And stockton mayor. I will say a few more words about them in a minute. But he really wanted to start by saying that we are gathering at a time where all as a country, and in particular, leading us as we go through a moment of deep pain and anguish for so many americans. That has come to the floor the last few weeks that it is a product of years and decades and really even centuries of any cool and unfair treatment. The murders of george floyd, breonna taylor, Ahmaud Arbery and many other black americans have shed a harsh light on the systemic racism that is pervasive in our country. People are not safe here. Now when they got their jobs are going to church, not even when they stay in our own homes. And they are too often killed at the hand of place. Black people. Right now our country is suffering of two abuses. One of them, medical professionals are working aroundtheclock theres a global effort to become a common entity. And still so many people are suffering. And dying. And for the other its a disease that has remodeled our country since birth and soccer. We have had decades in which we have really ignored as black citizens. Our mayor joining us today. They are really the frontlines tackling these diseases. Both of these challenges they are truly leading in a time where at the national level. We are really fortunate to have these people here who are able to develop Real Solutions freedom really thrilled all four of them have been working at the forefront of better relations, developing policing systems for the entire community. Not just really a reform of the system. With that, i really want to get started. The reintroduction. Well have a conversation about the risk and events as well as coronavirus. As i said, they are leading in those areas. First, we have newark mayor prior to being elected in 2014 he served on counsel. Principal of high school from 2007 2013. In its letter mayor, january 2018, and previously served sikhism number and a third panelist is phoenix mayor, office in march of 2019, prior to serving as mayor she served on the phoenix city council. And forth panelist is boston mayor and who became mayor in 2017 and is the youngest citys youngest mayor the first africanamerican mayor prior to serving as mayor city councilmember. And again, really grateful for our mayors press to spinning. For each of the panelist, i would really like to start with is to ask you how you have experienced the last several weeks. She said last two weeks. As you were dealing with the continuing health crisis, and the protests around the Police Brutality and racism. Uses mayors, really seen your role really have you tried it to leave. And what has been your thoughts. Can you hear me. I can hear you now. I am going in and out money to can hear you now. I only heard part of the question but i think it was about the last two weeks. How have you dealt with the last two weeks. And addressing Police Brutality and the coronavirus. To last two weeks have been extraordinary for so many of us across this country. This is like nothing i have ever experienced in my lifetime. Only when i have seen in history books. And i think that is the and we are in this incredible moment and movement in our nation. And i assume that it is very similar to that of the Civil Rights Movement. This is happening and being amplified and even in the Civil Rights Movement was aspirated social media and our ability to access information. And because we have this ability to instantly see, it gives is really an equal responsibility in so many ways to equally react and respond to what people are calling us to do in our communities. So when president obama said out the call across this nation to convene entities and task force to take a look at our police force in our communities, we then it immediately. We had our first meeting yesterday with an Advisory Council is going to look at her support policies innercity and what i anticipate is out of that we will probably be even more commissioned to look at all of our policies across the city. In terms of how we are interacting with their communities not just as it relates to policing, but even how we are allocating our dollars net community. We know is that we either pay on the frontend or backend. If we are over policing our communities, they were going to have a heightened response from our community. So just as the Obama Biden Administration left us, 21st century policing, that we create meaningful and honest and legitimate relationships with our community so that we can work as partners in i think its incumbent upon us to work despite the leadership that we now have in place in the white house. First thank you for having me. I want to say hello to the mayors. Also echoes some of those sentiments. The difficult few months. Not weeks but few months. Chris here. Basically nro 24 people safe and alive, without any real direction or support in the way that we needed, we have to be creative as possible to make sure our books are actually doing with the gun to protect their families. We had a specific call in a heightened responsibility, not only to secure people but also to provide sympathy and empathy and care. Emotional intelligence for the people of this community. White supremacy and racism, somebody is trying to get her attention. If there paying attention now. There really not on this planet. Somebodys trying to get attention, the only iniquity because of coven, they have murdered is oliver national tv. Its on the first time the Police Officer killed black men. We think that the heinous nature of it created that affect the people so fed up the turning point. Its time for us to do something about it. So where are