Reti had obtained a letter from Health Minister Andrew Little to Finance Minister Grant Robertson with suggestions for saving money in the health sector: or at least he thought he had. Robertson had said a while ago that about $1 billion in spare cash had been found by ministers doing a stocktake of their portfolios. The letter included a range of options for programmes or services that could be cut to save money in health.
