Harris, california democrat and cory booker, new jersey senator. They are scheduled to appear with the former vp tonight as this rally, get out to vote rally, under way in front of tomorrows primary election in michigan paid michigan 125 delegates for the democratic nomination for coverage continuing our 2020 Campaign Coverage continues here on cspan2 and we will have this for you when it gets started. In the meantime, lets go to todays washington journal in a look at the week ahead here in washington. On mondays on washington journal we like to take a look at the week ahead in washington and to do that this week were joined by daniel, senior political political reporter with the guardian. Senate reporter, steve dennis. Now that that 8. 3 emergency supplemental has passed and the money is out its way of the door what tools does congress have left in its toolbox to respond to the coronavirus . What should we look for this week on that front . Guest democrats are talking about a sort of things they want to get done with everything from paid sick leave for workers with workers do not have paid sick leave and there is assorted other things that they want including making sure that testing is free and that treatments are affordable and that sort of thing. It wille be interesting to seef they get this on the floor this week because theres a lot of other things going on this week but with markets plunging this morning and the futures you might hear more and more talk of them doing a stimulus. The last time we had this kind of market shock was 2008 and remember what happens then . There were emergency things that nancy pelosi and george bush worked out back then things like tax cuts and theres already been talk about that in the administration and theres been some talk about that on capitol hill but even just a few days ago i spoke to the Chuck Grassley and are you considering considering a payroll tax cut and he said not yet. I think there will be talk this week about that and congress own security. Se you have two members of congress who are not showing up this week and ted cruz saying hes going to self quarantine in texas this week so he wont be here voting and congress is supposed to be here this week and out next week and then come back for a the weeks. The real question is if they will continue their normal schedule and their normal routine. If you think about it members of the senate they are the target demographic for people who shouldnt be on airplanes. They are older folks and some of them do have underlying conditions and go to 435 different districts to fly back and forth each week and then riey come to a building where millions of americans come every year so right now there have been no major cages to the schedules. No hearings and both are scheduled to go along as usual there are some potential tough decisions that have to be made. Host on that potential stimulus how much do expect to hear more about that this week especially considering what happened to markets overnight and where they could be opening today . Guest its hard for congress to f act really quickly buried t usually takes some time and last week i talked to the chairman appropriations committee, richard shelby, about the possibility of a stimulus package considering the shock to the economy of the potential shock to the economy and he said there had not been a lot of talk about that but if it were up to him something on infrastructure would make sense. Congress has been negotiating info structure package often on for years without a whole lot of success but the big problem they had is how to pay for it. Right now we have the lowest Interest Rates weve ever had under 1 of a 30 year bond and its the kind of thing you could get done potentially but when you negotiate who gets what project and how much to spend that is not something you will get done this week but you could get talk about that sort of. Thing. Host the coronavirus and the campaign trail, impacts on candidate events this week and what are you hearing about the state in a super tuesday two states guest it is hard to tell about impacts on the schedule only because right now o therea mad dash to recalibrate for michigan in the primary they are which is must m win for Bernie Sanders and a lot of the strategies i talk to say that it is in joe biden has the advantage but it is unusual for Something Like coronavirus or a disease or Something Like that to become a trending topic within any campaign but that is exactly what we are seeing righ now. If such a prevailing issue that it is eclipsing other topics like i guess you would say the economy or the democratco primay and how to be t beat trump. He this is now becoming the number one issue and campaign trail. Host is it too soon to know abouthe the impact last week on super tuesday in terms of turnout and anecdotal stories of people not going to the polls because of avoiding crowded guest no, i think a week ago the feeling was coronavirus is a little more contained than it is now and the longer it goes on the more it will be fear and probably affect turnout in these upcoming contacts. What a difference a week can make. You said must win in michigan for Bernie Sanders why . Guest in 2016 this is a state that bernie one and it really reinvigorated his campaign at a point that even he himself did not think he would win the state and was told by his wife jane he was surprised. This time around he it seems that biden has gained or continues to Gain Momentum within the