Amare was only 16 years young wisdom passed, but his was already far beyond his years. Despite being too young to vote, of a w the importance civic duty to hold Public Officials accountable and to be local community. That involvement brought amare he attended when one of my very first town halls question. E with a in my conversations with amare its clear his leadership and were going to take him to big and wonderful places in life. To ne whos lucky enough know amare knew his dreams were big but achievable for someone and determined as him. You just knew amare would find a ay to achieve every single one of them, especially living up to his name and becoming a u. S. He would one day, and have my vote. Beyond his ambition, his family amare as compassionate, empathetic, and driven to serve others. Wanted to spread kindness and joy wherever he went. Mile to be a tra beacon of light and shared his warmth through a big grin. 16 years have left an incredible imprint on the low ountry and his legacy will be found in every heart that amare touched, including mine. Tragic loss with his family, his classmates, and the Massive Community that was know amare and his greatness. I yield back. The chair recognizes the gentleman from pennsylvania, mr. Minutes. R five mr. Joyce mr. Speaker, during Small Business week, i join with my fellow americans in honoring workers, entrepreneurs, and the Small Business community. From farms and factories to and cafes, small hardworking ploy americans and provide important oods and services to their neighbors. In pennsylvania and around the country, Small Businesses are the backbone of our economy, they are the heart of communities. This year they have faced extraordinary challenges. The coronavirus crisis, many Small Businesses following and local ate, mandates have been forced to radically change the way they do even temporarily close their doors. Into jeopardy, Congress Quickly acted to provide targeted relief to workers, and ies, Small Businesses. The the cares act, Paycheck Protection Program was enacted into record time. Unprecedented program served as a vital lifeline to businesses. Small already, the Paycheck Protection Program has saved more than 50 jobs across our country. Or those workers and their families, this policy is personal. Ust last weekend, i stopped by boyers orchard. As i was waiting to buy their apples, i had the opportunity to speak to my ellow penn stater, matt and and , boyer ellen boyer their sons. Like many farms and or charreds, and orchards, they to shut down through no fault of their own. Makehey had the support to ends meet and most importantly, to keep their Hardworking Team the payroll. The boyer family attributes the Paycheck Protection Program with helping them weather the storm, and they even called this quote, a god send. Today, im happy to report that is open and business is booming and the apples are can confirm that they were well worth the wait. Success of ate the the bowyer family, i also recognize there are small still ses that are struggling under the burdensome state and local mandates. Deadline to apply for Paycheck Protection Program support has unfortunately yet, too many businesses remain closed or restricted. Small Business Leaders are wondering how long they can survive. Do not act, if we we risk losing them permanently. Most of our Small Businesses built by hardworking families over generations. Congress will congress let there be their let this their end . Will we allow them to be used as washington . Chips in mr. Speaker, we cannot permit Small Businesses to be wiped out by a virus. Choosing, and for we in Congress Must put politics lifeline to end a the american Small Businesses. Chabot, the teve Top Republican on the house Small Business ka, has intro mall business committee, has introduced commonsense legislation that would reopen the Paycheck Protection Program, free up to 137 billion of extend this , and program until the end of this year. Sense, and i makes encourage every member of congress to support it. Has taught us anything, its to plan for the unexpected. Circumstances beyond our control remain uncertain, ongress has an opportunity now to offer Small Businesses security and most important, we to offer hope to these hardworking americans. S my friend, congressman chabot, said earlier this week, our economy is depending upon Small Businesses, and american Small Businesses are us. Nding on this Small Business week, there are livelihoods that are on the line. Families are counting on us. American workers are counting on us. It is time we deliver for them. Hank you and i yield the remainder of my time. The speaker pro tempore the chair recognizes the gentleman from maryland, mr. Hoyer. Thank the i gentleman. I thank the speaker. Going to make some comments, but i want to just briefly emark about the gentleman from pennsylvanias remarks about the p. P. P. Was, of course, a ipartisan program that was negotiated between mr. Cardin, mr. Rubio, and nydia velazquez, chair of the Small Business committee here, played a role. Icant we passed the heroes act. From four monthsplus passing the heroes act, and the senate has taken no action. One could say, well, the senate hasnt taken action get the votesant of the democrats for a bill we woefully inadequate. I didnt hear the gentleman talking about those people who food lines or the payment who need that f 1,200 and dollars for children. I didnt hear him saying anything about the testing thisilities so we can stop virus. Criticize him from mentioning the chabot bill. Tell my i will friends on the republican side, im hopeful theyll get the pportunity to vote for either an agreement between mr. And in, secretary mnuchin peaker pelosi and schumer and others who choose to participate n the negotiations, but i am very hopeful that we will have either an agreement or a bill we can pass that i hope everybody on this floor votes or, which will deal with the problems i mention, the problems the entleman from challenges the gentleman from pennsylvania mentioned. To of course, the response heroes was, let the states go bankrupt, from the leader in the the republican leader, the states go bankrupt. I dont know if anybody has thoughts if the states go impact it will have on the fight against covid19. Substantial ll be including cities and localities counties. So we have some time to go efore were leaving here, and we have time to address, not nly the challenge that mr. Joyce brings up, but the and enges of families children, of people who are sick. Ll of us ought to be motivated by the fact that 200,000 of our fell died citizens have because of covid19. Im going to speak to that now. Speaker, this week, democrats are coming to the floor to highlight the work the past doing over two years governing for the with , in sharp contrast the way President Trump and republicans have failed the people. And foremost, they have failed our country in responding nadequately to covid19 pandemic. Ow, we