. Every single new yorker worked so hard to get us here. We have been the epicenter of this crisis. This is the place where it was going to be the hardest to make a comeback, yet new york city is so strong and resilient. We will always remember the heroes of this crisis. The first responders, health care heroes, everybody chipped in and the everyday people who made this possible. The most important thing to remember today is, do not forget the lessons that we learned. We got this far by hard work and is the plan. Stick to it so that we can get to the next phase and next phase and the next phase. We have to keep doing the social distancing, washing hands, hand and at times a, face coverings sanitizer, face coverings. The Brooklyn Navy yard such a powerful place in the history of this city. It is a place of working people. It is a place where people fought for their country. Things have been created against the odds. Here in the Brooklyn Navy yard, new yorkers came together to things and to build produce things that were not made in new york city a few months ago, but they made them here to save the lives of their fellow new yorkers. Be, as a great place to we start the next chapter. I want to thank all of my colleagues, who worked so hard through this fight. Every one of us has been together, saying we knew that we would get to this day. We knew it would take a lot of work, but we are finally here. What comes back today . Construction, manufacturing, wholesale and nonessential retail can do curbside and instore pickup. We are looking forward to when they can go back to normal operations. Thousands of people are back to work, here at the Brooklyn Navy yard. This is the center of manufacturing, including some of the most Dynamic Companies in new york city. Thousands are coming back to work here today. Remember, hundreds of thousands of new yorkers are coming back today to work in the five boroughs. It willgin the restart, not be business as usual. There is work to be done. We have to help his this is do this right. We will not only do inspections, we will help them do the right thing with face coverings, guides and help lines. You will make sure that people are safe. Nothing is more important than protecting the safety of new yorkers. We will watch out for you. If you see something wrong, we want to make sure it is addressed immediately. People here and a little bit from our Small Business commissioner. People talk about measures that we are taking to help businesses get back and get back strong. We also know that for the economy to restart, people have to be able to get to those jobs. This crisis has made that harder in some anyways. We have some announcements, that i hope will start to lighten the burden and move forward. ,irst of all, i announce today 20 new miles of us ways and thus lanes. Bus ways and bus over 750,000 new yorkers. They will have a faster way to work, more frequent service, less crowding. More Service Equals less crowding, equals more health and safety. There will be five new bus ways. Just like the success of that we have seen on 14th street manhattan, we will add five new bus ways. They will be launching on an urgent basis. E need the help now given the crisis we are in, we have to make it easier for people to get around. It will be a one year trial basis for each of these five new lines. If it goes well, they will be permanent. And october. June on top of that, four new bus lanes. New signage to help them achieve the goals that we have seen every time we expedite bus service. More people feel it is the right way to go. They do not need their cars. They can take mass transit. These will be launching between june and august of this month. An important point, the 14th street bus way has been a success. I said we are going to do it, we will see if it works. Does it go faster . Does it have any negative impact on surrounding streets . The jury is back. It is a clear success. We are making the 14th street bus way permanently permanent. Lets talk about the Staten Island ferry. Ridershiping ferry increase. More as wet to rise go into phase one. Starting this afternoon, there will be another increase in rushhour service on the Staten Island ferry. It will now be every 20 minutes, in rushhour. We will have social distance markers in place, to show people where they can be and to have that proper distance from fellow passengers. We will have a Hand Sanitizer for free and face coverings for free. We will add service to help serve the people of Staten Island. Lets turn to the subways. We have been talking over the last week or two. Thank you for increasing the service and for realizing how important it is to have Hand Sanitizer at every station. We want to see more and more support for people using the subways. We want to see the same kind of markings, the same kind of distance markers. We are sending approximately 800 School Safety agents, who will be in the stations, educating new yorkers and giving out free face coverings, helping people feel comfortable when they take that subway ride. We will keep doing this work throughout. I have a few other things to talk about, and we are trying to find the location of our commissioner. There was an issue with his drive over. I will finish everything i got and when he comes in, he will speak. One topic that brings up passion in new yorkers, alternate side parking. We have