Houston, facing epic flooding. Thousands of homes destroyed. Road are now turning into river. The governor is warning the worst is yet to many could. President trump briefed on the situation. He will visit the state tomorrow where he is expected to assess the damage, meet firstresponders and flood victims. For the latest on Tropical Storm harvey, devastating floods with more on the way, lets go to our very own jeff knock in houston. High, jeff. Reporter boy, i will tell you were in a neighborhood threatened by release of waters from the reservoir. Steve, glen, your house on the street and youre sweating it. The bayou level is way up, way up out of its banks. Reporter you were here on hurricane carla. I was on i10. I have seen that. Ive lived in brier hills since 1980. Reporter how do you compare this to carla. What i remember this is good if not better. Reporter you say up that way where it is coming in. Were a quarter mile from the spillway and highway 6. The corps of engineers next to it. Reporter i want to try to give your viewers a look at that. Will you twice follow me. I will jump in the car here. Trish, well go see what that looks like. Stand by with me. Thanks, guys. I appreciate it. Lets go, water is high up here, i think we can make it through. And yeah, lets try it. This is were the spillway is. This is where they are releasing the water. They have to do this. If they dont it compromises the dams, if they lose control of the dams, then you flood the entirety of downtown houston. That is what they dont want to do. These folks live in the neighborhood, look right here how deep this water is. Is it up to, up to our floorboards. Come around this bend here to see how deep it gets. Trish that is unbelievable. This is what the folks are looking at. Can you see the water . Trish i can see the water. Reporter these folks have never had water, they have never had water. In carla, as steve was talking about, oh, no, we didnt have water here. Im getting a warning here in the car that says, dont be driving in water like this, basically what it says. Need the height. Reporter in order to get through this. It is hard to get around. It is difficult. Go ahead, trish. Trish remind the viewer, youre in a neighborhood there where it is protected because the dams have not been released. In other words, they are releasing a little bit of were the so that the dams itself doesnt actually, doesnt break. In which case you would be looking at really disasterous situation . Reporter if they lose control, if the dam would give way, lose control of water, they would be in a very, very difficult situation because were talking about a katrinalike situation if that were to happen. Im just trish so viewers know. Theyre watching you in that very flooded area, tell us, how, in other words, when the day is over there, jeff flock, where do you go to, so you and your team are okay . Reporter here is the thing about this flood. That is, that it is not like the entirety, not like, new orleans was where the entirety of almost of new orleans was flooded n this case, there are places in houston that are not being flooded. We have a hotel that, lori, i dont want to go any farther than this. If i lose these vehicles i think i will be in trouble with somebody. I think i can get out. As you can see. Were about up as far as we want to be. We have a hotel to get back to. That is the thing about this. A lot of people have not lost power. A lot of these houses here, even though were in a situation where theyre being threatened with water, they havent lost power yet. So that is positive for them. Of course if it gets much higher, you know, you got real problems. Trish indeed. They have real problems for sure. Jeff, well keep checking with you. Thank you, sir. Were awaiting Texas Governor greg abbott. He will give us update on Tropical Storm harvey and rescue operations. And as we wait for him, im actually joined on the phone by Lieutenant Governor dan patrick. Good to have you here, sir. Pretty challenging time. Rescue operations are underway and what youre advising people there, that may be in harms way, as we confront another possible 20 inches of rainfall. Thank you, trish. If we get another five inches, i heard in jeff in his report, there are some pockets where it is dry. Very few, very few places where you can actually get to where it is dry. If you look at houston like a clock, houston in the middle of the clock. Our suburb conroy, is the 25 miles away. Galveston is six and then our city, the west side is nine and east side is three. Pretty much the whole clock is under water. Some of it has received 20, 25, 30inches of water. We received, trish, almost as much water in the last five days as we normally get in an entire year. About 50 inches. So the governor, we are calling out more national guard. Numbers up 10,000 very soon. It was up to 4,000, yesterday or day before. We have 1000 dps, our state Highway Patrol called in all over the state. Of course we have game ward ends, our local sheriffs constables in the police portions of the city, it is an allout maximum effort. Maybe when this is over, im sorry to say the biggest disaster in history of america, Natural Disaster. The loss of life hopefully wont be anywhere near there. That has been contained dramatically, thank god. But there will be more loss of life. Well have hundreds of thousands, trish, here is the thing, jeff mentioned katrina n terms of a katrina what you