Now is the time to wash our hands up altogether. Sir, does the Prime Minister agree that we need to put a pan of tan plan in place to cover in a significant business here so employees, mortgages, rents and benefits will still be paid . Will the treasury consider delaying if need be as is the Prime Minister agree with me . We saw during the devastating floods of 2007 and elsewhere recently. That britain will find the strength,. [inaudible] to pull through. Prepared to support the economy to maintain economic confidence, quite rightly. Point tomi mitigations such as hmrcs, time to pay. Their safety and security is paramount to all of us. I also want to pay tribute to all the medical staff and a strategy broadly has our support. But, a decade of hysteria, means our National Health service is already struggling to cope. Occupancy levels are at 94 . And hundreds of our most Vulnerable People are being treated on trolleys and core doors. What additional funding will our overstretched and underfunded nhs be given to deal with this crisis . Mr. Speaker the honorable gentleman knows the government is put in record funding into, and we pledge we will give them everything they need to cope with the crisis. I think we take advantage of the gentleman in the house if i update the house on where we are with the coronavirus outbreak. As yesterdays plan made clear, we are not, where we need to be yet where we ask large numbers of people to self isolate. But that of course it may come if the people have the symptoms of coronavirus. If they stay at home, the house will understand that they are helping to protect alll of us by slowing the spread of the virus. Thats with the best Scientific Evidence tells us. If they stay home, and if we are getting people to self isolate, they may lose out financially. So i debate the Health Secretary bring forward, as part of our emergency coronavirus legislation, measures to allow the payment ioof statutory sick pay from the very first day you are sick instead of four days under the current rules. When i think that is the right way. Nobody should be penalized, mr. Speaker, for doing the right thing. Mr. Speaker, i think the Prime Minister for that, but i want to ask him a couple of more question on the subject. Is it true, as it has been Police Forces have become so overstretched by coronavirus that 999 response times will have to be extended, and even the investigation into some murders will be have to be halted as a result of this. Mr. Speaker we are not at that stage or anything like that stage yet. Police forces are well able to cope with all types of eventualities as they have long standing arrangements to prepare them for such pressures. Mr. Speaker, under this government there are 2 million workers on low pay. Many of them women in the care sector who are not eligible for statutory sick pay at the present time. The Prime Ministers statement just now is not clear whether it covers them or not. And those on Social Security could face sanctions if they miss appointments, and therefore their families will face terrible hardship. When the Prime Minister brings forth the emergency legislation, will he guarantee that workers rights to sick pay from day one you see is just indicated will apply on statute sick play will apply to all payments and those who are not currently eligible for statutory sick pay. Will therefore have to make a terrible choice between health and hardship. The gentleman is raising a barium fortune point and we are very much aware of the issuee faced by those on zero our contracts. So i would expect some of them will be entitled to statutory sick pay. A great many, others will be entitled to help through the existing system such as universal credit. We are urgently looking at the application process to reflect on the advice on self isolation. I think the members of the public have appreciated the members have come together across the floor to deal with this crisis. And i think it would be Common Ground between us all that we want to do everything we can, to avoid penalizing those who are doing the rightat thing. Mr. Speaker the Prime Ministers not being fair about this. The reality is if you are on universal credit or just put onto it, youve got a five week wait before you get any benefits. Will he be absolutely clear that nobody, nobody will have to choose between health and hardship . Because it is a matter of Public Health concern for everybody. Mr. Speaker our parttimeto Prime Minister. Failed to turn up on monday, failed to turn up monday to answer questions about a breach of the ministerial code. In his own forward to that code, the Prime Minister wrote there must be no bullying no harassment. Will he now commits to an independent investigation into his conduct led by an external lawyer and commit to a date when its findings will be made public . Mr. Speaker, of course there should be an investigation into any allegations of bullying and thats what the cabinet is doing but look, lets remind him since he mentions the home secretary that she is keeping this country safe by putting numbers, she believes in stopping the Early Release of offenders and she is bringing an assistant to tackle our migration process. He would scrap. [inaudible] he believes in getting rid of our security services. And he certainly would not tackle our immigration system mr. Speaker. Ask him whether he will release the findings of an investigation into the home secretarys behavior. I repeat to him, a government cannot be judge and jury over its own conduct. There has to be an independent element to that investigation. Oh good night mr. Speaker further allegations emerge