That is the job of the Queen and all her viceregal clones around the Commonwealth: do nothing. In 1874 and 1876, when Treaties 4 and 6 were signed, the negotiations were done in Queen Victoria’s name and her image was on the treaty medal, but she was a constitutional monarch with limited power. She basically opened Parliament and gave royal assent to legislation, much as today’s sovereign. The monarchy exists as a symbol of the nation and remains above the government of the day. The crown is a symbol of stability. The “Honour of the Crown” is an obligation that if an agreement or treaty is made in the name of the sovereign, any ambiguity must be interpreted in favour of the party with whom the agreement is made. This is in order to protect the reputation of the sovereign.