had was the displacement of people. Were going to have hundreds of thousands of people, hundreds of thousands, could be up to a million more who are displaced from the homes somewhere. If you look at the entire area from rockport to where the storm hit in houston. I mentioned to someone else on fox this morning. Think of this, trish, if rockport was new york city and the storm hit new york, boston is flooded, that is how far houston is from rockport. This storm goes over an area, 200 miles long. Then another 150, 200 miles north. But the main area along the coast, 100 meals in. 200 miles wide. You have tremendous amount of people displaced from homes. When they get to a shelter trish more to come. And there is more to come. Trish as we look at the devastation, whats most startling here, Lieutenant Governor patrick, it may not, it isnt over. Were preparing now for another round. Yeah. It is not over. I get texts and calls from friends and families, neighbors, how are you surviving . Right now i have a house in northwest houston, one of the hardesthit areas. That neighborhood jeff drove through looks like a lot of neighborhoods. In fact that looks better than a lost neighborhoods have doorways up to homes flooded in areas that have never flooded before. Until the storm gets out of here on friday, we dont know, we dont know which areas get pelted with the most rain. We never had anything, trish, reich this. Hurricane followed by a Tropical Storm. This is a texassized storm. Were putting forth a texassized effort. The white house and the president worked with the governor very closely. States are coming to our aid. Trish that is what he want to ask you as well, Lieutenant Governor. You say youre putting forth a texassized effort. Do you feel the administration is doing enough, the federal government is doing enough . Is there anything more you need to see from them . We know the president of course will be there in texas tomorrow . Well, at this point, everybody allin. Every boat we can find is deemployed. Every plane, whether it is coast guard or dps or other states are flying in boats and planes and help. So youre allin. This is something, we are as prepared as anybody could be. But this is a storm like weve never seen. So well have to have the maximum effort. What will happen afterwards, trish, right now were still trying to save lives. Then you get into recovery mode. Then you get into rebuilding. It will take a long time. Peoples will be out of homes a week, months or a year or more. Trish displacement is horrible. That is what you have to manage. After you take someone to a shelter, where are their kids going to school . Where do they get to work . Where are their medical supplies. That takes maximum effort. We handled katrina in new orleans moved a lot of people. Trish i was there in the astrodome. You guys had tens of thousands of people there you were hosting there at the astrodome as they were looking for loved ones in new orleans. You will indeed have quite a, quite a an issue here on your hand in the coming days and in the coming weeks and months and potentially years. Well over a year. Well be sending people to dallas. Other cities will be taking people to help us out. That become as whole separate operation. Right now the focus is on life. Let me kind of wrap with this, trish, in these worst of times, these are difficult times for many people, businesses will be lost and shuttered, what happens to peoples jobs and everything, the main thing is about life. When these people are rescued, what you hear time and time again, whether by volunteer or first responder, they thank god, they thank the person who helped them, because you know, as tough as it is you can rebuild. Get new sheetrock and car bet and buy furniture. It takes a long time. Its a terrible inconvenience. You hate to lose those valuables but it is stuff. It is life that matters. It is also what other people do for you that matters. In a nation today, trish weve seen divided all of that seems in the background now. Right now in texas, it is not republican or democrat. It is not conservative, liberal or moderate. Not black, white, brown, one texas together helping each other. That is, what lifts my spirit, the texas spirit. The american spirit. That is what we do. This is a storm, that you know the analysts say, this is a storm that would happen once in a million years. You heard of, that is where we are. Well handle it. Well get through it. Lieutenant governor dan patrick, thank you for joining us. Thank you, trish. Trish Tropical Storm harvey expected to have pretty longterm economic effects. The storm knocking out 15 of the nations Refining Capacity. At least six Major Oil Companies closed their gulf coast refineries in the wake of harvey. Which means you can expect to pay more money at the gas pumps. Joining me with more on all of that, president of lipow oil associates, andy lipow, Price Futures Group analyst, phil flynn as well. Andy, i will start with you, because youre from houston. Youre here in new york. Youre stranded here in new york because you cant get to houston. First of all in terms of your office, in terms of your home, in terms of your family, is everything okay. Everything is okay down there. We had water coming up to the side of the house but nothing inside. Coincidentally before i came on set the Security System went off saving a fire, neighbors run oversee if everything was okay. But it is. Trish it