this incredibly important moment. We want to make things as easy as possible. Suspending alternate side parking for two more weeks. It is suspended today through sunday, june 21. We will be reassessing whether to bring it back or not. There is a lot to do. There is a lot to do, but we are moving forward in this city and we want to be proud of the fact that we are moving forward. This is an important time to talk about indicators and thresholds. This is such an important day for the city. Toalso have the health data give us hope that things are moving in the right direction. The daily number of people hospitals for suspected covid19, that threshold is 200 patients. Under ithundred at 67 patients. Continuesold at icus to go down. You hundred 26. Percentage of people tested city wide who are testing positive for covid19. The threshold is 17 . The lowest number we have seen, 3 . That is a great sign. We know that the reopening means more people will be close to each other. We need to get it right. We need to stick with it and make sure that we stick with it so we can move onto the next phase. I will do the spanish first. We will get a little creative in our ordering now. A few words in spanish. Spanish] with that, to tell us about the support that the city will provide our businesses, as they get started. We will be handinhand with them to make sure this goes well. Janelle doris. Thank you, sir. In morning, everyone. Before i begin, i want to take a moment to thank the brave men and women who have been on the front lines, helping us to get to this. Go ahead. Handle on a better how many people are coming back this week. What do you have to say to those new yorkers . They are not taking the subway and not going back to the office. What do you say to those people who are afraid and do not feel safe . Mayor de blasio that is an important question. I am looking at vicki and janelle jonnel. I think we will get it in the next few days. Would you agree that in the course of this week, we would be able to hone in on that number . Everybody has to. Ake their own choice this is an unprecedented moment in history. New yorkers are very pragmatic and resilient. They will watch. As they see things working, more people will come out. If they do not see things working out, they will be more cautious. That is understandable. We want people who can work from home to continue working from home. To maximize the chances that they feel comfortable working with mta. We want to see all these other measures move, the free face masks and the personnel taking sure there is not too much crowding. Bus ways. Nes and the all of this is to encourage people to feel safe. If there are more and more trains and buses, people will be able to spread out more. We want today to be a strong start. People will watch. I have talked to a lot of people wantay a lot of people to come back, but they are watching to see how it goes. Know inr, i regards to the subway, i am wondering. You have been pushing for social distancing measures. Do you personally feel comfortable and safe on the subway . Mayor de blasio i intend to. I think it is great that the governor is taking the subway. We think some important work has been done to make subways and buses safe. Mtas decision. I think it would be safe it would be best to have those markers. To show people that they can come back with confidence, i think that approach would make more sense. They do their thing and i respect them. Runs the mta. The important thing is that people are comfortable. [indiscernible] i know you spoke to your staff yesterday. They think you have not done enough. A bigde blasio there is difference between former staff and current staff. We had a good conversation yesterday. I want to hear their concerns and i want us to Work Together. This administration has been doing the work of Police Reform. I do not want people to forget that we had the lowest incarceration since world war ii or that we had 180,000 fewer arrests. Do not forget those foundational changes. We have to do a lot more. Say iho wants to think it will happen in the next day or two. We have work to do. I said to my team, we are going to do that work. He will do it with incredible energy. I think everyone will Work Together to do that. The bus lane is significant, but about one third of what the mta requested. Was it too much . Mayor de blasio i am someone who likes to see progress and celebrate progress, and then continue to make progress. This is a major step. Fact that we have proven likenot think a busway 14th street is now permanent. Five more coming in and it is the beginning of something really positive between the bus ways, select the service all of these have been working. It opens the door to a positive future. We have to give people confidence to come back to mass transit. We will always tell you what we think we can do right now. As we see the opportunity to do more, we will do more. Do we know the other four . Mayor de blasio do you have a press release . Did they give you press releases . Do you have an email . Read here email. Your email. Yes . Do we have any update . [indiscernible] mayor de blasio phase one is the beginning of something new. Everything will be reassessed. That the needis has changed because thank god, more people are healthy and less lives are being lost. We will get to that update. [indiscernible] mayor de