To the president ial nomination, it had to the dnc rules and Bylaws Committee which amends party rules to enact changes. Here is a portion of the meeting. [inaudible conversations] we are Getting Started whether you are sitting or not, Commission Members. Thank you very much. We are going to move to amendments that were tabled yesterday. We are going to start in the order they are in the document. The first ones we are going to discuss are in the other section, specifically in reference to number 5, recommendation number 5 which i first ask, if there are no objections i would like to take it off the table for discussion. Seeing no objection, please put this up on the screen. While we are focused on recommendation number 5, because of the work that is done there are some adjustments to recommendation number 4 which was passed yesterday. I ask as we consider number 5, we also consider number 4 adjustments and vote on the combination of the two. We will move forward and highlight the adjustments here. I will read through this quickly. We read every other one so we will read it. Can you scoot me a little to the left on the screen. Okay. I am going to read this. This is the protocol we have used for every other one so we will do that. We are number 4 if you want to refer to your hard copies. We are on page 4. 4 starts on page 4 and moves to page 5, we are focused on page 5 so the adjustments to the language in total with the amendment that is in there but you consider the original version if you are looking at your hard copy. Category 2, members, dnc members, state committeeman and who are not part of category one remain automatic delegates. On the first ballot of the president ial rollcall vote their vote will be proportionally allocated based on the outcome of the primary or caucus of the state that elected them subject to the same thresholds that apply at large delegates. That is the new language. 4 c category 3 officers at large and affiliated members who are not part of category 2 or 3 are automatic delegates. On the first ballot of president ial rollcall votes they are allocated based on National Outcomes of primaries and caucuses as measured by the allocation of pledged delegates for the awarding of atlarge pledge delegates so this is not new language to what was the number 5, new language to number 4 but not something the commission hasnt seen before. I will take a sip of water before i read the rest. Number 5. With respect to the actual mechanism of how these automatic but bound categories would be allocated the commission provides two options for the rules and Bylaws Committee to review and adopt pursuant to the mandate of the Democratic National convention, if the rbc adopt a different mechanism this commission will review to determine whether it constitutes an adoption of commission recommendation. The commission anticipates the deliberations of the rbc in this regard will be consultative in nature with the commission to ensure the joint goals of reform are achieved. In drafting the options the commission considered but did not adopt alternate mechanisms that, while less complicated would substantially increase the number of delegates. For all the purposes the use of the word state shall include the district of columbia and areas abroad. The commission therefore provides mechanisms for first ballot voting for the nomination to review and adopt. Pools vote options, the votes of the category 2 and 3 delegates are defined above, the state party shall announce allocations for category 2 delegates no earlier than the dmc secretary, shall announce allocations within 10 days of the last nominating contest. At the National Convention votes from category 2 and 3 delegates shall be automatically reported by the secretary of the convention at the time of the president ial rollcall vote or entered into the state tally sheet and voted in normal order without describing the votes to any specific delegate. Alternate voting options. No later than 5 days later the president ial preferences of the category 2 delegate and each category 2 delegate must make a preference known within 24 hours. Of the proportion of delegates supporting each candidate match allocation to what they are entitled the state share shall collect written binding president ial preference of each category 2 delegate and submit them to the dnc. Of the proportion for each candidate does not match allegation for what they are entitled they will pool delegates currently supporting a candidate with too many delegates and determine who is willing to change the binding president ial preference to another candidate to that which he or she are entitled and if they agree to change preference to the number needed, the state partys chair shall submit those change preferences for the dnc. If a state share determines a number of delegates supporting abortion only, or candidates with excessive delegates shall pass that willing to support the president ial nomination. Category 2 delegates shall retain all other voting lights. Other than the first round of balloting for the nomination. Following this determination the chair shall collect and transmit the written binding allocation of all category 2 delegate if applicable to the dnc. And the delegates, as applicable and the candidate for which they submitted a binding president ial allocation and allocated similarly to those in category 2 and announce the allocation of category 3 delegates to president ial candidates no later than 5 days after the allocating contest that allocate pledged delegates. If there are insufficient category 3 delegates to fill the position, others will be elevated to president ial preferences. Once the dnc achieved supporters to match the allocations the dnc shall collect the president ial preference and the alternate as applicable. The dnc shall make public the identity of each category 3 delegate and each alternate as applicable and the candidate for which they have a binding president ial preference. If the state chair or dnc determined a sufficient number of delegates, supporting candidates after alternate delegates the state chair, the dnc shall determine bylot respectively supporting the candidate supporting their vote at the National Convention. And voted as and the states. And report a requisite number of proportions required to reach the president ial candidate allocation of category 2 and category 3 delegates. Thank god i read to my kids every night so i can do that. I feel as if when i sign up for something on my phone and a tiny print thing that goes on for pages there should be a little agree