the home secretary repeatedly harassed and humiliated her private secretary while she ran the department for international developments. If this is true, this suggests a shocking andsh unacceptable behavior across three government departments. On each occasion, tens of thousands of pounds of hardearned taxpayer money has been swept up to buy their silence. Was the Prime Minister aware of these allegations . And if he was, why did he appointer . Mr. Speaker, the head secretary is that an outstanding job with if there allegations of course its right that should be properly investigated by the Cabinet Office if that is what is happened. But i take no lessons about bullying mr. Speaker female employees were bullied so badly they left the party and the chancellor still not apologized for a member of our party to be lynched. [background noises] mr. Speaker the Prime Minister said if there are allegations. Is he completely unaware of all of the allegations we made over the last few days . Is he completely unaware of the resignation of a permanent secretary because of his treatment by the homee secretary . Mr. Speaker,e we have a parttime Prime Minister who barely turns up, but is determined to cover up the bullies in his government. There can be one rule for workers across his country and another one for him and his ministers. When he i home secretary has been a krewes of repeated bullying and harassment, leading to hardworking staff attempting suicide by overdose, he gave her his full support. How can the people of this country have faith in a Prime Minister who cant be bothered to turn up and when he does, has no shame in defending bullying in his own government. Mr. Speaker that is a question. [laughter] s failed to stamp out bullying in his own party and actually i am very proud of the record of this government just over the last few days, we have taken back control of our borders we have a new immigration system we put more money into peoples pockets with living wage. We have guaranteed more funding by the increase of minimum funding for the people. We have restored the nurses introduced a bill for record tax boost for nhs and we are delivering broadband to the entire country. To say nothing of the way we are increasing we are getting on with the deliverance of peoples priorities. [cheering] thank you mr. Speaker, my constituent and east barry cares and norma slee with my you agree that the emissions have been reduced by a third of the last ten years and its important in achievement. And will he step out his hear hear i will today tell the first ever cabinet on Climate Change in recognition of this governments revolutionary. Commitments to net zero by 2051 in many ways which the governments leading europe and the world in attacking Climate Change. Zach thank you mr. Speaker and its important in these matters of places we see such as the coronavirus to be appropriate we do stand together. Mr. Speaker the corona virus is causing deep concern. All of us, most have practical leadership in the days, weeks and months ahead. The past few days the Scottish Government and the westminster government have been working closely together to put plans in place to protect all of our people. Yesterday they suggested a Financial Aid be available to assist voc market volatility. Its a financial bridge for markets, because the Prime Minister talus will there be financial risk for all workers and those who rely on benefits that should not risk. I think the honorable gentlemen for the excellent cooperation the administration has given and preparing. E d we are ready to recapitulate we will take every step that we can to ensure businesses are protected. That the colony remain strong and that no one, whether employed or selfemployed, whatever thehe status is is penalized for doing the right thing. If i think the Prime Minister for the answer and i commit my party and the government of scotland to work constructively together. People are ready to vote but there many engine millions of workers worried about the consequences of job security and their families. What i do ask is the Prime Minister get specific data and we will Work Together with the s p and pushing for emergency legislation. But clarification that all workers wayor fully protected and that those payments should be up tol the level of the real living wage. And the legislation to guarantee the staff are self isolated. And the businesses are fully supported. D. That is the leadership that is required in the of the Prime Minister will connect himself to work constructively with all of us to that end. Again, i thank the gentleman from the spirit in which he raises a question, he will have seen from my earlier answer that what we arent day doing are advancing the day on a temporary basis of advancing the day when shoe are eligible for statutory sick pay from the fourth day to the first day. I think that is the right thing and again we will support business, we will make sure we make it, no one should be penalized for doing thee right thing. I am sure my friend the chancellor would be happy to engage further conversations with him about the details of how we propose to do that. Thank you mr. Speaker, tomorrow is a day were men and women around the world will be celebrating our National State and all things cornish. So the patron saint of tin mining but mining is not just something to cornish history. As the Prime Minister where the significant deposits of lithium have been identified which provides the opportunity of leveling up the quality and providing the uk with a domestic supply of this critical mineral . Will the Prime Minister commit himself to