Are welcome to the program a day of worldwide protest to demand action on Climate Change is continuing with hundreds of thousands taking to the streets the movement started with Kids Skipping School on fridays and has grown to become a global force uniting young and old we begin our reporting here in the german capital were organizers say an estimated 270000 people converged on the landmark brandenburg gate. It is a measure of life and death nothing less this is how many of those demonstrating here in berlin see it when it comes to Global Warming these protesters are standing on melting ice blocks. You know what i want to demonstrate so that things get better now and wont be destroyed and yes. She does i want things to change i want us to do more and talk less. This time its not only the young protesting for more climate protection some proud that parents and grandparents people of all ages are demonstrating here in the heart of the lane they are asking the German Government to really take measures against Global Warming but many here doubt that things would really change for the better. The German Branch of the worldwide freitas for future movement has organized this protest theyre asking the German Government to completely switch to Renewable Energy by 2035 and sure respect the goals of the Paris Agreement theyre getting support from hundreds of entrepreneurs. Yes entrepreneurs have to promote climate protection it isnt right that become police work out or backroom climate deals that wont change things this is about our children our grandchildren about my life. If i do business better if we focused on humans and the environment and not just profit. Demonstrators here do not only ask businesses and the German Government to do more they see Climate Change as a global phenomenon that has to be tackled internationally in a joint effort and its not just us in germany but all of the worlds many things are going very wrong the classes are melting there will be more floods. Many here say that germany has a rich and technically advanced country has to take the lead we got. Climate protection. Right now. As the mass climate protest was underway in Berlin Germany is governing parties finalized a deal on a major climate protection package after marathon overnight negotiations chancellor Angela Merkel announced the details of the deal between her conservatives and their social democrat partners the deal includes incentives for buying electric cars and measures to help households transition away from using heating oil. For more on these kind of measures im now joined in the studio by our chief Political Correspondent linda crane and Business Reporter Steven Beardsley thank you both for joining us so melinda the coalition struggle struggled for more than 18 hours to get to this agreement is this result though really the big solution that germany was promised no its not if you look at the centerpiece of this package in the package spend 70 different measures but the centerpiece is a Carbon Pricing mechanism thats one of the reasons they were they are negotiating through the night because it was hard for the grand coalition the social democrats together with engle americas conservatives to agree both on what kind of pricing mechanism they wanted and at what level it should come into play and basically the level they have chosen is a pretty low level it will be phased in low and gradually meaning the impact on fossil fuel prices is going to be fairly low at 1st now it will face up toward the end of the decade of the 20 twentieths but basically experts had said that the carbon price needs to be around 35 euros a tonne for it really to have an effect on behavior this measure isnt going to get to that until some time in the middle of the 20 twentys so for instance the leader of the green Party Declared herself bitterly disappointed however the chancellor seemed to anticipate criticism like that she said scientists may tell us we could and should move faster but the fact is politics is the art of the possible and whats possible right now is only a compromise that does take everybody along so that was her answer to the critics thats even in the middle of all this what does this mean for the countrys budget where this has been a very important point because of course germany has that strong tradition of a balanced budget as melinda knows this is something that generates a lot of domestic debate especially recently because Interest Rates are so low and so a lot of people are saying its almost criminal that youre not borrowing right now especially. You have such a major climate infrastructure need and the rates are so low theyre negative but its what this agreement says that theyre going to abide by their budget plans are going to abide by the balanced budgets and that for the 1st few years they will pull mostly from the budgets and from an already established environmental include climate funds but then as that emissions trading system starts to kick in theyre expected to generate revenues for other things whats also interesting they plan to establish a green bond system this is also been a subject of debate recently because the proposals were for a 2 percent interest on that when people are paying germany right now to give them their money and hold it for them so it doesnt physically make sense. Speaking of people paying budgets all of this what does this mean for your average charmin what are people going to benefit from in this new package where the chancellor basically said all of this is aimed at changing behavior at make at getting people inducing them also through incentives and disincentives to shift away from fossil fuels to more Climate Friendly technology therell be some subsidies for electric vehicles for example for more rail travel for wind those who drive are going to feel the pinch eventually diesel and gasoline prices are going to go up but all of the politicians who spoke today in introducing this package said we are absolutely intent upon ensuring that there is Climate Justice in this package that means the burden should not fall on those who can least afford it they will be compensated for example they will be tax breaks for commuters critics say that will actually undermine the behavior of the swift shift that were looking for but there was a lot of discussion today about the fact that it is essential to bring people along the only go along if it doesnt hurt too much. So sounds like steps forward for climate activists but how is the Business World now reacting to this even seen any really strong reactions. This so far that a lot of these measures were accepted this was always a debate between whether this was going to try and curb consumption or whether it was going to invest in new technologies the latter is what business wants and weve actually talked to the head of the German Airline industry earlier today before these package came out he said we would love to be Carbon Neutral we dont want a Carbon Pricing plan especially since people want to fly more and more actually theyre not curbing their behavior but it looks like in this package we dont see any efforts to help industry for example find a Carbon Neutral fuel which you know is supposedly out there but needs help and support in other ways we do see efforts to really help industry through support of packaging and does this deal provide industries what theyve been looking for i think for the car industry we should really look at that it does provide them 2 key things that they needed and wanted one was an extension of a tax subsidy or no sort of talk subsidy it was a it was a return i believe of 4000. 00 credits for the 0 credits extends that actually increases that for cars electric cars under 40000. 00 euros thats something that could help sell cars and then importantly charging stations theres a plan in here to build those out to 1000000 charging stations in germany by 2030 currently there are 17000 across the nation so you can picture how much investment thats going to require but thats what the industry wants and melinda quickly weve seen these mass demos happening on the streets has there been a reaction from the people who are out today you know they were too busy with their protests but the fact is this is not the bold action they have been demanding this will not get germany where they want to see it go so i think there will be some disappointment in the days to come.