trying to create opportunities to seek justice and equality and democracy at the same time trying to keep you safe and equal. A healthy. Im concerned emily concerned the sometimes at this moment, people seem to focus on doing the same thing we are and how to use the use of force policy anyway. So we did all of those things with money and more money i should say for the bias provisions in social work, trauma care and all those things to help reduce the virus. We are praying and we are moving. It has been quite a two weeks here with been having situations with the relationship between the Police Department our community. This week, the city of phoenix and passed a budget in may, and passage different budget on a bipartisan basis. The big new expenditure was an office of accountability and transparency for the Police Department. I dont know if that wouldve been possible a month ago that we are on a bipartisan basis at something were going to take seriously is the largest new expenditure of what the Police Department is looking at use of force alongside our community. Has already made just this week significant changes and that will continue. It certainly is an issue thats been at the forefront my entire time as mayor. Im a fairly new mayor elected in 2019. Is been an eventful time but nothing like the last two weeks. What gives me hope is we been having these conversations in phoenix for quite a while but has become much broader conversation. Now i have leaders of the Business Committee reaching out saying what can we do . What can we do to fight racism. Those are conversations we did not have as often as we needed to before. Ive you look at the peaceful protests in the city of phoenix it is our whole community its all ages and backgrounds. That gives me the confidence to say this community will support our elected officials and partner with our elected officials as we make real change. These conversations happen as we recover we are not recovering we have hit so many of the records you do not want to be heading for covid19. For my prospectively open too much too early, our hospitals are struggling we just activated the emergency plan for hospitals this week. Were setting all sorts of records of the type you do not want to have. One thing i do blue and to clarify they believe it is not a result of the protests. There certainly some cases spreading. If you look at where covid is increasing in our community, it really correlates with the lifting of the stayathome order and some challenges we are having with our longterm care facilities and anywhere people are living closely together. I come to you as a mayor with the Healthcare System that is stressed right now. I am really worried about the virus and its impact on the community. Thank you mayor. How was the last two weeks been for you . And then im going to get into the particular areas of leadership youve all shown on criminal justice and systemic racial issues. First, i want to say i love you to all the mayors on here. It has been a difficult year for sure. Especially the last couple of months. Their most interesting for me in the past two weeks from several months was whats been brought to the service is ubiquitous and treated as normal. Their structural violence lead to people of color, black folks being essential workers in have that morbidity that theyre more likely to die and then you couple that with the george floyd issue. The last few weeks ive been struggling with the reconciling arm a father of a 6monthold black son as a mayor of a city whos in charge of working with the Police Department. Twentynine euro black man whose entire gold hood freshman year of college, troy davis, and others of their purchasing Michael Brown is a bit of fatigue as well and i know we are in the formative years of history this is a moment in time but it seems like others are inspired and globalized. Weve got 15000 people marching in amsterdam with the Democratic Caucus coming out with police and reforms they know are taking the issue seriously for the past several years so we have relationships with folks who are protesting, relationships with those who have been working with the police last year would lead the state and opportunities. To answer your question the last couple of weeks have been very, very difficult and researching for the right words and the right actions its the seriousness of this moment but capitalize the opportunity that the mayor said to do the things needing more help. At like to follow up on that last point. You had a big reduction some critical statistics. Could you really share with us what the change in policies have been . And what results you have seen . Theres honestly multiple models we have couple models of police systems. One that works more with the community and ones that have been working on top of the community to police the Community Versus serving the community. I think one of the things that gets lost is the Actual Service model has been more effective across the board. Thats a great example of that i love it if you could share these reforms even implementing. But if you could talk about the experience and the statistics, the statistical changes and what that means in peoples lives . Absolutely. I am glad to have a progressive forward thinking police chief who is aye man and a Police Officer for the last 29 years but before there were hashtags, my first moment is the first year police chief was to figure out a way to transform in this community. So a lot of things you wait for the change we put body cameras on our in 2014 we are part of the National Trust initiative that was to force tough conversations with the police chief for the past four