blasio ok. How is that affecting phase one . Mayor de blasio i do not think it is. There are stores in the bronx that have a lot of work to do to get back. Plan to getecific support. Some of the Bigger Stores in manhattan were very quick to come back. Macys had very little damage. To deal at that and macys has always been a great partner of the city. And want to make this work they are energetic about it. With a we contained it curfew and other actions, very little impact. We will not let it happen again. Very minimal impact in terms of phase one. Formere are some staffers, but there are also current staffers. What would you say to current feeling like this has been a hard moment, and they are no longer confident that he will take the right direction in the time that is left. Some of those current ones are also marching. Mayor de blasio i do not know who is or who is not. Anyone, if they have a concern, i want to hear it. The entire team wants to hear it. It has been very painful and emotional. There is a lot to address. After six and a half years of making any change, people should have faith about what we can do in the next year and a half. I reach out a hand to anybody who wants to do that Work Together. You will have to project a little more. [indiscernible] we had hearing the same hearing the are same conversation. Done . As on the history of 20062004 on the history of 2006 and 2004, i do not know the specifics of what was done after that. It was not our administration. On the issue of cuddling, i do not want to see it used. I do not want to see it used. We had an unusual set of circumstances. It over and over again. We had a violent element in these protests. Had tens of thousands of peaceful protesters. It creates a very complex situation. We will do things differently, going forward. We now have a different approach going forward. I want the maximum restraint and maximum respect for peaceful protests, but we also have to protect life. No lives lost. , very seriousew injuries. We have toered remember that the job is to get out of a situation without loss of life and without horrible damage to property. There are things that we were trying to accomplish. They still got accomplished. We did not bring in the national guard. We did not use tactics like rubber bullets and tear gas and mounted police. I want to do a lot better, moving forward. The chief, i spoke to him throughout this. Contact with them. We constantly compared notes. Monahan chief monahan did something that i hope will be suspected. The highest ranking uniformed officer and the most Important Police force in america, and he spoke to the protesters and said, none of us condone or can accept what those officers did in minnesota. We are all in this together and we have to bring our city forward, together. They said show us respect and take a knee with us. And he did. For all the things that need to be better, we have to remember the things that went right. This is the first time that you decided to cut the police budget. How much money are you going to reallocate . What exactly will be reduced . What exactly will you put the money towards . Mayor de blasio they will. No, not today. In the next three weeks, in negotiations with city council, we will decide the budget for the city. We are praying that there is action on the stimulus in washington. All of these questions are up in the air. I am not answering today because we will do that as part of negotiations. City council and protesters have called for a one milliondollar cut. Mayor de blasio no. Something substantial . Yes. That will be subject to negotiation. The first thing i want to see it go to is youth programs. Million is not 1 do you think the 1 million is not good for the in my pd . For the nypd. Mayor de blasio i am not going to give you a number today. And commissioner shea has made separate appearances since your announcement yesterday. What have your conversations been like with the commissioner . I can imagine some agencies budgets will be cut. Mayor de blasio the commissioner and i talk all the time. This is someone i have been working closely with since 2014. We have a constant, ongoing dialogue. No commissioners here will want to hear that their budget might be cut. The commissioners said, publicly since then, that if there is one place he would want to see money go, if it came out of the budget , is youth programs. It shows the caliber of the man. He believes in a focus on youth. We have you orienting policing towards the youth. We are going to find a way to address the needs of the youth this summer. We do not have it yet. It is absolutely dependent on the health care situation. I am praying that we come through ok, but the council and the people of the city want to see more for our young people. Now, there is more possibility. I have a question for the doctor. Days ofhad 13 nonsocial distancing, of people coming together. Mayor de blasio continue. You are talking about the protests. It has been 10 days. 10 days is pretty good. Isally the incubation period two or three days before people come down with symptoms. Nobody is getting sick. The numbers are down. Sayr de blasio i want to the commission will give you a more medically insightful answer. Thank god these were outdoor thevities, which changes equation. I am still worried that there might be an impact. Go ahead. Let me start with big