started out with ipartisan action, and that was good. Overwhelming bipartisan action, republicans and democrats that was to a crisis killing our people. And then, unfortunately, that process fell apart. Foremost, our colleagues have failed our country in responding inadequately to the covid19 by not having the enate respond to our bill and come to a conference and try to agreement. And in addition, when we tried negotiations, as we times, ully had four they refuse to come to the table. President trump told the American People that miracle, would a disappear. E called criticism of his response to the virus a hoax. More than 200,000 americans have from that hoax. Miracle. Een no criticism of that failure is no hoax. Governments have figured out how to slow the spread of the virus, yet, this keeps failing and keeps contradicting our Health Providers and our experts. Our population, mr. Speaker, if we had the same fatality rate for covid19 as listen, my friends, o this figure if we had the same fatality rate for covid19 11,000 alia, fewer than americans would have died. If we had the same success rate. Same rate as the japan, fewer than 5,000 lost their uld have lives. Yet, our president says weve in led the best of anybody the world. The facts, of course, do not with his conclusions. The democraticled house passed heroes act in may, may 15, in fact. More than four months ago. More than 10,000 americans have months thatthe four republicans mp and defeated the heroes act. In that same period, president criticized n 2011, president obama for playing golf. President trump left the white as 20to play golf as many imes, fiddling while rome burned. Thats eight times per month on average. What did President Trump say in rising bout the fatalities . It is what it is. Irresponsible. How callous and dismissive of peoples pain and how indicative and lack of decency leadership. At the same time, President Trump and congressional working ns have been hard to eliminate access to Affordable Health care for of americans. And remove protections for more han 133 Million People with preexisting conditions. And they say, of course, oh, no, were for preexisting conditions. To get rid of ng the law that gives protection conditions. Ting there are lawsuits to overturn the Affordable Care act comes deadly pandemic worsened by their failures. Four years, President Trump and republicans have been promising a secret plan that they say covers everybody. The president says im going to everybody, lower costs, higher quality. We have seen no such plan in of e years and eight months this presidency. Hats because there is no Republican Health care plan. They tried one early on. It failed. Geted because they couldnt a republican vote. Mccain, who thought it wasnt a real bill. As a matter of fact, the president , who hailed the bill white house, this is the most wonderful thing in the world, two weeks later said it a mean bill. There is overwhelm the unyielding drive to get rid of the Affordable Care act until tens of millions of americans are on their own. 5 someodd votes to repeal the Affordable Care act. No alternative. Have the republicans, even when they were in charge, adopted. As a result of the Trump Administrations republicans hitting pause, the minority leader of this house said, lets wait and see what happens. We have seen whats happened. 110,000 additional people have died. As a result of President Trump and the republicans hitting pause on responding, tens of millions are out of work. Critical support in the form of expanded Unemployment Insurance was allowed to expire in july, and the Unemployment Rate has jump from 4. 7 to 8. 4. The federal defendant has sproketted deaf has skyrocketed as a result of these failures. Druring president obamas last full years in office, it was 585 million, too high . Yes. What is it now . 3. 3 trillion. It was the pandemic. Yes, certainly that is the case. It was the 1. 5 trillion tax cut for the wealthiest in america. It was the pandemic. But it was the failure to respond in an effective way to what the president in january knew was a critically Important Health risk. I told told the American People, dont worry. Its going to go away in a few days. Our health and economy are not the only things under the threat from President Trump and his allies in congress. Our democracy is under threat as well. Even before he was sworn into evidence, the president has shattered the democratic norms that made america strong and stable. As a candidate, he enlisted campaign help from russia. Send me those emails, russia. Brazenly, help me, russia. While in office, of course, he was impeached for soliciting help from ukraine to help his reelection. Numerous Trump Administration Administration Appointees and Campaign Official vs. Been convicted of crimes officials have been convicted of crimes relating to the russian interference in the 2016 election and lying to Law Enforcement. We rationalize that if you an ally of trump, lying to learment Law Enforcement is no problem. Paul manafort, michael flynn. President s refused to die vest himself of his businesses and created massive conflicts of interest. Since 2015 more than 16 million of taxpayer funds have been spent at President Trumps own properties. This is a president for whom the law appears to mean little, for whom democratic norms appear to mean nothing and personal power and enrichment comes first. Not America First as he likes to say. Not for the people. Trump first. Himself above others and the law. Republicans in congress, unfortunately and sadly, have been unwilling to stand up and ay the emperor has no clothes. Mr. Speaker, we have been working every day. We passed hundreds of bills. Minimum wage, youre on your own. Violence against women, youre on your own. Equality for all americans, youre on your own. Voting rights for americans, youre on your own. Sitting unattended, unconsidered on Mitch Mcconnells desk. Mr. Speaker, america is struggling. And what we ought to be doing is working together. I am hopeful as i said in the next five to six days we get either an agreement or a bill passed this house that the senate will pass. Im for either one of those options. But we must take one of them. And i yield back the balance of my time. The speaker pro tempore the chair recognizes the gentleman from minnesota, mr. Stauber, for five minutes. R. Stauber mr. Speaker, i ask unanimous consent to address the house and rise and extend my remarks. The speaker pro tempore without objection, the gentleman from minnesota is recognized. Mr. Stauber mr. Speaker, i rise today to wish happy birthday to rose byuk, who turns 105 on november 2. Rose served as a nurse during world war ii and dedicated much of her life to caring for others. In addition to her work at life stone, she enjoys serving as a mentor to young africanamerican women in the community and volunteers much of her time at organizations like the Duluth Area Chamber of commerce and african womens groups.
