We took significant steps to unleash the next generation of wireless connectivity, Broadband Networks and broadcasting. To advance the next generation 5g Wireless Services we voted to make another 1700 megahertz High Frequency spectrum available for terrestrial proximal wireless use. We also streamlined rules for wireless info structure deployment which will help in the way by the networks and services. To advance the next generation broadband we voted to expedite the transition from legacy Copper Network to modern fiber networks. Billions of dollars spent to maintain a fading Copper Network will be freed up to build a highspeed network of tomorrow and that will help bridge the digital divide. To advance the next generation broadcasting we authorized a new television standard on the voluntary marketdriven basis and this will open the door to a substantially improved free over the air Television Broadcast services in the video market place. Of course much more than that. One last thing i cant help but note the best season has started in kansas is number 4 feet kentucky and will certainly improve my mood now that the cheese started to tail off. With that ill open up to the questions you might have. Kyle, i have a question about media ownership. Seems like a big part of the pitch at least on cross ownership is the idea that this could allow synergies and stations goodbye of newspapers that are struggling but it seems like the market has been moving in the opposite direction and a lot of divestitures have split up between publishing and broadcasting assets and what will change . We are simply making a decision as i said at the outset to ensure that our media ownership regulations match the marketplace in which we find ourselves in that marketplace dramatically different than it was in 1925 when that crossownership was put in place. Notably as you will find in the order there is record that the grandfather combination dating back to 1975 produced significantly more local news then do non cross on stations and newspapers and so our hope is Going Forward that especially in small to midsize markets these procompetitive accommodations can create local news that will be of interest to readers Going Forward. [inaudible] my question is once a murder is approved by the fcc how would competitors and voice complaints antitrust complaints if they feel the need to do so . Well, if theres an antitrust complaint there would be typically fielded by either the department of justice or the federal trade commission which shares current jurisdiction and depending on those which entities previously approved the merger i would anticipate that agency would take the lead. Margaret, there have been some reports about a decision and final order coming on a Net Neutrality and restoring internet freedom. I wanted to see if you would comment on the sports and you still intend to finish this proceeding by the end of the year and also more specifically after reviewing the record do you think theres still a need for [inaudible] i will not make any announcements on that front today. Sorry [leftsquarebracket. There has been a lot of you taylor decisions to benefits and there were a couple of crest the hill and eijis in investigate and have you turned over all the information that you think members of Congress Want and can you address generally this idea that youve been specifically tailoring decisions to benefit [inaudible] smart. Elected officials can say anything and some do. In this particular case my record is very clear. Going back to my time is commissioners starting in 2012 and ever since ive had a very consistent view on ownership and media policies. That view is very simple and it starts the proposition that i outlined in the opening of my statement which is the proposition that the media ownership Regulation Company 17 should match the marketplace of presenting. Every single one of our decisions is simply based on that. What are the law and what are the facts, apply the law to the facts and make the appropriate judgment in the best interest of the public. I reject what you have suggest suggested. There is some concern that all customers have to buy new Television Set in five years. You agree with that and if so, should Congress Take action to help people by those new sets or converter boxes . That concern is misplaced. As i pointed out in my statement and after five years do you have to buy a new set or not . In five years, thats a long time and want to see how the standard develops. Over talking about right now is what is the proof of the technical standard. For so far away from that point that to suggest that perhaps hypothetically in five years people might have to get a new device and lets not disprove the technical standard. This is a standard no one would apply to any other segment of mitigation and certainly not Technology Companies that dont have to abide by this mother may i approach here in washington. Hello, mr. Chairman. Two things. One i wanted to clarify the copper to fiber item. The idea behind illuminating this notification requirement is that services that run over the formally Copper Networks that are transitioning would still work just fine and is that right . Crack. Obviously we can go into more detail on this but there are two different categories, i guess you might say, that are in play here. Category one is if there is a change to your service and category two is discontinuing that service. It is in that first category then we are talking about notice under section 251 and the second category were talking about section 214 process and thats the basic [inaudible] that were talking about. You criticized apple for not including an enabling chips in their phones but will you be urging verizon to do so given that there are reports that they purposely blocked radio chips and their manufactures included in the phone. Therefore they just came out. Know im asking for someone else so wireless is not my thing. Im happy to take a look at not sure if there was a story that just came out but i havent seen anything on the issue this week but generally speaking i thank you know my overall philosophy which is that the fcc cannot require these phones or these chips to be activated but my hope is that you cant provide a Service Provider i have to look at the limits of our Legal Authority as a couple to a Service Provider. Back when the fcc voted to reinstate the discount there was some talk that you would look at it again but it would go handinhand and looking at the National Ownership and there may have been mentioned that that would happen by the end of the year and is that still in the works and is that so planned . Hereto i cannot make any announcements about what will be on the next or subsequent open meetings but i will say that obviously we are continuing to abide by that approach which is at the two go handinhand and fcc need to take a look at it holistically as opposed to piecemeal. But it is still in consideration . That is correct. My editor is asking the question so always been it on the editors. [laughter] he doesnt i dont want to identify him but. [laughter] he says we eliminated and eight seems a rather high number and did that include you age and [inaudible] stations in the community and basically they would have to be eight stations independently owned until there would be an approval combination of the two stations . That was the previous world that you cannot own two stations in a market