Charlotte summed it up quite well i think certainly watching schultz who definitely looked weary but also satisfied i think that he is correct in saying that this contract very much does bear. The imprint of the social Democratic Party that was something that the social membership social democratic membership had absolutely demanded they were very reluctant to enter these negotiations at all they held a special Party Conference in order to decide whether to go ahead after the initial exploratory talks at that conference they raised the ante on two very important points for them on Health Care Policy and on labor market policy and we see in the Draft Agreement real concessions on both of those points so i think that there negotiators i think the over time was absolutely about these two issues they did more than two days of over time and in the end i think they got some really Significant Movement from the conservatives and then the other point of course the distribution of the ministries this leaves the social Democrats Holding some of the most powerful ministries in the German Government and for one very core area that is going to be significant namely european policy European Union the Coalition Agreement contains some very significant changes in the german approach to the European Union higher investment for for example fighting youth unemployment in europe thats something that the old German Finance Ministry would have put the brake on. Was always very reluctant to see german taxpayer money flow toward the European Union but that will change now the s. P. D. Will have the powerful finance ministry as well as the the Foreign Ministry and i think that will enable acim real steering on the point of the social democrats when it comes to e. U. Policy and of course we mustnt forget that Martin Schultz who is thought to be the next foreign minister the. Martin shultz has many many years of experience in brussels so theoretically if he does in fact take that post he will be bringing that to bear so a lot of when they are saying for the social democrats will that be enough to overcome the final hurdle we cannot forget that the s. P. D. Party members will have to vote on this agreement about three weeks time. That is the big question martin shorts just said in that statement that he hopes the members will read the contract that they will look at what has actually been decided rather than simply voting on a gut feeling of rejecting a grand coalition but as we know twenty four thousand new members have joined the party in recent weeks a number of them in response to a drive by the partys youth wing to get new members precisely in order to vote no on the Ground Coalition the new membership represents almost five percent of the party so that is not obviously enough to win on its own but its it will remain very suspenseful for several weeks until we have the outcome of that vote which is probably not going to be before the end of february early march the chief Political Correspondent linda crane at that press conference that just took place melinda thanks very much for that well be talking about later. World leaders will find this very reassuring that germany finally sees her as chancellor again on a National Level i think she is severely weakened and well have to see how that plays out in her role here as chancellor and c. Weakened im saying in a way that slowly successes will be probably rising in her potty to replace the potentially we have to remind the viewers shes been in power for twelve years already but for sure this time as chancellor how important do you think this breakthrough is also internationally as you said looking at the stability of germany as the anchor of europe as well well i think a lot of countries and leaders have been waiting for germany to get its act together over the past month and especially if were looking at french president wanted to push european reforms through so heavily when he came into office and then he was lacking a strong german patna also in terms of the bracks of negotiations so there are a lot of european issues to discuss and germany has always played a very leading role in the European Union as Melendez Milena mentioned before if indeed becomes foreign minister and the social democrats are taking over the finance ministry that is good news and terms to the european integration it will mean the end of the a stereo to policy for for Southern Europe and most certainly more investment in european projects we can read that in the Coalition Agreement so a lot of european leaders certainly will be very happy about the european leaders maybe but what about german voters is this the government they wanted the renewal of this alliance these two political groups coming together again its definitely not what voters wished for in the beginning i think with the problem with this grand coalition in the long term is that. It is lacking a grand vision for germany of what they want for the next four years and im talking a vision in terms of not just using the easy fixes so we we are seeing in this Coalition Agreement a lot of presents for certain voter groups for families with children for pension years but what is lacking is that they are looking at the long term fixes germany has apart from doing very very well at the moment economically some major problems ahead in terms of the care of the elderly demographic problems of pens of Pension Systems and those reforms could easily be done under renewed coalition and we are not seeing any of that in the agreement yet so a lot of big challenges for the next government to face and were not there just yet because as we said theres another big hurdle for a lot lets take a look at that because despite this breakthrough as we said the two sides have another hurdle before the deal can actually be sealed the Coalition Deal has to get the blessing of the rank and file members of the s. P. D. So germany has to wait until that party vote is expected to take about three weeks for an end to months of political uncertainty. Angela merkels fate is in their hands the four hundred sixty thousand s. P. D. Members could block another grand coalition between maque of conservatives and the social democrats but who are these people there are far fewer women than men two thirds of all s. P. D. Members a male. Less than ten percent of s. P. D. Members around. The strength the numbers lies with those above sixty. Have a University Degree even more people with Higher Education can be found in the probusiness f. T. P. The green party boasts sixty eight percent of members with degrees. When the s. P. D. Members vote on the grand coalition Civil Servants will have the most powerful voice as they represent almost half the Party Membership only every six member of the historically working class party is a blue color. Almost half of all members a protestant one has no religious affiliation one is catholic. But they all have one thing in common they will decide whether or not could remain chancellor and that grand coalition.