button in the corner. It was amazing. We wanted to ensure it was not tiny print but loudly spoken print. That is the amended language before us. Any discussion . The rbc develop a process to address violations of charter and bylaws which any member of the dnc and staff are adhering to the provisions of charter and by laws complaints consistent disagreements that are managerial in nature shall not be heard nor should challenges otherwise provided like challenges to a selection plan, will 21, i missed that word, the regulation of rules and bylaws, challenges to the credentials to a dnc member, article 2 section 10 b of the charter and bylaws. We support creation of an ombudsman counsel to impartially review and address any complaints or recommend improvement. The council should include the designee of the chair, the president of the afc, the cochair of the rules and Bylaws Committee chairs of the regional caucuses or their representatives with the selected to ensure diversity. So that is webpage is it on . So were still on page 14 and it is the old 3c. So this is a replacement okay. This is replacement amendment for 3c which is now on page 14, section this is a replacement amendment. The commission was informed of consent by the level of transparency with the budgetary process of the dnc because kerry described in the bylaws, the budget and finance committee is charged with reviewing the budget assisting developing priorities, reviewing major contracts and evaluating the performance of consultants and senior staff. In addition to ex officio members ceo and cfo of the dnc, the composition of the budget and finance committee should be by election of qualified members allowing for adequate representation of the Party Caucuses and councils and regional caucuses. No person under contract with thewi dnc or any democratic pary Affiliate Organization should serve on the budget finance committee. In the bylaws of the budget and finance committee should provide executive committee for discussion in a closed session its annual report, and this is enclosed, purposes of expenditures and result of expendituresnd and staff. The result of the report and executives Committee Discussion should then be sent to the full dnc membership. We specifically recommend that each election cycle, e. G. President ialal midterm published report on the books of the dncs finances including all major expenditures and vendors be made available. Okay, so this is replacement amendment. Any discussion . G says any and all contracts and expenditures exceeding 100,000 annually most receive prior approval from the dnc chair and officers and or their designees. To ensure the party has annecy resources to conduct a big risk john election effort the dnc is encouraged to take steps to ensure all Democratic Candidates participate in d. C. D fundraisg events and solicit theird own supporters to assist in general election efforts. The dnc state parties and respected president ial campaigns will Work Together to determine the best ways to use resources raised under these agreements. The dnc will also take steps to ensure the state, that state parties fully understand the financial terms of any agreements they enter into. Is there any discussion on j . This could also include trainings and other events that demonstrate a commitment to serving our communities. We, therefore, propose that working with the state chairs, the dnc form a a committee to assess ways to implement direct voter Contact Programs in a targeted, excuse me, in targeted areas and then assessed after twoyear period to impact on particles and electoral performance. Based on this assessment we can then decide whether and how to expand and fund this after two more areas. Any discussiono on this replacement amendment . And after yesterday when we had to table all three, i felt today a sense of relief that we were able to come to agreement on the language, and ito appreciate agn congresswoman fudge and yvette, and elaine and you, madam chair, for coming up with language. I think far from being intrusive, these are committees that actually become empowering of dnc members and leadership to be able to make real decisions to make this a governing body, and i appreciate the fact that my colleagues in support of this and actually were able to come to language to make a real difference i hope in the future of this organization. Were going to move to the final section tabled from yesterday which will take us to page 13 f your trap which is section two, supporting and growing state parties and increasing grassroots participation. We are making an amendment that will add to what you were seeing as formerly be in your section, now correctly. The new c would read as follows. And i was supposed to take that off the table, but anyway, seeing no objection were taken this on the table. The commission recommend to the increase investment in state parties be maintained and possibly expand over the course of this cycle. The Commission Recommends the dnc continue to maintain the 50 state strategy with recommendations for the program and financial goals by the leadersit and members of a a s. That is the last tabled amendment from yesterday. And so we have completed our consideration of the recommendations of the Unity Reform Commission, and we should all clap. Where going to move right now to talk about the rbc process in the next depth of Unity Reform Commission process, and to make sure that we have questions for Commission Members to take. The process we go through from here is that we will, both myself and the vice chair and the staff will go through the reports as amended from today and yesterday, taking thero appropriate grammatical changes dated and consistent with the rest of the report. We will add in the sections that will include the process that weve gone through and how we gain to hear which we work on over the course of the next week and we will transmit to you the Commission Members, and then we will transmit it to the rbc by january 1, 2019. And then that finishes the work of the report that we are required as a commission. From there we are expected to be in loose formation for a time of six months while the rbc takes recommendations of our reports. And that will mean that, and Jim Roosevelt as the chair of the rbc, will go through the process. They will take in their deliberations and how that works, but we will stay as a commission invested in seeing this moving forward, invested in paying attention to when it is being discussed. And we as chairs, and brutal as Commission Members as well as needed to be able to speak
