My experience goes back to the early 1970s when i was elected to a Steering Committee and subsequently served on the board of directors as we formed, developed and constructed a water supply that went on to serve some 700 rural residents and farmsteads in the two communities. The first project was from the administration and about ten years later we needed to expand the capacity due to the needs of the water system so we obtained a second loan from them and begin another loan only. Im the ceo of Golden West Telecommunications in south dakota and my remarks today are on behalf of the Broadband Association which represents approximately 850 communitybased providers with advanced Telecommunication Services in the rural parts of the country. We began operations in 1960 and today we provide Broadband Internet service, Cable Television and voice telecommunications services. Serving customers across 24,500 square miles in south dakot soun area larger than the states of maryland, new jersey, connecticut and delaware combined. Weve been in our u. S. Borrowers since the early 1950s and just last week we received approval for the most recent one. Usta Telecom Program stimulated billions of dollars in private Capital Investment and Rural Telecommunications infrastructure around this country. Despite the tremendous success of the Telecom Programs to broadband deployment wouldnt be possible without the universal service fund highcost program as well. The Program Helps carriers meet the Business Case for Network Deployment through the use of private capital and were securing loans from the Security Service and other blunders committed to willing to finance broadband capable plants in Rural America. Unfortunately while the usda programs promote and assess rules were designed to support Robust Networks the highcost budget is not. A hard cap in regard to decode the shortfall is driving the consumer rates higher deterring the broadband investment and even cutting the support for of investments that have already been made. In fact i in the nearly 40 of e u. S. Landmass served by the carriers, and artificially high cost of the chip is now the greatest barrier to the Rural Broadband investment the carrier space and because of this limits tens of thousands of the lower speeds were no broadband at all precisely what recent reforms were intended to alleviate. We are requesting congress to help press for a fix and we urge the fcc to take action as quickly as possible to address the budget shortfall. The permit in process for the deployment across the golden state and owning agencies must also be addressed in any holistic plan to promote and sustain infrastructure investments. The best funded and best planned networks may never deliver fully on their promise if they are caught in regulatory red tape. Robust broadband must be available, affordable and sustainable for Rural America to realize the economic healthcare education and Public Safety benefits that advance the connectivity offers therefore the broadband industry is eager to close the broadband gap by working with congress and the administration on Public Policy that helps to build and sustain broadband in the rural markets. Clearly near and dear to the state of iowa and also to the country i think what is important about this area relative to other testimonials we heard today is this is one that not only impacts security in the Rural Infrastructure but also broad impact on society so it is a case where we can see that it has a strong impact on the Greater Society and i think that is an important thing to always keep front and center. Title ix has an aspirational goal of producing advanced biofuels and this is a wonderful aspirational goal underneath that weve established the concept which would not only produce advanced biofuels but also products of bayoubased chemicals and products into the way the title is constructed as it looks at the challenge of the aspirational goal that includes technological, market challenges and infrastructure challenges and says how do we build overpriced actions underneath it to address those challenges and if it is a very important way to look at the problem but i would argue would suggest there is another way to look at it which is how do we take the advanced via manufacturing and produce renewable chemicals in the products that can actually enable us on the pathway to that grand vision that we have . What do i mean by judiciously. We can develop technologies that in the nearterm can produce renewablnear term can produceres they mature can be leveraged into advanced biofuels. We can develop markets and renewable chemicals doubletime be in place for when we are ready for all of those to make it work. We can do an incremental investment on existing infrastructure to make sure that when we come to the refinery to require a large infrastructure we can lower the hurdle for the capital infrastructure. Its my opinion that if we utilize advanced via manufacturing to produce renewable chemicals what we can do is create successes on the way to the pathway of what we ultimately want in these advanced biofuels.