is. Good. Lets start with that. At least a little bit of good news. What is all this going to mean in terms of Refining Capacity . Granted i want to remind everybody, as Lieutenant Governor patrick just said, the number one most important thing making sure that people are safe. That lives are saved and no one is in harms way, as we look at a city confronting potentially 20 more inches worth of rain. But with that said, when you look at the business impact, the Refining Capacity, what can we anticipate . Well there is going to be a number of significant impacts. As you pointed out, we have 15 of the Refining Capacity offline. Were not even sure what ultimately will be given there is additional rain on the way. Our greatest fear in houston is that flooding takes out refining equipment where it is down for a month or six weeks or eight weeks because of all that equipment has to be repaired. In addition with the storm now moving eastward over beaumont, port arthur, lake charles area, we have additional 12 Refining Capacity is in the way of this storm. Trish where does this leave oil prices, where does this leave gas price,s, what consumers should be bracing for. Consumers should be bracing for higher gasoline prices, up 10 to 15 . Petroleum products with nearly 2 1 2 Million Barrels a day of Refining Capacity offline while only 300,000 barrels of crude production is offline, you can see crude Oil Prices Declined because the demand isnt there from the refinery. Trish phil, youre down there in the oil pits there. Tell us what youre hearing . Well, that is what andy said hit the nail on the head. That is the biggest concern on the market. One of the things we noticed wide discrepancy between the u. S. Crude prices and brent crude prices. That spread was over a dollar during the day but tightened up a bit. They will look to europe and asia to ramp up production to meet demand here in the u. S. Usually that part of the world has been becoming more and more dependent on our exports. Looks like it will go around. Refining margins will go very high. They will try to meet some of that demand. The other thing were looking at, we got semi good news from the bureau of safety and environmental report that just came out. We actually are seeing some crude production in the gulf of mexico actually come on, 18. 9 , so they picked up a couple of percentage points. Texas Governor Greg Abbott will give us an update on Tropical Storm harvey and the rescue operations, over 1000 rescues have thus far been made. That will happen any minute from now. Well bring you that as soon as he begins from Corpus Christi, texas. Right now, lets go to adam klotz at the Fox News Weather Center for the latest on harveys path and i think what is so incredibly unusual and devastating about this storm, adam, that these people are going to get hit twice. Yeah, that is absolutely right. The storm is about to pass by in couple days again. This setup is incredibly tough t hasnt moved a lot. Currently there is the center of circulation south of houston, closer to port lavaca where it initially made landfall. It is currently on the move settling back down to the gulf of mexico. It is heading into the gulf of mexico, may pick up moisture, maybe strengthen a marginal amount. It will not pick up the wind, the moisture it will pick up, this is early tuesday, that is around the time it make as turn and wants to head up along the coast. As were traveling through wednesday, moving in that direction, the speed of which is uncertain but it will move in that direction. By thursday and friday it continues lift up back into northern louisiana, eventually shreveport. Finally well get enough movement that it moves on out of the area. It passes back by the houston area. The good news, good news with a grain of salt, you will be on the better side of the storm at this point. More rain is falling. More heavier rain is on the right side of the storm as you go into thursday. By friday you continue to watch this thing move up. What does it look like in practice . This is our future radar. Heavy rain throughout the day into overnight hours. Stretching at this point all the way over to new orleans. The time stamp continues later on tuesday beginning to get on the back side of this system tuesday into wednesday. But you do see that rain stretching all away across the gulf coast. This is a big system that will still drop a lot of rain. Here are potential rainfall numbers, and i will step out of the way for you. Back towards the houston area, how much additional could we see . As much as another eight to 10 inches in some cases, maybe 12 inches. The still a lot of rain. As you head towards the east, a foot or isolated. Well see if it validates or not. Still getting another two feet. A ton of rain on this system as it coming down. Here is the look with watches and warnings if you will, looking all the rain along the coast. Still under tornado watches. From use ton, heavy rain along the coast. Weve seen a couple tornadoes popping up. This is toward new orleans. The entire gulf coast is getting absolutely hammered. I want to leave you with this. This is our forecast for houston, texas, that rain continues monday, tuesday, wednesday, maybe beginning to lighten up for you on thursday. And, folks, maybe the First Sunshine in a long time, that will be coming on friday and clearing off for saturday and sunday. Still a really long way before we finally see this break down.