Democratic Party and theres a question over whether the folks who voted for sanders in 2016 were really just voting against Hillary Clinton or for sanders. Host lets get the numbers out for to call in. Thats right we had an hourlong roundtable here to talk about the week ahead in washington with steve dennis with bloomberg, Daniel Strauss with the guardian this morning. Phone numbers if you want to join the, gratian, democrats 202 7488000, republicans 202 7488001 and independence 202 7488002 people are calling in and Washington Holding their primaries this week. Only one of those states is also Holding Congressional primaries tomorrow and i believe thats mississippi where the storylines we should watch on the congressional fund. Guest that is a good question. Frankly ive been focused on ive not been paying too much attention to mississippi during super tuesday there was but a good store land lines with alabama, Jeff Sessions and out on off in a couple of weeks but President Trump going after Jeff Sessions in the middle of the coronavirus. He had extra time to take a sh shot. Host Daniel Strauss, where there are surprises on the congressional front and anything we should be looking up this week or next . Guest i stronglye encourage anyone following the campaign ran out to Pay Attention to black turnout. Statewide states like mississippi is where black turnout is hoping that they can maintain that momentum through the next few contacts. In mississippi like alabamais te black vote is the centerpiece of the democratic electorate there and for Something LikeBernie Sanders versus joe biden that is key. At the same timero i would strongly encourage folks to Pay Attention to Bernie Sanders and the mayor i cant im sorry, who is arriving in the Democratic Partyic, mayor jacksn and he decided to endorse Bernie Sanders and the importance here is that the mayor rose to prominence within the state with support from Bernie Sanders constellation from outside groups and is now repaying them. Not every candidate right now on the ballot is doing that. In that is an important thing to watch with the context to have. Cory booker just after 7 00 oclock announced his endorsement of the former Vice President and will that make a difference or big difference this week. Guest theres been a pylon of endorsement for former Vice President joe biden so at this point its hard to tell the imprint of that but it adds to the growing support that Vice President biden gets right now. Host go ahead. Guest Elizabeth Warren did not endorse Bernie Sanders read someone who is naturally i understand but when the other team this is a fight for number one, not number two and the other team is getting a lot of endorsements from other candidates who have dropped out and bernie is not in the one person who is most aligned with some of his policies is not endorsing and there is no indication he will do it in the next couple of days these contexts are as dennis was talking about michigan is a must win for hes Jesse Jackson senior i guess endorsing and he won a mission primary and thats not a big deal back then but maybe is there a reason why we are hearing those endorsements come out now from the biden camp. Guest yeah, hes putting this team of rivals approach. Little slivers of the democratic electorate and establishment and then with the coronavirus monopolizing coverage it will be hard to change that dynamic if you are Bernie Sanders. Hes really got to get on the ground of its. If the strength of his campaign and he has a Great Network of people on the ground and they will have to pull through for him. Host fortyfive minutes left and a lot of callers to get to but we will start working our way through pretty become a republican, louisiana, you are up first, go ahead. Caller yes, thank you for taking my call. I would just like to say that it seems like america is being impacted by stuff right now. They need to take into consideration the coronavirus and it seems strange to me that the Democratic Party made a comment about how trump would lose the coronavirus and maybe in the next week we start hearing about the coronavirus rising in america. As far as the Democratic Party is concerned god is not going to bless america as long as you have a party that has been careening abortion, murdering children and sanction that is against who is producing people on the earth and that would be the marriage of same sex couples. Host bobby in louisiana. The Media Coverage of the coronavirus the collar brings up this editorial cartoon in usa today the pollster asking the residents who do you think has the best chance to beat donald trump in the 2020 election . Biden or bernie and they are answering the coronavirus. Guest look, right now its a pressing problem for the Trump Administration. More so than paying attention to the campaign trail. We are seeing markets baffled and a growing sense of fear among americans about this virus. I guess you would say this is more pressing concern right now then trying to spoil the democratic primaryde. Guest you also have the president s probably his chief calling card at three and half and another good job support and the last job support is based on early february before people started going to cosco and taking out all the toilet paper because they were worried that wed be stuck in their homes for weeks. The market is tanking and if it continues to take the wind up with a recessione history is nt great for president s who are running for reelection in the middle