directing attacks. and i think everybody is trying to figure out how deep it is. & and isis in western europe. there appears to be a network that is under the surface and the intelligence community can't seem to get at it. >> there is a network. it is much more significant in brussels and paris and we've seen in it previous attacks. having said that, going back one other point. while there was, it is clear it wasn't lone wolf. >> the cell takes initiative to do on it its own. they may not have known that they would take on that particular week and drive it into the market. that helps the attack stay you understand the radar of law enforcement. it gives them autonomy to do it without direction. so it is a hybrid.
