I want to thank you and your staff for working with us on this hearing which will focus on communities relevant, Financial Institutions, how specifically they can promote Housing Development and Economic Opportunity. We both believe everyone in this country should have the freedom and opportunity to build the lives they want, this is the American Dream. An essential Building Block for fulfilling this dream is people have access to capital, lending, and resources so that they can purchase a home or build a Small Business or get an education. We know that not everyone has access to capital and Financial Services and this inequity drives big gaps or disparities in opportunity and wealth which we see in our country. Communities of color and Indigenous People and rural areas often dont have the same access to capital, and that holds everybody back. According to the federal reserve, atypical black familys net worth is 15 of a typical white family. On average, the net worth of a hispanic family is 19 of a white familys network. Theres less Data Available on the net worth of native families, but a recent analysis found in one sample, a median family had a net worth 32 times lower that of a median white family. That analysis found home equity is a smaller portion of a native familys wealth in part because of the difficulties native families face in getting mortgages. If you think of Rural Communities, the Pew Research Center data shows that Rural Counties are 50 more likely than urban counties to have high rates of concentrated poverty and twice the rate of concentrated poverty compared to suburban counties. It is clear that we have a lot of work to do to address these disparities, these challenges. Today, im very excited. We have the opportunity to hear how cdf is are a powerful tool to expand access to capital and Financial Services to people and places that have been often left out of opportunities. Cdf is work, and they have long had bipartisan support. When the cdfi fund, the federal agency that foresees the programs was established in 1994, there were 80 cdfis. Today there are more than a thousands deploying Innovative Strategies for getting capital and resources to underserved communities in all parts of the country. I have seen this power of this work in my community, helping Small Businesses and building wealth. We know that federal investments in csfis yield a strong result because they Leverage Private capital. By one estimate, csfis generate 10 for new investment on the private side or every one dollar of federal support. Today, we have an opportunity to hear about this work, what is working, what can be improved, from three impressive csfi leaders. Csfis are bringing, your organizations are bringing jobs and Economic Opportunity to helping Small Businesses get started. Csfis have adapted to meet the needs of different communities, showing that theres a lot of flex ability in this model. Im also hearing a lot of feedback, i am also interested in hearing feedback on the bipartisan bills to support csfis. My colleagues and i have been working on it. Senator rounds and i havent plan to update the csfi guarantee program so it works for smaller csfis that are making lowinterest, longterm sources of capital available. Im working with senator rounds on a bill to make permanent a Successful Pilot program that supports mortgage lending on tribal trust land. I would note senator warner and senator haggerty have a bill for the secondary market of csfi loans. Several colleagues have bipartisan bills that fall within the finance committees jurisdiction to support csfis. I am sure this will be an interesting and productive hearing. I am hearing from all of you and continuing our work to support csfis and address the historic inequities we see in our systems that can be remedied by your work. Thank you so much. Im delighted to have experts here today since i dont have much of a voice today, i will submit my Opening Statement for the record, but i am going to highlight a couple paragraphs that i had hoped to bring to peoples attention. Csfis were set up to meet the needs of borrowers who are not well served by traditional banking institutions. In exchange for doing this essential work, csfis are given access to subsidized funds and grant money supplemented with private funds. Im disheartened the Treasury Department in managing the csfi fund has not given csfis the certainty and flex ability they need to do their work as treasury provides the certification process. Many stakeholders raised concerns about the proposed application, the delays and finalizing the application, and the transparency of the process. We need robust standards to protect the csfi designation. I call on treasury and the csfi fund to run a transparent process, and take into account the feedback through the Public Comment process. I also want to comment about csfis needing access to funding, ideally, stable, longterm funding. I know this is challenging, so i would like to hear from the Witnesses Today how we can best expand Public Private partnership that has fueled csfi lending and increased access to capital. One source has been advances from the Federal Home Loan Banks. For those csfis that are members of the system, the system has very few native csfi members. I would like to see what we can do to support access to the system for native csfis. There is a Federal Home Loan Bank system that is really taking a looksee into its mission and its efforts as they look at their 100th anniversary. During the pandemic, csfis utilized 1. 