if there were not eight independently owned tv stations. So that included and that is my that is my understanding. One quick one. Ms. Clyburn called it a budget control cap and i thank you called it a budget mechanism in your proposal and i believe she said it was 823 million and i dont know whether that was accurate and she said it would cut the funding by more than half and raises the question with the current level of funding is. You will see and it relates to the item three weeks ago and youll see in the final product which there is no specific number that is included and we simply see comments on what that budget cap should be and again i would refer back to the previous comments of the other universal fun program do have a gap that promotes physical response ability and ensures the integrity of those programs and they are just as important in many ways and we hope that Going Forward we can try to reach a consensus on that. Commissioner clyburn said that in this order now waste the efforts of the Diversity Committee and she also was upset that there is no Data Collection and that these orders are not based on the Data Collection she thanks they should be and can you explain why we are taking the section now without collecting that kind of Demographic Data and i thank you talked about basic rules on Data Collection. Two different points. First, im somewhat amused because the previous majority generally completely rejected my idea for an Incubator Program several years ago and its remarkable the complaint that the process of lisa is now in the difference and secondly, all we are doing and we decided to do in the fight was the original draft and is to decide to establish an Activator Program and we seek to comment on what the contours of that program should be. There is no reason i can think of why the Advisory Committee and number one they would have to study the issue of recommendation before we took the steps to establish the incubator or number two white we would necessary be precluded from working in tandem as the publics input on what they think the Activator Program should be and specifically thats one of the things we have asked them to do and we spoke to peers members and said this is an issue that is foreign to me and you know where i stand on incubator in particular and on broadcast diversity generally and thats why we have Sub Working Group on this issue but we want to you to get to work so please do give us your ideas as soon as you can and as thoroughly as you can. [inaudible] i thought she was trying to the Incubator Program. I could be wrong about that. [inaudible] on the general ownership rules i think all reasonable people those studies this issue will acknowledge that the record is clear here and wellestablished in the Third Circuit itself, commissioner riley pointed out has a firm, for example, the impropriety of the broadcast role for years and always simply do is recommend in fact that the record at this point was full and that the evidence we base our decision on was valid and time to take action and not a time for further delay for the sake of delay. You talk only about how your travels around the country and form the policymaking you do in washington and how many conversations have you had said she became chairman roughly speaking with lifeline suscribers. Several i can think of. I was lead and ask when i met if i asked if they were lifeline suscribers but we had conversations in flagstaff and on the outskirts of reno and a great number of them, i would think. I recently met with a member of a tribe from new mexico into my office and said we need them for structure and we are lucky if we can get to g and part of our reservation and a lot of our younger members in particular are simply left on the wrong side of the divide and we need deployment here and i think it is noticeable that periods tribes from alaska and Washington State and oregon and new mexico and you name it you voice support for proposals that i might add on rural tribal lands that the previous ftc has adopted in 2015 and this is the dean order of the idea that we read about today and i think the only thing has changed here is the identity of the person who is leaving the commission, not so much the validity of the issue itself. The draft item that was released three weeks ago was just a report in order but its been press release and commissioner clyburn mentioned a proposed rulemaking that included that she had about what kind of affect you are having and what Service Providers and i wonder if you could elaborate on is that an expense of the further notice we will have questions on two topics. How can we ensure that our rules are effective and what information we should gather to gauge the effectiveness of the rules. The other part of the concern is how we can ensure that any erroneous blocking can be corrected and we have already encouraged carriers who choose to block to implement a simple process that makes it easy to make those kinds of fractions and we are also asking questions with further notice about how that process can be made more effective. This is a presumptive waiver. The third commissioner mention a couple of changes with its change mentioning privacy . There is an item added regarding privacy. That doesnt create a rule . And then she also mentioned the exception to this simulcast rules or that requirement . You will see when it comes out there was the exception made to the programming rights for the simulcast requirement. Said you cannot get access to the rights for both screens you have to follow the requirement . It does provide flexibility so both of those streams. That is all ive got. You mentioned there will likely be a sequel what do you think has changed specifically to address those concerns in the past . I think the item that you can see it to make the larger point there has been a question regarding the availability and has championed addis is wonderful but to those items actually change and the answer is yes. But it is quite expensive and its why there were concerns that had been addressed so readily that provides an opportunity that hopefully there are a number of things that are percolating item even though those logistics. Have you feel this is done as a whole new rulemaking . 1996 was the original rule provision with very little modifications since then looking at this item and that is where we are now looking at my last dissent we have done all of that. The problem with the last commission i think they ignored the the record and willfully we can succeed to get this over the normal barriers. You mentioned with those spectrum screens and the you could not discuss that but could you explain that . I asked to raise that question if there should be removed. And one did not appreciate that making that into the final cut so often with those to go even though if we agree. Has that topic, began . I imagine it will. I certainly had interest in raising that. So moving forward is having a minimum of a contribution to the of that sort a red line for you . Literally means so far it has to have a budget those other components are incredibly important there is a couple of ideas people have come back with to say absolutely not there is no way to collect cash and then they thought about that that people do by more service is that is an opportunity to calexico there are some ideas putting forward but they have to make the pretty compelling argument play it should move forward.
