A proposed 15-story multiuse tower in downtown Duluth would bring nearly 200 apartment units to a city facing a shortage of housing of all types. The city is seeking public comments on Northstar Development Interests, LLC’s plan to demolish three structures on the project site, at 319-333 E. Superior St., to make way for a market-rate apartment tower. The project is next door to another major Duluth development, one that could spur demand for housing in the tower. The project would cost around $75 million and would bring 194 apartments to the downtown corridor. Units would range from studios, to one-bedrooms, to two-bedrooms, to townhomes. A public gathering space would be housed on the second floor, according to environmental review documents. Northstar Development didn’t return a request for comment by publication.
