Officials with the Cumberland County Sheriff's Office say a distracted driver using his cellphone rear-ended and totaled a car in Standish Wednesday, injuring three children.
According to police, 38-year Charles Hawkins of Windham was driving behind a Camry driven by a Department of Health and Human Services worker who had three minor children under state custody in the car as passengers.
