Cumberland, Adams and Franklin counties experiencing outages of 911 system Updated Jan 20, 2021; Several south-central Pa. counties are reporting outages of the 911 phone system on Wednesday afternoon, according to social media posts from officials. Franklin County’s Emergency Service Department tweeted there is a phone outage affecting the three counties’ 911 and non-emergency lines. The problem was first reported just after 2 p.m. Texting 911 is still an option in Franklin County. There is a major phone outage that is affecting Adam's, Cumberland and Franklin County's.
