And information highlighted how could be used to train workers during remarks and an onstage interview, this is about 20 minutes. It is you. I do want to thank these men for being here today. This is the first coveragez and we are grateful to them. Administrator and tia, the man who is given all the easy jobs. [laughter] spectrum chatterjee, historic levels of federal funding to connect every american everywhere. No pressure. Any maps right across the country, you have been upfront on the emerging discussions and policy of a. I. Talk to us how you see and tia, the role where the discussion is and how we capture all of this tremendous benefit that is possible while at the same time minimizing risk looking at guardrails to come. Its a great question. In q4 having me here and thank you for your continued leadership. Its a great team here so thank you. We are getting to work on a lot of big will have a theme, how we make Character Technology is helping people . Theres no better example than about a. I. And have a strong belief in this administration that is possible a. I. Going to bring tremendous benefit to people. We also know we only go to achieve that promise if we do it, if we dress very real risks that exist and not just for in e risk but risks today that we know exist, risk to people privacy come to the security and safety, the risk of bias in some of the systems, the impact on the labor market. We need to think about those things and address and if were going tore runway for innovation. Thats what i think we really i think all this work this fierce sense of urgency in the administration around the idea that if we put the right kind of card rules in place we create innovation. Well, this morning we concretion of a new center with incompas. We had some tremendous advisors that agreed to join our board leaders like mignon clyburn, president , universe of verizon and we want to expand that and have regional hubs of university and workforce but the research and curriculums to train the workforce to enjoy all the benefits of ai. We believe within compass is somewhat unique the grip of a large internet content application ai leaders as well as a of the diverse competitive infrastructure of every platform and technology. How do we best work with ntia as you look at what is the best approach to maximize the benefits, minimize the risk . Is a great question. I think there will be a whole series of touch points are at the think what youve seen i thinkenerally as i said a fierce sense of urgency about the moment, right . And so this administration has really leaned in to that moment. It started with the companies, the commitments we get from large ai providers which is ana. Executive order of that would put it on artificial intelligence, the president s executive is probably one of the most comprehensive executive orders in recent memory and to think the most ambitious thing we seen any government on the planet do around this topic. There are going to be almost every agency at, within this federal government is called on to engage on this project. At ntia were trying to do our part. We did a big project on the accountability and auditing. Have big homework assignment on the openness of ally which will be by the way a Perfect Place for incompas to engage. So ill just say there a touch g the way and the biggest thing we need is to get smarter and be wellinformed of the people who actually building a dloying systems. Whites agree to be a a tiger leadership to have your membership engage and i would just a generally we really need peoples input on this very hard problems and i think you are seeing a whole of government approach to addressing making sure we get those guardrails and place and think about risk but also making sure we are promoting innovation p we want that information to happen here in america and in the west ofth [inaudible] very well communicated. One of those hard challenges is the role of the leadership ntia has speeded i mouthful. It has in coordinating all the federal agencies around spectrum and spectrum use an Spectrum Management and how can ai actually possibly make spectrum sharing an spectrum use and federal use better, more efficient and you can optimize the limited resource that we have in our spectrum . Its a great example of the ways that we may be able to use technology to really help us with some of the big problems weve had. And spectrum as you mentioned, its a tough topic because its a National Come its a scarce natural resource, one of her most valuable resources that touches everything. We dont have enough low hanging fruit of spectrum to make available for all the things that we like to use it for. And ai can help. In fact, we just released the National Spectrum strategy this fall. We talked about the need to Leverage New Technology to make our special usage more efficient. I think youre going to see a lot of work to be done there. Some big examples. Theres very that we could really use Machine Learning to be more intelligent about how we do spectrum usage and spectrum sharing. I think theres big problem about how spectrum sharing happens and what i can help there. Theres a big pro wireless networks. Power management this is a great example heard about what people learning about power consumption and usage patterns and what you can power things that powers down or equipment down as a way to save a lot of s energy. We are doing a project interlaboratory on audio and video qualities. So this is using ai to help us understand when is a call getting garbled videoconference losing its quality . And then can you put or network resources. If you can detect is automatically if you could you use ai to help you could very quickly in in the networks we building adjust. These are just a few examples. Right . I think theres going to be a lot of ways that we can use these new tools on some of the problems we have. As you talk about the spectrum strateg and you just watch the video from our Broadband Speed couldnt that it myself, beautiful. Did a great job. But weve also been running a at on thi a deployment further of