World but if you spend any time on this campus you know how important the jesuit idealism of services and being men and women for others. So this final panel will look at that a little bit. I was a sophomore in the school of Foreign Service in octobe october 1991 when then governor bill clinton came to georgetown to deliver his new series of new covenant speeches as part of his president ial campaign. It inspired me. Georgetown was electric place and even those College Republicans who didnt vote for governor clinton still thought it was pretty cool to have [inaudible] at the top of the national ticket. Before we get into the meat of todays conversation one of the incredible import one we thought we would give you all just a little glimpse into life at georgetown during the 1992 campaign. In 1990s georgetown was such a vibrant place to be because of the uncertainty and this new world order that everyone was talking about. The cold war had just come to an end in 1989 and the wall fell and the International System seem to be undergoing fundamental change. The economy was hurting and the job prospects for students was will there be jobs for us when we graduate. My freshman year georgetown was in the middle of the gulf war and i remember half of my classmates and i registered for service. In the midst of this comes this very, very young politician, a man out of arkansas but most importantly a son of georgetown. Bill clinton candidacy kind of started off, i think, as a cool thing but eventually ended up electrifying this campus. In the fall of 1991 i was the managing editor of loya and we got word that someone from the state of mississippi would come and give a speech and it turns out that it was not the governor of mississippi but the governor of arkansas and his name was billpe clinton. We simply have to go beyond the competing ideas of the old political establishment. I sat there in the first new covenant speech that he delivered in gaston hall and i wasn amazed. I believe that the only way we can hold this country together and move boldly into the future is to do it together with the new covenant. There was a general generational disconnect and there was a real hunger for some sort of change that didnt get picked up by a lot of the professional Political Class but i think that bill clinton picked up on it. Governor clinton at the time had an energy, a hope that things could be better. Georgetown had tshirts and on the back they said piston head wilson, harvard had jfk and fdr but clinton came from georgetown and that was how we felt. Because he was a son of workshop and because he was educated in the school of Foreign Service georgetown owned him. The idea that la jolla could be elected president was exciting and got students, like myself, interested in it regardless of where they were on the illogical spectrum and i thank you some involvement in the 1992 campaign as a result. Good evening, governor bill clinton hopes for a big win as the polls are clogged with voters. Im gina. Im andy and welcome to the beginning of her coverage of the 92 vote. Election night 1992 was one of those important nights of my life and it changed the life. There were two competing parties. The republicans was a proper repair where is the College Democrats watch party was just around the corner in what was then the campus pub. All of us were watching the election returns and at this moment 40 43 . In their degree of anxiousness. It was getting close and then we saw him break away with some states. When they finally called it the place erupted. Together we can make the country we love everything it was meant to be. I still believe in a place called home. God bless, america. Thank you all. The energy and the exciteme excitement, tears of joy, people jumping up and down and we knew that la jolla would be in the oval office. That you, that energy, that optimism was what inspired so many of us. Bill clinton made politics real for me. And reinvent degraded our students to pursue careers inn c Public Service. Georgetown has always had a sense of mission that in education here could lead to an opportunity to make a difference. I think in some ways all of the steps i took professionally and have taken are traced back to being absolutely fascinated with this guy from hope, arkansas who came to gasohol to give that first new covenant speech. I feel like it was just yesterday. For those of you who have been here for the other panels i apologize, i have to do housekeeping again. As we saidss bill clinton really spoke to me as a student and i think really helped to inspire people and had a real sense of what National Service meant and if you been to any of the other panels today you heard that theme tied in over and over, the sense of service. For this final Panel Discussion without we bring in some people that know a little bit about his style of leadership and his approach to service, not just for himself in the white house and the government but also how we try to inspire all americans to National Service in whatever form that took. So, to introduce our panelists, i would like to invite up catherine, secondyear student at the Mccord School of Public Policy who is from california, from sacramento. Catherine, come on up. Good afternoon everyone. Thank you for joining us at the summit and our panel today. My name is catherine and im a second year master of Public Policy