Whip Whip Whalley VISITORS and village residents could be in for a real 'ice' treat if plans for a new cafe are given the go ahead. Proposals to change an existing single-story building on King Street in Whalley into an ice cream parlour named Whip Whip were published on the Ribble Valley Borough Council’s website earlier this week. Documents reveal that applicant Peter Hitchen plans to renovate the building which requires ‘whole-scale refurbishment and regeneration.' It is understood that a tanning salon formerly operated from within the premises. A statement reads: “Alterations made to the structure are predominantly aimed at enhancing natural light as well an creating a refurbished internal environment.
