Chatter]nible by diane, joined president and ceo of the National Low Income Housing Coalition, to talk about the federal moratorium about to expire on evictions in the u. S. Thank you for being with us this morning. Thank you for having me. Lets start with your organization. What does your group do . Diane it is a Membership Organization about advancing federal policy solutions to ensure low income people have affordable, accessible homes. Host give us an idea how many renters there are in the u. S. Currently. There are about 43 million renter households, over 100 Million People in those households who rent. Ant since the pandemic, idea on evictions. Typically in the u. S. In a month, how many people are evicted from their apartments or home over failure to pay rent . And since the pandemic, how has that problem increased, or has it . Diane the risk of evictions has certainly increased because of the financial fallout as a result. In order to understand the crisis, the eviction crisis we face right now, we need to recognize where we were before coronavirus even came to the country, and the midst of a severe Affordable Housing crisis where we had a shortage of 7 theion homes available to lowest income renters. For every 10 of the lowest income renter households, there were fewer than four apartments affordable and available to them. Because we had such a shortage of homes available to low income about 8there were million extremely low income renter households paying at least half of their income toward their rent each month, and many were paying much more, 60 , 70 , 80 of their income, just to keep a roof over their head. When you have so much limited income and pay so much toward are always one financial emergency away from potentially missing rent, being evicted, and worse case, becoming homeless. For many of these same renters, the coronavirus has been that financial emergency. Aty have lost jobs, hours work, wages. It is hard for them to cobble together what they need to make rent. Host when was the Eviction Moratorium passed in congress and when does it expire . Act, the c. A. R. E. S. Enacted on march 27, included limited federal Eviction Moratoriums. Those moratoriums covered 30 of renters throughout the country. Renters who live in homes directly subsidized by hud, public housing, voucher holders, credit unions, or renters who live in properties where the mortgage is backed by fannie mae or freddie mac. Altogether, that is 30 of renters protected under this federal Eviction Moratorium. In addition, there has been a patchwork of state and local Eviction Moratoriums put in place in the early months of this pandemic that protected more renters from eviction. But all of these Eviction Moratoriums have been expiring rapidly. The federal Eviction Moratorium expired two weeks ago. At that time, starting on july 25, landlords could begin to give notices to evict to their renters, and they must give a 30 day notice to vacate. Closing windowa to protect those renters and those properties. It is toward the end of august when they will literally be pushed out of their homes. The state and local Eviction Moratoriums have also been expiring rapidly. Governorsthere are 24 who have allowed their statewide Eviction Moratorium to expire. States, renters have no protection against being evicted, for reasons related to the pandemic. Host we are talking to the president and ceo of the National Low Income Housing Coalition over the federal moratorium on evictions and its expiration. 202 7488000 is the line to call if you are currently renting your home. If you are a renter, 202 7488000. For those of you who are landlords of any size, work with a Property Management company or whatever, 202 7488001. All others, 202 7488002. Let me ask you about the other side of this, the headline in the Washington Post says President Trump is calling for another moratorium on evictions. Landlords are pushing back. This tweet from a viewer in florida says, does anyone stop to think what the moratorium on eviction rent mean . Where is the money for owners to pay taxes in the mortgage on their property . Diane of course. We need more than one solution here. From the beginning of the pandemic we have been calling for a national, uniform moratorium on all evictions, for the duration of the pandemic. At the very least, the federal government ought to do in the middle of a Public Health emergency is ensure each of us we will not lose our homes in the middle of it. But Eviction Moratoriums on their own are not enough, because they create financial cliffs for renters to fall off of when those moratoriums are lifted, and back rent is owed, and renters are no more able to were athen than they the beginning of the pandemic. Owners cannot maintain properties without rental income coming in. Paired with a national Eviction Moratorium, Congress Must also appropriate at least 100 billion in emergency rental assistance. This will prevent low income renters from being saddled with more debt than they can possibly smallf and allow landlords to have rental money coming in so they can pay bills, maintain properties, hold that essential Housing Stock. We do not want to lose essential Housing Stock as a result of this crisis. Propertiesental governed by state and local regulations . Are there federal regulations and protections in place nationwide . Diane the only protections in place where the moratoriums under the c. A. R. E. S. Act. 30 of renters nationally and those expired two weeks ago. There are still some state and local Eviction Moratoriums in place, but they are also expiring rapidly. Host we have plenty of calls waiting. Our guest, diane yandell. Betty . Cspan, thank you for taking my call. House burned down. I did not have insurance. Having a tough time.