student here at georgetown Mccord School of Public Policy. I got involved in Institute Politics and Public Service my first semester here in the past year ive had the opportunity to work with and learn fromt s practitioners, journalists and policymakers. I also serve on the Advisory Council of the baker center for leader governance. As a future policymaker the experiences with both politics in the baker center have been invaluable in cultivating my leadership skills in teaching me what is required to lead successfully in the public eye. Today we hear from the vision of Public Service from an esteemed group of panelist who were leaders in the Clinton White house. John testa, Service White house chief of staff to president clinton from 1998 through 192,001 where he helped carry out the final policy agendas of the and ministries. Former chair of washington dc basede think tank, in 2008 he served as cochair of president obamasho transition team. He also served as counselor to president obama. His duties there included overseeing Climate Change and energy policy. Most recently he was chair for hillary america. [inaudible] first joined as a small business. He was brought to the white house in 1993 to serve as deputy chief of staff and later as chief of staff. In that role he served as a member of the president s cabinet, is aef city council and the National Economic council. Working with converse at the direction of the president he balance the budget in the first generation. President obama asked him to cochair with former senator alan simpson the National Commission on fiscal responsibility andne reform. Despite partisan commission produced plans to reduce the nations deficit by 4 trillion over the next decade. The plan was supported by a super majority of the commission and bipartisan support. Matt has been with former president clinton since kindergarten and served as president Clinton White house chief of staff from 19931994. While in that rolen he enact a reduction package, the rhythmic and freetrade agreement, family and medical leave law and the welfare reform legislation that enabled more than 6. 8 Million People to move from welfare to work. As counselor to president clinton advised him on a host of international issues. He is currently chairman of the [inaudible] company, and finally, tutti will be our moderator for this discussion. Shes a professor and former dean of the Mccord School of policy which is Renowned Health policy expert conducting research for brookings and currently in the urban institute. She served as possible Deputy Assistant secretary for planning and evaluation at the department of health and Human Services and former president clintons first term. [applause]. Going to tie that boat because we are asked to talk about the president s vision of leadership in Public Service. That clearly applies in the operation of domestic and foreign policy. Throughout the administration and beyond. We know the president s commitment to leadership to not start with the white house. I thought we would start with you. We know bill clinton entered the white house whose governor of arkansas, leader among the nations governors. He took that experience with him when he came to arkansas. So youre with him from the beginning. I dont know what he ran frank kindergarten but im sure theres something. What can you tell us about the goals and expectations that president clinton bough broughto this. Its good to be here at this 25 year reunion. Our older son mark is a joya, feels like a homecoming in that regard. I think its fair to say since i grew up there but i believe that the beginning of president clintons belief in Public Service began at a very early age. His father had been killed tragically in an automobile accident. His mother was attending nursing school. He spent many hours in his grandfather store which had lower income people who are working hard to make ends meet. He saw that firsthand. I think that influenced his feelings a Public Service and how it related to other people. He was a president who could feel your pain. Obviously from that time he had a great education where he moved to. He still talks about his teachers and mentors there. Came to georgetown in his time here was critically important. And then on to oxford as a Rhodes Scholar ntl. I think that really shake his views and values about Public Service and relating to people in such a personal way. He worked hard to broaden that. I think his tenure as governor gave him insight into governing and getting things done. Thats my perspective on it. When you came to the white house to build the government you had to develop the agenda. How did he approach put in the Administration Government together . Washington is not little rock. We will not promote the good and bad. I think that help shake to shaped his view of the world. They think john remembers that he was following the republicans held the white house for 12 years. That was a big change in terms of getting the government place but the change in direction for the country. He also showed that really got 43 of the vote with a thirdparty candidate get 19 . That was a factor. We were able to get the cabinet in place the day after the inaugural. I think he worked in such an engaged way that it was a great strength. But as he outlined in his speeches he had a vision of what he wanted to do as president. And he put that vision