ofes a recession, whether its his fault or not or whether we could have done something to fairly or not it becomes an overhang and you also have turmoil at the white house. A new chief of staff and the last chief of staff was at the seatback conference saying this was a media creation going after mtrump of with the coronavirus. He is no longer the chief of staff and now we have people who attended seatback like ted cruz who will not be coming to congress this week because they are self quarantining. Ted cruz is not a liberal media creation. Hes a conservative republican. Host wouldnt you expect we would hear from mark meadows and his first comment on this in the administration . Guest i talk about a heck of a first as the new chief of staff for President Trump you show up in the markets are tanking, bond yields are the lowest theyve ever been by far overnight and oil prices dropped 31 yesterday and youve got gas price war between saudi arabia and russia that is imprecations for their oil and no one wants to buy oil airplane ticket so the touristy industry is under stress so there are no great options and there are two options but other than to fight against this virus and even then theres been some pickups getting testing kits out there and one of the reasons people just dont know how bad it is or not is we have not been able to test everybody. Weve not been able to test that the tests out there and done them quickly enough. Thats a concern everyday and theres another closeddoor briefing to say i wish they had done this three weeks agogo. This will continue to be an issue and its something mark meadows at least they get to say ive got a mess on my hands and i got to clean it up. Host mary out of annapolis, maryland, democratic, good morning. Caller yes, hello. Good morning. I wanted to find out no one has talked about the application of the administration and the gop with a guard to the aca and how they had started pulling down, defunding, creating issues with regard toh communities around te country and no one has talked about that impact and it possibly closing so could you tell me about what has been done to ramp up, if anything, those communities that a been defund defunded. Guest i could talk about that. This 8 milliondollar package does include abouthi a billion dollars for state and local response efforts and there is money in there for Community Health centers which were bolstered by the affordable healthcare act. They are still is a dispute over funding for vaccines and treatment for people. That is something that will come further down the line. S you know, its true that the administration is trying to overturn most of, at least a large chunk of the Affordable Care act in court, that would include a lot of protections that are in the law now that you would have to replace and theres no action on capitol hill too replace those things. The of those things the democrats have been pointing out this past week is if you have an Affordable Care plan Preventive Care is generally free and things like vaccination so that is something theyve been talking about but then theres people still without coverage but millions and millions of people. Will they get free vaccines or will those vaccines be to axons for them . M . Will they be able to get other treatments . If they go to hospital to get a test will they be charged thousands of dollars for a test and these are all things that they are trying or putting funding in this bill but a billion dollars sounds like a lot of money and we spend trillions on healthcare each year and there is a really small amount when you think about it that way. Host talk about epa and the campaign and try to get more numbers and i did want to note this from the Washington Post story today on local Health Agencies and funding cuts over the years that the caller talked about in Global PublicHealth Agencies have lost a corner of the workforce since 2008, cut of 60000 workers according to the National Association of Health Officials from agencies main source of federal funding the center for Disease Control has been cut 30 back in 2003 and the Trump Administration has proposed cutting that even deeper when it comes to Community Health centers i should note that in the next segment we have the chief medical officer of the National Association of Community Health but will you take aca on the campaign trail and what does it mean for the campaign . Probably thes is longest trending debate within the democratic primary which is what to do about the aca. The more moderate candidates, joe biden, amy klobuchar, a few others have all argued for a sickly building and reinforcement the aca but the sort of involved policy prescription right now is medicare for all on a complete, even bigger overhaul of the American Healthcare system then in during president Obamas Administration and that has not gone away. Right now former Vice President joe biden is sort of the standard bearer for the more moderate approach of the enforcing aca and is partially because hes tried to tie himself so closely to president obama and the obamara administration paid on the other side Bernie Sanders is the most liberal candidate in this field at any point in time in the 2020 race has argued for medicaid for all and is gigantic overhaul of the Healthcare System. As this race shrinks down to two candidates i think there will be a trending debate topic Going Forward. Host the next debate is guest that will be in arizona. Host on sunday. Guest yes. Host t