enable to make the most of this opportunity in which all cornish men and women. Thank you mr. Speaker is my honorable. Nodes leads the world in technology and its a wonderful line that cornwall isec indeed extensive resources of lithium and we made to have a champion happy. [inaudible] thank you mr. Speaker. Last week historic judgments against expansion, found his governments had a law bikee during the Paris Agreement and ignoring future generations with a drop at the airport policy statement heard will the Prime Minister tell the house today, precisely how many of the governments of us National Policy statement have been effected against the paris climate agreement . Will he commit, right now to his viewing if necessary buying all that have not. I thank you my noble labored lady, you can take it and ensure that we will abide by the judgment to take accounts of the paris on Climate Change. I do not believe for one second that will be delivery of infrastructure revolution across his country. Be if i could speak to mr. Speaker grateful for this governments commitment to 366 to the west midlands. My friend reaffirms, the labor sent. [inaudible] [inaudible] so is for site loosely why my home secretaries working so hard to recruit 20000 more Police Officers to enhance stop and search powers, and that is why we set our sights to buildt more prisons and keep sexual offenders in prison for longer. Mr. Speaker im delighted for his lobbying and receiving a lot of 366 Police Officers. In the interest of Public Safety the government has emergency to rush throughof legislation to reassure they serve their full sentences. Given these smaller conviction rate and far more substantial rate as we are planning for those convicted of sexual offenses will the Prime Minister commit to a wider sentencing so that community can rest assured offenders who have a threat to children and women are keeping their full sentences to make sure their rehabilitation customer. I congratulate the honorable ladyrv with what she has just said which may have become a bombshell this of our colleagues but she is entirely right. That is what we are doing as i have said in my earlier answers. Mr. Speaker i could ask my honorable friend if he commits to make sure they benefit from the government ambition to unite the level across this fantastic country . Can indeed mr. Speaker and that is why, we are supporting the sublime and connecting amongst many other benefits that we aret going to bring the people. I thank you for your support. We are going to repay the trust and confidence of those people by investing. Mr. Speaker, has 8000 in the north and northeast. He has research with the five was delayed and universal credit. Ensures many families amongst huge red before receiving anything on her trapped in debt for years. 72 of their penance are universal credit and significant rent with half of them technically destitute. The Prime Minister says rook engine its the root of poverty only if there are jobs that are full paying permanent and decently paid. When the Prime Minister going to stop this deliberately policy of inflicting impoverishment and destitution on tenants of the commonwealth and further expect landlords in the northeast . Mr. Speaker im happy to speak to the universal credit is available from day one and i speak firmly on my belief. The best way out of poverty is not benefithe but work and its what we have achieved with this government is record low unemployment and record and wages are now rising. They dont want to hear mr. Speaker but the wages are now rising for them as well. Mr. Speaker, last thursday at the dead of night, the Prime Minister made a secret visit to the hospital. So known easier on terrazas is not a social call. He listened to the patient to listen to staff and a lit left at 3 30 a. M. Mr. Speaker, one patient said i thought boris was a bit of a dot a bloke who doesnt really know whats going on. But he was a lovely bloke, and in caring for all of the patients. Prime minister, what did you learn from your visit . I learned what a wonderful they are and i just want to say the foundation will receive 3. 7 Million Pounds each for a full redevelopment in addition to the 46 million that we are now putting into their urgent care. This is the part of dhs and peoples priorities. Thank you mr. Speaker. For the purpose of clarity, if their allegations a home secretary breached the code that establishes conduct so below that of an expected mr. , anyway and on any occasion, can the Prime Minister confirm that she would be expected to resign or be removed from office . I return to the point i made earlier in the home secretaries doing an outstanding job. Delivering change, putting people on the street cutting crime, and deliveringpo a new immigration system. And i am sticking by her. Thank you mr. Speaker, have i not heads in my constituency. Its clear the a e is a faithful servant. And does the Prime Minister agree with me that any unit, medium sign hospitals are essential for the future delivery of care in our nhs . Mr. Speaker the Health Secretary my all right honorable friend that yes, were certainly staying open and i thank you for the point she makes. Resignation of an experienced Civil Servants know not of an government aid. With this government it seems theres allegations of bullying or just being incompetent gets you promoted. Where standing up to it, you lose yourr job. What does this say about this Prime Minister . Mr. Speaker i loathe the bullying im not taking any lessons from a party who has presided over systematic bullying and discrimination against those who stick up for the Jewish Community and f