forward. As part of putting people first. It was under the themes of opportunity but responsibility and a sense of community. And engagement in the world but he had to be strong at home which meant balancing the budget. As a baby boomer i dont know that we thought a federal budget could be balance. I thought we could slow the growth of it in some good brakes along the way. Without vision and a plan its just kind of folly. President clinton had a plan to put in place specific policies to get things done to govern what i think was the hallmarks of his eight years as president. Is the first democratic president elected since possible. One of the things he did was raise taxes. You had to say that. The truth is, john youll remember well before first Cabinet Meeting at the Governors Mansion in little rock the deficit was considerably larger than governor clinton understood in the campaign. Beverly altered some of the campaign discussions. But he did it and the responsibility courageous way. Worked out for those 22 million jobs. I was in the room when jean had to tell him he is wrong. But he rose to the occasion. And think about balancing the budget your watch. You are involved in getting that through. The balanced budget act of 1997. I move across the aisle and would love to hear from your perspective approach to leadership to that entail and how to get that done. China called me and told me the question she is going to ask me. Is great because i told her i couldnt remember things that happen 25 minutes ago. I said i will make some notes so i could drawn something. I think macros right before return to the budget and with these guys in the team thats here, it was a highlight of my life. I was a young guy from North Carolina no dream at all to be involved in the world of washington. President clinton give me that chance. What i loved about president clinton as i always knew where his true northwest. I knew what he stood for and believed in what he would fight for. He always told us he would fight for this so that to the last dog died. I think dustin know what he was talking about putting on quick. He would only compromise for the not impinge on his priorities. The parties were easy to see. I remember when i came to see mac and i said what you want me to do . And he handed me this book that said put people first. He said he doesnt you know what he wants you to do. That was his bible thats what he believed to when i took the job in the white house i got to see firsthand. I cannot count the number of days he would come over from the east way after we are ready to go to work and have these clubs turnout in various newspapers and write a note on something inside fix this. In a semi on person from kansas or nebraska had a problem and that person would never know that the president of our country cared enough about the want to fix the problem. Thats what he did. I said thats why he left Americorps Program so much. U2 played such a big part of that. He has to say, the Americorps Program a 104. And moderate income kids can get the resources they need to get a College Education to compete and win poets will get us after they graduate they get to do two years of Public Service and will be able to pay that debt back. But the loss of have a level Public Service for the rest of their lives. Hiphop Public Service was contagious. Theres probably a million kids have gone through the program now want to continue to do Public Service just like he did. John, two and a chime in on any of that. Been thinking about it for your own perspective. I think it was that centered administration. He knew he was fighting for. Wanted to help. Through thick and thin when times are good and bad all he cared about was, could he deliver for the people who needed the government to the other side. In some ways is important, vision without a plan. You needed a plan, i remember the the have a plan every year and people would make fun of him because he talked to line. The password go how long is it going to be this year. Fiftyfive minutes, or can he top that. But he thought that was both the operating manual for the administration and promises is making the American People. It was his chance to talk on filter to the public. No media interference, whether at the beginning or at the end, they could tell them what they thought the state of the country or the world was, why he was proposing what he was proposing that was the plan. It was our job to execute that. It was very difficult days there was never any question when he made a reference people dont get when he said long after the rest of us get into the office he wanted to stay up late is a little bit in the morning. So when he got in there he knew what he wanted to do and who he was trying to take care of. He demanded that thats what they needed to Pay Attention to. One of the achievements is the balancing of the budget. Tell us about the. Is the first adult hamster i ever met my life. Commented 230 in the morning and say, what are you doing . So im trying to sleep. Good thing i learned this if i just let him talk you never know i sleeping. As it relates to the budget. [laughter] which is almost always an exciting subject, the president was a fighter. He would fight to the last dog died. For public figures i have met are willing to do the tough things you have to do to end up with the principal compromise. The republicans shut