25 billion to make investments totaling 14. 8 billion. In minnesota, 30 one csfis served 851 million of sba ppp loans for minnesota businesses and nonprofits, preserving some 88,000 jobs. Investment in csfis offer an excellent return on taxpayer investment. Csfis leverage federal dollars, on average 10 to one to facilitate growth in businesses, jobs, communities, tax base and more. In fiscal year 2022, csfi made 1. 4 million loans totaling 53 billion, financed 65,000 Affordable Housing units. Super majority of counties in my state is rural and i have heard again and again there is a real housing crisis that i have always thought about the problem and the different options as well. I want to bring to you the idea of manufactured housing units, mobile homes and i think that would be a very affordable option but is it fair to say there is a stigma attached to it where its like trailers or things that i wont say out loud but i think it is a shame because strange to me, there was a time where tiny houses were all the rage and other think that and others think this, too. If we do have a crisis of housing in Rural Counties<\/a>, really support that . Are they expanding Financing Options<\/a> for people who want manufactured housing or it never has a path to pursue because of stigma for that kind of thing . People generally dont go looking for manufactured housing and weve been working on educating people, even our staff to understand the difference between mobile homes and post 76 and 94 hud compliance manufactured homes much more Energy Efficient<\/a> think of them as a steppingstone to a portability. They can also be improved with all dissections, carports, garage or porches or things like that tooth not look like a mobile home. I think millions of americans live in manufactured housing and theres nothing wrong with that and in affordable option for people that provides a roof over their head and obviously thats not as easily put in an urban area but its a shame to say it is that stigma for t people liki dont want to live in a trailer because ive seen a lot of mobile homes, they are beautiful. They would have no problem. Putting them into a Community Model<\/a> uses stigma, increases the Community Spirit<\/a> and desire to be part of it when they got ownership on the land in which the houses are located and helps them. People are rather have an address with their housing or kind of a tradeoff because ive heard for years and years and have seen housing problems here in rural pennsylvania. Thank you. Our community in pennsylvania are doing amazing work to create longterm Affordable Housing<\/a> but Community Land<\/a> trusts struggles move quickly to they out private equity and market rate fires. It seems as if its successful in my we hope to expandnd and see the steps take. It is helpful when we are able to use those. Some tribes dont have the codes in their regulations that allow for federal direct loans to be used there so if there is a way in terms of flexibility with regulations required, that could be very helpful and already sample closey after two consider but its their option to implement the roles. I want to diving on the work youve been doing and Neighborhood Development<\/a> center and as you know, i am millions with your work. Its been a long time. Sometimes its difficult for people to understand, one of these barriers and how does an organization break down the barriersri . We look at our data and noticed this for black and latino women, we notice they start now programs, they might not get Technical Assistance<\/a> so we got curious about what was happening instead of making up stories we did research and a talked to them and find out it was lack of support, the entities and being able to get more training and support so we started a program which is black bettina opportunity to connect and restarted it and didnt have funding and then people came along with them and now were into our second and they get focused and dedicated, training and resources and if we think about it, its not if you think about marla, a graduate it is not but the entrepreneurs dont want to, they dont care or any of, its just giving them access to the opportunity. Scaled up, absolutely. Would be helpful if we could have funds from cedia, we are not created equal. Ability to know as you do your Strategic Planning<\/a> and budget have this money and you dont have to the lengthy applications and you have to go through within your base, it would make it easier for us to do the work we need to do. Similar to prior comments getting to predictable funding in addition to base funding, and onramp for new and emerging access bonding before joining the broader pool would be helpful. L. Its created a barrier to entry for organizations who have not targeted new markets, tax credit programs successful applicants are within four or five points maximum so someone answers a bonus question and loses those five points, they are out of the runningim so a few different was to make it more predictable would be most helpful. New market tax credits used by a handful of organizations to finance developers of the home and reduce the cost by 20 or so of those homes, 54 home developers.