picture. Still in a, we are moderate transmission phase. There are still hundreds of people that are newly diagnosed with covid19. , we still need new yorkers to wear face coverings consistently. When individuals are outdoors come they have more flexibility to have more space between them. We want to encourage individuals to continue having the expedient distant. We want to remind new yorkers the importance of using alcoholbased Hand Sanitizer. When we have individuals outdoors and in protests, we need every single one of them to ensure that they continue to wear face coverings. Daily basis, monitor data that comes to us from each of the Emergency Department around the city. Today, we have not seen any significant spikes in the number of people visiting the Emergency Department, but we are paying really close attention to that. Just to build on something the mayor said, in regards to the first phase of the restart, we want to make it clear that it is not listing back to the way things were. Need for them to wear face coverings consistently and use Hand Sanitizer consistently. If they are in individual that falls into the high risk category, we need them to limit their activities. Stay indoors, as much as possible. For those individuals who go outside and have someone at home with a high risk condition, clear adherence to handwashing is what will continue to save lives. The mayor has said at every press conference we have been together that this is new yorkers doing it for new yorkers, and we need them to continue doing that. The mta had asked in part, they were saying with social distancing enforcement. About doingtalked social distancing and reminding people about these things without a Police Presence . Mayor de blasio education and handing out face coverings. We want to work with parents and kids. They have a different approach. They are not there to do enforcement. They are available because cool is not in session. School is not in session. It is not about enforcement. Coverings, free face education and reminding people that if one car is crowded, go to the next. Not communication helps, especially face coverings. We want it to be there for them. Who has not gone . The last two. You and then gloria. [indiscernible] mayor de blasio it is false. I said it multiple times this morning. False. Untrue. I do not know who is planting these rumors, but they are wrong. We have a commissioner and a department that are doing their job, and doing it well. I understand that we need to make more changes in the nypd. That is what i expect to see. Anything being done from outside agencies, i will not comment on that. On nypd will move forward discipline, where appropriate. Charges and a procedure are about to begin for the officers involved in the Lower East Side incident. You heard about the two officers suspended, and there will be a further proceeding with them, internally. The supervising officer, that has been transferred, there will be a further proceeding. Anytime that needs to happen, it will happen. Go ahead, gloria. We heard reports that there were ice agents in brooklyn. Chiefis video of a police saying he was there to help them. What do you know about it . Mayor de blasio i would not let in anents anywhere official capacity in new york city, aside from what they are allowed to do on their own. They are not allowed in our public buildings. If anybody has evidence of it, i need to know about it, but we do not want ice in this city. In the times that they have come trying to get into a city building, they have been told, only if they have a warrant and the government approves it. We have been consistent with that. We know that there have been many lawsuits that the city has to settle. [indiscernible] there was a possibility of a lawsuit over the weekend. That at all . Ng at have you been briefed . Had he been called about problems that people had have you been called about problems that people had daca people had . Mayor de blasio the liability issue, i cannot say anything about that. Here. A perfect storm you cannot leave out of the equation what happened on sunday and monday night, which was just criminality. People stealing from stores and store owners, immigrant store owners. People put their life into building up those stores. Obviously, the goal is to not hold people any longer than absolutely necessary. It is an unusual situation. There was monitoring to make sure the conditions were safe and sanitary. Line is, when we are dealing with an emergency situation, i believe everybody was trying to do their best to process people and get them out. We have to keep the city safe. To finish up, i just want everyone to keep the perspective. This is the first day of the reopening and it was achieved by new yorkers hard work. The hardest place to have a reopening because we were the epicenter. Only because new yorkers went the extra mile did we get here. Lets keep building on it. We have something really big happening now. We are on the playing field, making sure that people get tested. Every new yorker is welcome to get tested for free. If you are positive, the trace core will come in and find out who have been close contacts, making sure that they get support. We will be very aggressive about fighting back the disease to make sure that we can get to phase two, phase three and phase four. Lets take the next big step together.
