Faced with complaints, Army pulls HR app solicitation The Army has pulled back its solicitation for a $161.1 million human resources application development contract to rework the bid after getting complaints from several bidders including the incumbent. Incumbent Science Applications International Corp. and two potential rivals for the contract all filed objections with the Government Accountability Office, which then led the Army HR Command to cancel the request for quotes and make fixes. Exeter Government Services and Data Systems Analysts Inc. were the other protestors. The contract is called Data and Applications Support Task Order Services, or DATSO. The Army plans to rework two evaluation factors and open new discussions with bidders. All competitors will also be able to submit revisions to their proposals.
