Empire Outlets mass vaccination site to open Thursday, will be for borough residents only Updated Feb 18, 2021; Facebook Share STATEN ISLAND, N.Y. -- After nearly a month delay, the mass vaccination site at Empire Outlets will open on Thursday, Feb. 18 -- but it will not open as a 24-hour a day facility. “We want to focus on Staten Island, we want a major push,” Mayor Bill de Blasio said, adding the borough’s residents have been disproportionately impacted by the coronavirus (COVID-19). The site will be open from 8 a.m. to 5 p.m., seven days a week. Appointments will be required for the site and can be made through the city’s vaccination website, however, as of Tuesday it has not been updated to reflect Empire Outlets opening on Thursday.