years as has an opendoor policy for anyone who has ever had an abuse report incident whether its justified or during his time he meets with the family and listens. He apologizes for the atrocities that are committed by the Police Department in the past. Talks about in the 30s, there is a thriving neighborhood in the Foothills Community and apologize for that. He went to churches and said i understand the start with race patrols. And they were used to stop civil rights into watch lynchings i think those things have moved the needle along ways sprayed there will always be distressed but at least he gets it and he had guess theres work to do. On the policy side, and 2014 oliver officers have been trained not just one time but ongoing on procedures and bias. In fact our officers are not perfect but they go train other Police Departments to mean whats it mean to be procedurally just and people have issues with the law if they have issues with the enforcement of the law equally. And to be a Police Officer you have to be just your treating everyone the same. I think its just a work in progress we have Community Members who have been victims of Police Brutality. Also bunch of tough conversations for the last things i would say is in 2016 myself and the police chief have been in use in saying cops cant be everything. The issue is we want them to be social workers, jobs, therapist, clinicians, lets put on lets hire more social workers because anytime you expect one person one entity did not trying to do all the things youre also going to be frustrated youre always going to be upset youre always going to be angry because they are not designed to do that work. Part of the School District and county butter costs are not the only work first responders. What numbers have you seen decline . s estate in decline of forest shootings, but also been a 40 reduction in homicide and gun violence thats been the same for the past two years and might be even lower this year which is incredible because historically it has been doubled the average in homicides that we have become a Safer Community while also being a more comic to your point policing as a Public Service focusing on actual threats to life and thats gone a long way. And i just wanted to ask you, mayor atlanta is a big city that is also had newer reforms and better relations than other big cities. What are the ways you are thinking of changing Going Forward . And like to talk to the changes you made bit any changes you are thinking about Going Forward. There is been a big debate about moving some activities that are done by a Police Related to Mental Health and Substance Abuse in this those are Police Problems is to ask or try to address those problems on a non Police PublicHealth Perspective or other perspective. I would love you to talk about your experience, how you see policing Going Forward. First moment to thank you for convening this panel. Listening to the other mayors i know there is so much we can learn a pickup from each other. So im making sure that i am taking notes and doing some followup as well. This is as much about educating me as it is for the public. I appreciate that. In atlanta we began looking at reforms several years ago. It has taken different forms. Part of what we are doing in our city, we allow inmates who are transitioning out of the state prison system to go out during the day, work as part of our workforce on our watershed department, public works department, transitioned into fulltime jobs from they are done with their sentences they can go into a fulltime job with benefits. It has been so heartwarming to have conversations with many of the men who are in this program and to hear them relay how meaningful it is for them and their families. Part of my background is my father was incarcerated at some point. I know how devastating that can be on families. But the other thing we are doing what this means if you get stop her broken tail light, if you had 200 in your pocket you could pay it in an hour to be back on the street. If you didnt have it you could still in the jail for weeks or months at a time pride we ended that we ended our relationship with ice made a contract worth millions of dollars a year to house ice detainees. We ended that during the family separation crisis. We allow that opportunity to reimagine with this 400,000 plus square foot physical jail system facility could be from how we couldnt navigate from mass incarceration to a model of equity, health and wellness with the physical place in our community that people could come to. With this years budget, kobe moved over 60 of our corrections budget. We are passing a budget in the next week or so. We had moved our corrections budget over into the Mayors Office with constituent services that we could use his money towards incarceration to put it into that help improve our community. Whether it does simple as sending people out to help pick up trash in the community or something more something a bit more robust. Other programmatic things in our community. It really is about reimagining how we interact with our communities. Going forward we see is mayor tubb said, our Police Department is far from perfect. But there are some great things happening in terms of interaction with the Police Officers, with our kids. We have a youth center in atlanta we are in the process of building two more. Part of the requirements and that center as our Police Recruits go and weakly, they spent time with her kids, they are working alongside our kids to helping mentor our kids. They are learning just as much from her kids as our kids are learning from them to create impactful relationships. The list goes on.