broadband. We are very aware of how these new offerings in the market are really capturing peoples imagination and this got to be our planning. Well, as we have further conversations this afternoon on workforce training, and e on ai, one thing that struck me as almost everyone on the panel said that ai represents aeal game changer, and being able to give new educational opportunities, new individualized traing and education to people everywhere, no matter their income or location. I can really be a significant new force in training and education. Any comments . Ill talk a little bit about workforce and the bead deployment and the shortage of fiber and other infrastructure technicians that we need. What do you see on ai . The al workforce is really interesting. I do think a ayes nicu to different in education but we have havent thinking about about the workforce issues. And let me, i tell a quick story. I was visiting miami and i wanted to go visit miami dade college, which is really like one of the terrific, its a broader college system, massive come like themselves pop up one of the Largest College assistant in the country, over 100,000 matriculated students. And my team, the team said you really need to go visit the ai lab there. I. I was kind of thinking well, you know, is the really like a lot of cutting edge ai . I had not heard about miami dade, and just totally different. I went to visit and theyre doing something really interesting and creative the, which is their thing is we are not a university. We are not training phds. This is about creating a a fu. By the way that does need to happen. But their theory is, what they said to me■■ s,very Small Business in this country is going to need somebody who knows how to use chatgpt or other largely which models, who knows how to use the tools that are out there, right . And for that Small Business. We want to train that workforce. We want millions of people who are going to be in every Small Business in this country using ai. And its brilliant, right . So they have certificate programs, six months programs, they have to your degree program, you get a fouryear degree. They are think at all levels of how do we train the workforce that actually is going to use these tools everywhere. Thats what i think is with got to really think about. Its not we need both the cutting edge, you know, researchers who are going to make sure we are at the forefront of ai innovation. We also need to really been into this opportunity to make sure that weve got a workforce of ai users and ai workers who are going to help all the Small Businesses and mediumsize businesses and Large Businesses actually fulfill the potential of this revolution. Three years ago you came and joined us for a den with our board and a lot of guests and member companies. Webout both the historic funding that is coming, but also the challenges of deployment and permitting. The state plans are now coming out. Are you on schedule . And just talk to everybody kind of the comprehensive efforts that you been doing both on best practices on permitting, on state plans, on mapping, and where you see things going this year. Its a big year. First of all we hav been, this as a historic opportunity. Its a Historic Mission i think everybody at ntia, everybody in the federal government feels it right now, like we have this chance and its our one chance. We dont think were going to get tens of billions of dollars again, and we have this really Incredible Mission to connect everyone. I keep saying anyone, to reliable, affordable highspeed internet service. So thats huge. 2023 massive milestones us that went through, we talked a lot about mapping. We did the allegations we are going to leave this here and take you back now live to the u. S. Senate where today lawmakers work on several judicial nominations. They are also expected to vote on the confirmation form a new Representative Sean Patrick Maloney to be the u. S. Ambassador to the organization for Economic Cooperation and development. Live the senate here on cspan2. Harmful interference. And we think that the current fcc proceeding which is look att the question of candidate fixed wireless with 12. 212. 7 and it is such are fixed wireless has really come and privilege in the technology and the capacity and the market adoption of fixed wireless is really looming right now. I dont know if you can comment on the toe. 212. 7 of what am i can do to help close Digital Divide especially as the money comes into the marketplace. If you want to encourage the sec to move quickly. [laughing] i think its hard, i would just come hard to comment on ongoing proceeding so ill leave that one. But but i will say just genery two things. One is your point about spectrum and how we really need to be moving forward and thinking about how we do better with what weve got. Because of the■b truth is, asi said, this is a national treasure. When you look at so much of the world today is powered by mobility, by the use of spectrum whether its mobile phones that we love or also the fixed wireless offerings that are now powering peoples use of the internet in their homes, Satellite Communications ware id the research were doing with our know what satellites across aviation, war fighting, our need r increasing. That was an idea behind the spectrum strategy that are need is■ but it remains a scarce resource. The low hanging fruits is long gone, right . Theres no easy bands to repurpose now. Everything is been used. So we need to be really smart about how we are more efficient about usage and we can find opportunities like the ones youre talking about to be smart about how we use it. And so weve got a National Spectrum strategy that we put out in the fall. Weve got a new implementat talks about how were going to do all the homework assignments that were in that strategy. And i think we are about how technology is going to help us here. Its not just an spectrum but as you said also in our deployment of broadband. Aware of how these new offerings in the market are really capturing peoples imagination and this got to be our planning
